The North-South High-Speed Railway Project was approved by the National Assembly in late November 2024. This high-speed railway line is more than 1,500 km long, starting at Ngoc Hoi Station ( Hanoi Capital), ending at Thu Thiem Station (Ho Chi Minh City).
Hand over to the investor
According to the preliminary design documents, the North-South high-speed railway section passing through the province is about 82km long. In Dong Nai, it is planned to arrange 1 passenger station at Long Thanh International Airport; 1 cargo station in Trang Bom commune; 2 technical maintenance stations in Xuan Hoa commune and Xuan Duong commune.
At the working session with the Provincial People's Committee in May 2025, the project consulting unit made a preliminary statistic that to serve the construction of the project section passing through the area, Dong Nai province will have to reclaim about 490 hectares of land.
In Dong Nai province, according to preliminary design documents, the high-speed railway on the North-South axis passes through the following communes and wards: Hang Gon, Long Thanh, Xuan Loc, Xuan Hoa, Nhon Trach, Xuan Phu, Xuan Que, Xuan Dinh, Cam My, Xuan Duong, Long Phuoc, An Phuoc.
Regarding land acquisition and project site clearance, in Notice No. 376/TB-VPCP dated July 21, 2025 of the Government Office , the conclusion of Prime Minister Pham Minh Chinh, Head of the Steering Committee at the 3rd meeting of the Steering Committee for important national railway works and projects, Prime Minister Pham Minh Chinh assigned the People's Committees of provinces where the project passes through to establish, appraise, and decide on investment in independent component projects on compensation, support, and resettlement based on preliminary design documents in the pre-feasibility study report in accordance with regulations. Arrange temporary residence for people whose land is recovered, ensuring stable lives of people according to regulations. Along with that, the People's Committees of provinces and cities where the project passes through assign specific tasks and plans to units, wards, and communes to implement and complete the project site clearance in 2026.
According to comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, implementing the Prime Minister's conclusion, the Provincial People's Committee has assigned the Provincial Land Fund Development Center to be the investor of the Component Project (independent) on compensation, support, and resettlement of the High-speed Railway Project on the North-South axis, section passing through Dong Nai province to establish, appraise, and decide on project investment as a basis for implementation according to regulations.
The Provincial Land Fund Development Center, based on the preliminary design drawings of the project, contacts the Provincial Land Registration Office to determine the scale and boundaries of the project implementation on the map to serve as a basis for establishing and approving investment projects on compensation, support, resettlement and establishing land recovery, compensation, and site clearance maps after the project has been approved according to regulations.
Plan to relocate power grid infrastructure
Along with assigning the Provincial Land Fund Development Center to be the investor of the Component Project on compensation, support and resettlement of the high-speed railway line on the North-South axis, the section passing through the province, the Provincial People's Committee has assigned the localities where the project passes through to determine the scale, scope, area of land to be recovered and the number of households and assets affected by the project based on the preliminary route of the project. At the same time, determine the number of households to be relocated, arrange resettlement, the number of available resettlement lots to be arranged for the project in the commune as well as the number of resettlement lots of the project that are still missing, propose the construction of resettlement areas to send to the Provincial Land Fund Development Center for synthesis, report to the Provincial People's Committee to direct the timely handling of investment in resettlement areas for the project, ensuring proactive arrangement for households that must be relocated.
In addition to reviewing the area of land to be recovered, the number of affected households and the need for resettlement, Dong Nai province has also assigned units to carry out the task of relocating the power grid infrastructure in the project area.
According to the Department of Industry and Trade, the relocation of power grid infrastructure in the project area now has specific guidelines for the division of implementing agencies. The People's Committees of localities where the project passes through will relocate works with voltages below 110kV. Meanwhile, the Vietnam Electricity Group (EVN) will take the lead in organizing the implementation of the sub-project for the relocation of power works with voltages of 110kV or higher.
Regarding the route through the province, according to statistics from the Department of Industry and Trade, in the project area, there are 6 intersections with the 500kV and 220kV transmission lines managed by Eastern Power Transmission 1 (under the National Power Transmission Corporation). Along with that, there are 5 intersections with the 110kV grid and 35 intersections with the medium and low voltage grid under the management of Dong Nai Power Company and customers.
Regarding the relocation of power grid infrastructure in the project area, the Provincial People's Committee assigned the Provincial Land Fund Development Center to coordinate with Dong Nai Electricity Company and related units to conduct detailed surveys, develop compensation, support or relocation plans, prepare relocation documents, submit for approval and implement according to regulations for power grids with voltage below 110kV.
For power grids of 110kV and above, localities where projects pass through will closely coordinate with EVN and operating management units to relocate the works. In particular, focusing on land acquisition, handing over the location of relocated pillars, ensuring relocation progress.
