Nghe An decisively handles petitions related to National Highway 1A project

Faced with the reality of over 500 petitions related to compensation and site clearance for the project to upgrade and expand National Highway 1A, the People's Committee of Nghe An province has requested sectors and localities to focus on resolving petitions and completing payment plans, ensuring disbursement progress and compliance with legal regulations.

Specifically, the number of petitions is mainly concentrated in Quynh Mai commune (282 petitions), Hoang Mai (152 petitions) and Hung Chau (59 petitions). In some cases, there have been decisions to resolve complaints and conclusions on compensation eligibility, but the preparation and approval of plans are delayed, affecting the overall progress of the project as well as the legitimate rights of the people. Meanwhile, the amount of compensation that must be completed and disbursed in 2025 is more than 319 billion VND.

In order to promptly resolve complaints, the People's Committees at the commune level with the project to upgrade and expand National Highway 1A passing through prioritize the highest resources to properly resolve complaints and handle related issues to ensure timely and lawful payment of funds, especially in the wards and communes of Hoang Mai, Quynh Mai, Hung Chau...

The Party Secretaries of communes and wards directly direct the entire political system to take action, assigning experienced cadres to participate in handling the case, and at the same time attaching responsibility to the leaders with the implementation results. Any delay, error or prolonged backlog of petitions will be considered the responsibility of the relevant collectives and individuals.

Along with that, the Provincial Inspectorate, the Department of Natural Resources and Environment, the Provincial Police and relevant agencies increased staff to support the grassroots, provide professional guidance and directly resolve difficulties in the appraisal process and prepare compensation plans. The Department of Finance balanced and adjusted additional funding sources for affected localities to promptly pay for cases eligible for compensation and support.

Previously, VNA reported that the project to renovate and expand National Highway 1A through Nghe An province, with a length of more than 73 km, was implemented from 1994 to 1996 and the second time from 2012 to 2014. However, the project has not yet completed compensation and site clearance.

Faced with the above situation, the People's Committee of Nghe An province severely criticized the Chairman and Vice Chairmen of the People's Committee of Dien Chau district (old) who were assigned to be in charge of compensation and site clearance for National Highway 1A for not being decisive in directing and delaying implementation. Criticized the members of the Steering Committee for payment of compensation and site clearance costs for National Highway 1A for not regularly urging and reporting on the approval of compensation and site clearance plans and disbursement of funds by localities.
