The meeting announced the Decision to strengthen the Central Steering Committee on housing policy and real estate market.
Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized that this meeting aims to remove bottlenecks, unblock resources for development, strive to achieve growth of 8.3-8.5% this year, and achieve double-digit growth in the following years; including unblocking institutional bottlenecks; promoting science and technology, innovation; promoting international integration, developing the private economy according to the newly issued Resolutions of the Politburo ... to have a major orientation to develop the country to become increasingly rich, civilized, prosperous, and the people to be warm, well-off, and happy.

The Prime Minister pointed out that recently, General Secretary To Lam chaired a meeting to discuss urban and rural development in the new period. This is also the driving force for urban and rural development, ensuring that both rural and urban areas develop strongly and comprehensively; affirming that real estate plays an important role, contributing to promoting economic growth, promoting urban development, creating new development space, contributing to improving the quality of life for people, creating a new face for the country. Urban areas must ensure rapid and sustainable development, reduce air pollution, avoid traffic congestion, to become civilized and modern urban areas.

Therefore, it is necessary to promote the real estate market development, which is a channel for capital mobilization and spread to economic sectors such as construction, finance, and materials. Housing development is an important link in the social security net, one of the pillars in social security policy to ensure progress and social equity, and an effective solution to promote socio-economic development. According to the Prime Minister, housing policy must include both purchase and hire purchase. However, in the past, the development of the real estate market has only focused on the high-end segment, not on the social housing segment, making it difficult for young families, armed forces, and disadvantaged people to buy houses. Therefore, we must have a policy to develop social housing, not just focusing on commercial housing.

The Prime Minister affirmed that we are implementing a socialist-oriented market economy regulated by the State. The biggest goal of the Party and State is to gain independence and freedom for the country, and for the people to be prosperous and happy. The viewpoint of the Party and State is to absolutely not sacrifice progress and social justice in exchange for mere economic growth. Therefore, it is necessary to promote the development of social housing, ensuring people's right to have a house, ensuring "a stable home before starting a career". Therefore, restructuring the supply and source of social housing for low-income people is extremely important and must be done, because this is a very humane policy of the Party.
The Prime Minister has directed the focus on leading and directing ministries, branches and localities on solutions, removing difficulties, obstacles and institutional bottlenecks related to land, the Law on Public Investment, the Law on Public-Private Partnership... and is continuing to amend; focusing on implementing and completing the project to develop 1 million social housing units; supporting poor households, especially the emulation movement to "eliminate temporary and dilapidated houses", creating excitement among the people. At this meeting, the Prime Minister requested to review the work including the social housing development program for workers in industrial parks, armed forces, housing policies for people with meritorious services to the revolution, poor households... to continue. The Prime Minister proposed to have support policies for young people under 35 years old; continue to upgrade and renovate old apartment buildings.

The Prime Minister stated that since the beginning of the term, the Steering Committee has advised the Government to issue 22 Resolutions, 16 Directives, and Prime Minister's Official Dispatches to regulate activities related to the real estate market and social housing. The Prime Minister assessed that the work recently implemented has achieved very positive results: recording signs of recovery in the real estate market; improving urban quality, improving urban appearance and infrastructure, creating a spillover effect to many other production sectors.
However, compared to our wishes and requirements, there is still much to do. Therefore, we must frankly review, point out the bottlenecks to remove, including answering the question of why the current apartment prices are still high? According to the Prime Minister, we cannot allow the situation of real estate market manipulation, speculation, price increase... because this is an issue related to security, order, and law enforcement. Therefore, we must review and rectify it, and cannot allow the situation of hoarding, price increase, and market distortion.

The Prime Minister said that recently, many social housing development programs and projects have been actively implemented. Currently, the whole country has 692 social housing projects being implemented with a scale of 633,559 units, of which 165 projects have been completed with a scale of about 110,000 units; 147 projects have started construction with 135,000 units under implementation; 380 projects have been approved for investment with a scale of 388,000 units. In particular, we have completed the program "Eliminating temporary and dilapidated houses" nationwide 5 years and 4 months earlier than expected with a total of more than 334,000 units.
However, looking straight at the truth, real estate in general and social housing development in particular still face many difficulties and obstacles, failing to meet practical requirements; the relevant legal system, although amended and supplemented, still has many obstacles and shortcomings, especially in the fields of land, bidding, investment policy approval, investor selection, compensation, site clearance, and resettlement; land price determination in many places is still difficult; the housing segment is still inadequate, in which the main product is the high-end segment, from which the problem is that more supply sources will contribute to reducing real estate prices; sometimes housing prices increase suddenly, especially in big cities, not reflecting the truth, not reflecting the true nature of real estate development, there are factors that distort the market; there is hoarding, speculation, etc. Therefore, we must control the cash flow of banks, so that credit capital flows into the right priority areas.
At this meeting, the Prime Minister requested to review and perfect the apparatus to suit the recent organizational arrangement and practical requirements; review and re-examine the tasks assigned to ministries, branches and localities, how have they been implemented? What is good must be promoted, what is not good must continue to be corrected, what is wrong must be handled. Clearly identify the difficulties and obstacles in the real estate and housing market in general and social housing in particular, especially in terms of institutions, resources, and policy mechanisms to analyze the causes, the good and bad aspects, draw lessons in leadership, direction and operation in the coming time; especially the task from now until the end of the year, creating breakthroughs and differences, contributing to achieving the economic growth target of 8.3-8.5% this year, double-digit growth in the coming years with many solutions, especially solutions for real estate and social housing. The Prime Minister requested a review of the adjustment of problems, including expanding the beneficiaries of social housing and reducing regulations related to income, with the spirit of not leveling the playing field between localities because each locality has a different income level; can this be decentralized to localities?
The Prime Minister asked the delegates to concentrate their minds, speak directly to the point to find solutions to overcome difficulties, promote the real estate market, and social housing; assign tasks that thoroughly reflect the guiding ideology of high determination, great efforts, drastic actions, complete each task, have a focus, key points, assign tasks with a clear spirit, ensure the country develops quickly and sustainably, contribute to expanding new development space, ensure people enjoy the right to housing, all for the people, for the country, all for the development of the country. The Prime Minister emphasized the decisive requirement that from now until the end of the year, institutional bottlenecks must be basically removed.
