Speeding up the establishment of Hai Phong Special Economic Zone

Secretary of the City Party Committee Le Tien Chau directed to accelerate the establishment of the Specialized Economic Zone and complete the master plan for the Southern Coastal Economic Zone of Hai Phong in 2025.

Secretary of the City Party Committee Le Tien Chau affirmed that the development of economic zones and industrial parks is a key task and also a driving force for the city's growth.

On the morning of November 7, the Steering Committee for the development of economic zones and industrial parks in the city met to give opinions on the development of economic zones and industrial parks, and to determine key tasks for the last two months of the year.

Comrade Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City, Head of the Steering Committee for the development of economic zones and industrial parks of the city chaired the meeting.

Also attending were comrade Le Ngoc Chau, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; members of the Standing Committee of the City Party Committee; Vice Chairman of the City People's Committee; leaders of relevant departments, branches and localities.

According to comrade Le Trung Kien, Vice Chairman of the City People's Committee, Head of the Hai Phong Economic Zone Management Board, the Project to establish the Hai Phong Specialized Economic Zone has been submitted to the Prime Minister and is continuing to carry out the next steps to establish it.

For the Southern Coastal Economic Zone, the city is focusing on establishing and approving the master plan, striving to complete it in 2025. In the economic zone, there are 4 established industrial parks including Tran Duong - Hoa Binh Industrial Park (Zone A); Tan Trao Industrial Park (Phase 1); Ngu Phuc Industrial Park (Phase 1); Tien Lang Airport Industrial Park (Zone B).

3 industrial parks have approved 1/2000 zoning plans but have not been established yet, including Tien Lang 2 Industrial Park (phase 1); Tien Lang Airport Industrial Park (zone A); Tran Duong - Hoa Binh Industrial Park (zone B). Tien Lang 1 Industrial Park is studying zoning plans.

In addition, the city has been implementing a number of industrial clusters: Tan Trao, An Tho, An Tho - Chien Thang, Nam Am... Seaport, logistics and energy projects include Nam Do Son Port and Logistics Center; Hai Phong LNG Thermal Power Plant; Tien Lang Seaport and Logistics Center Construction Investment Project and new urban areas Hung Thang, Thai Hoa, and resettlement areas.

Regarding the Free Trade Zone, after the decision to establish it on October 13, 2025, the Hai Phong Economic Zone Management Board has researched and developed a plan to develop the Hai Phong City Free Trade Zone, which clearly defines the tasks to be implemented as well as the criteria for selecting investors and investment projects to be implemented in the Free Trade Zone.

Along with that, the city is actively speeding up the progress of other industrial parks in the area such as Trang Due 3, Nam Trang Cat, Vinh Quang, Hai Phong International Gateway Port, Nomura Phase 2, Tien Thanh, Xuan Cau... However, some projects are behind schedule due to problems in site clearance and some projects due to the capacity of the investor.

At the conference, leaders of city departments, branches and localities spoke out about the work that has been implemented, especially site clearance; reflected on some difficulties and problems and expressed their determination to focus on completing assigned tasks, especially site clearance.

Comrade Le Ngoc Chau, Chairman of the City People's Committee, emphasized two important factors that need to be considered in the development of economic zones and industrial parks in the city: site clearance and investment attraction. In particular, the site clearance progress of some projects is showing signs of slowing down and is behind schedule, which needs to be thoroughly resolved by sectors and localities.

Regarding investment attraction and filling of industrial zones, the Chairman of the City People's Committee emphasized the role of the Hai Phong Economic Zone Management Board; the city's departments and branches and requested more active, effective and drastic solutions. In particular, focusing on reviewing the capacity of investors and resolutely replacing them if they do not meet the requirements. The Economic Zone Management Board also needs to promptly advise and propose solutions to meet the human resources needs of industrial zones and economic zones.

Concluding the conference, City Party Secretary Le Tien Chau emphasized that developing economic zones and industrial parks is the city's key task and a driving force for growth.

According to statistics, the city currently has about 69 industrial parks, 2 economic zones; dozens of industrial clusters with quite large areas. There are some economic zones and industrial parks that are effective, but there are also many industrial parks with slow progress and many difficulties and problems. Therefore, it is necessary to review the overall strategy of orientation and planning of economic zones, industrial parks, industrial clusters, and Free Trade Zones throughout the new city to ensure the maximum promotion of the potential and advantages of each area, effectively utilize key infrastructure projects, minimize new infrastructure investment costs and limit internal competition, creating mutually complementary development between areas.

The City Party Secretary directed to accelerate the establishment of the Specialized Economic Zone and complete the master plan for the Southern Hai Phong Coastal Economic Zone in 2025; promptly complete procedures to start construction of the Nam Do Son Port and Logistics Center in December 2025.

Regarding the Free Trade Zone, the City Party Committee directed the development of a development plan, especially on the model, conditions, and criteria for attracting sectors into the Free Trade Zone; clarifying the resources for implementation, both budget resources and business resources. Promoting investment attraction, along with attracting from Japan, Korea, China, as well as expanding to the United States, Europe, Singapore, etc.

The City Party Secretary noted that in developing the Free Trade Zone, it is necessary to maximize the superior mechanisms and policies from Resolution No. 226/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city, thereby spreading the attractiveness of the Free Trade Zone.

The City Party Secretary assigned the Hai Phong Economic Zone Management Board to coordinate with the Northern Investment Promotion Center of the Foreign Investment Agency (Ministry of Finance) to organize a conference on investment potential and opportunities in Hai Phong to widely publicize Resolution No. 226; Free Trade Zone; and the city's outstanding policies and mechanisms. In the immediate future, prepare well for the city leaders' business trip to promote investment in Europe, ensuring practicality and high efficiency.

The Party Committee of the City People's Committee directed to further accelerate the progress of strategic infrastructure projects; key projects; review the progress of industrial park implementation. For industrial parks that have investment policy decisions, urge, inspect, and handle according to the law for investors who are slow to implement according to the committed progress, and at the same time propose competent authorities to consider and decide to choose other investors with enthusiasm, capacity, and responsibility to implement the project. Local leaders focus on directing the implementation of site clearance work and take personal responsibility if there is a delay, and this is also a criterion for evaluating cadres.

Along with that, the City People's Committee works with investors of industrial park infrastructure being deployed in the area with agencies, units and localities, builds a progress roadmap to direct the removal of difficulties, especially site clearance work, and reports to the Steering Committee for monitoring and urging before November 15.

For industrial parks under study that have not yet had an investment policy decision, the City Party Committee and People's Committee will work with investors and relevant units to review the implementation progress, carefully assess the investor's capacity and the city's industrial park development needs, and establish a progress critical path for monitoring and completion in November.

For industrial parks that are slow in site clearance, the City Party Secretary requested localities to focus on implementing compulsory measures to reclaim land and require investors to organize construction immediately, at the latest after 1 month of having the site...

The City Party Secretary also directed to speed up the construction progress of Tien Thanh Industrial Park. If it is too slow, appropriate measures will be taken; to remove difficulties for the Hai Phong Sakura Golf Course project and speed up the progress of the Xuan Dam Golf Course project.
