Vice Chairman of the Vietnam Fatherland Front Committee, Chairman of the Farmers' Association of Dong Hoi Ward Nguyen Khanh said that, along with investing, creating conditions, encouraging and motivating fishermen to go offshore and improve production efficiency, recently, Dong Hoi Ward has also promoted propaganda and dissemination of regulations on combating IUU fishing in many forms, such as: Propaganda about islands; compliance with regulations on fisheries exploitation; guiding ship owners to sign a commitment to comply with the provisions of the law; awarding national flags to ship owners... Thanks to that, 100% of ships in the area going offshore basically ensure compliance with regulations on fisheries exploitation.

In addition, the logistics services for fishing and seafood processing are increasingly developing, linking exploitation, processing and consumption, forming a production chain, increasing value. Many individuals in fishing villages invest in modern equipment to serve the processing and consumption of high-quality products, meeting the increasingly diverse needs of customers.

Thanks to that, Dong Hoi's aquatic product output increased by an average of 6.96% per year; the aquatic product production value increased by an average of 8% per year. In the 3 months from July to September 2025, Dong Hoi's aquatic product harvest output reached about 1,400 tons.

According to Chairman of Dong Hoi Ward People's Committee Hoang Ngoc Dan, the results affirm that the production capacity and infrastructure of the fisheries sector in Dong Hoi are developing strongly. Fishermen going out to sea to exploit aquatic products continue to unite and "love each other", effectively promote cooperative models and solidarity groups at sea, and closely cooperate in supporting search and rescue. In particular, fishermen have linked production with protecting the sovereignty and security of sea and islands.

To reassure fishermen "going out to sea, entering the lagoon"

Nguyen Ngoc Ngo, Head of My Canh Residential Group, Dong Hoi Ward, said that recently, fishermen in the area have been very excited and made more efforts in making a living and going far offshore thanks to the support under Decision 48/2010/QD-TTg of the Prime Minister on supporting and encouraging exploitation, aquaculture and seafood exploitation services in far sea areas.

However, recently there have been some problems that fishermen also hope to be resolved to feel more secure when "going out to sea and into the lagoon". That is, after completing the paperwork, fishermen received support late and untimely. In 2024, many fishing boat owners in remote waters, but due to losing wifi connection (VNPT), had to invest in buying more wifi ( Viettel ), causing financial losses for fishermen. In addition, some fishermen also want to be supported with life jackets for fishermen during the rainy and stormy season.

Regarding the policy under Decision 48, Mr. Nguyen The Giang, in My Canh Residential Area, Dong Hoi Ward, said: "With the prices of raw materials and fuel increasing and fishing grounds becoming increasingly scarce, the fuel support policy under Decision 48 has greatly contributed to fishermen's peace of mind at sea, contributing to protecting the sacred sovereignty of the sea and islands of the Fatherland. Therefore, I hope that departments, branches, sectors, and local authorities will consider and support upgrading the fishing vessel monitoring satellite (VMS) to ensure that signals are not interrupted during the offshore fishing journey of fishermen."

To serve seafood fishing, Mr. To Hong (in Ha Thon residential area) suggested that the Fisheries Department coordinate with the People's Committees of coastal communes and wards to periodically guide the necessary paperwork for boats to enter and exit the estuary, because most fishermen have limited awareness, and because of the special nature of their work at sea for long periods of time, they sometimes cannot remember all of the required procedures.

Currently, the total number of fishing boats in Dong Hoi ward is 550; of which, 204 have a capacity of over 90CV and 108 are for offshore fishing, 346 have a capacity of under 90CV, fishing near shore. The total number of fishermen is nearly 1,900 workers.

“Determining that fisheries is an important economic sector, both creating livelihoods and contributing to protecting the sacred sovereignty of the sea and islands, the ward continues to promote support and create conditions for fishermen to develop the marine economy in a sustainable, secure and safe direction; exploiting potential well, taking advantage of advantages to comprehensively develop fishing, processing and fisheries services, focusing on combining the protection of aquatic resources and the marine ecological environment. At the same time, the ward also pays attention to and coordinates closely in managing fisheries exploitation activities, monitoring and synthesizing seafood output at fishing ports and piers to have timely directions. In particular, the ward coordinates to strengthen propaganda for ship owners, captains and people to strictly implement the 2017 Fisheries Law, regulations and instructions on combating IUU fishing; reviewing and updating the list and specific data of fishing vessels to regularly inspect, control and coordinate the handling of fishing vessels that violate regulations... From there, strive to ensure the growth rate of prices "The value of agricultural and aquatic products increases by 1%-3%/year," Chairman of Dong Hoi Ward People's Committee Hoang Ngoc Dan added.
