At the conference, Deputy Minister of Justice Nguyen Thanh Ngoc said: The Land Law is one of the laws of special importance, having a profound impact on the rights and legitimate interests of the state, people and businesses, and is at the same time an important resource to promote socio-economic development.
In recent times, the Party and the State have issued many policies and guidelines to gradually remove difficulties, unleash resources, and create important driving forces for development. However, through synthesizing opinions from localities and the scientific community, there are still shortcomings, obstacles, and bottlenecks that need to be further studied and resolved to meet the requirements of socio -economic development and production and business in the coming period.
This workshop aims to identify policy and institutional bottlenecks and difficulties and obstacles in the process of organizing and implementing land laws; thereby, seeking and selecting breakthrough solutions to ensure that land laws are increasingly complete, synchronous, transparent, feasible and effective.

At the workshop, experts, scientists, the business community and practitioners highly appreciated the ministries for organizing this workshop. At the same time, delegates shared their opinions and recommendations on policies, institutions and the law enforcement process. The Ministry of Natural Resources and Environment, the drafting agency, directly discussed and explained to clarify difficulties and identify solutions.
In Dong Nai, according to the Deputy Director of the Department of Agriculture and Environment, the province currently has some problems related to the application of planning to implement land management; ensuring synchronization between planning, land use plans according to the Land Law and urban planning, rural planning. Along with that, there are problems in land valuation; the application of one of the four methods according to the law all have shortcomings, leading to different valuation results; the number of units participating in land valuation consultancy is limited, leading to projects having to wait.
