Ready to start construction of boarding schools in border areas

Nghe An province is preparing for the groundbreaking ceremony of 9 schools in border communes, which will be held simultaneously with other schools across the country on the morning of November 9.

The policy of building schools in border communes is implemented according to the Conclusion Notice No. 81-TB/TW dated July 18, 2025 of the Politburo . Thereby, it aims to create conditions for students in remote, isolated and disadvantaged areas to have more opportunities to study, develop comprehensively and ensure absolute safety.

Implementing Notice No. 81 of the Politburo , Nghe An province has 21 schools expected to be invested in and built. The inter-level boarding schools are located in the communes of Na Ngoi, Thong Thu, Nhon Mai, Mon Son, Keng Du, Son Lam, Nam Can, Tri Le, Muong Tip, Tam Quang, Hanh Lam, Bac Ky, My Ly, Na Loi, Tam Thai, Tien Phong, Muong Xen, Chau Khe, Que Phong, Anh Son, Kim Bang.

Of which, 10 schools were invested in phase 1, including primary and secondary boarding schools: Nhon Mai, Na Ngoi, Keng Du, Mon Son, Bac Ly, Tam Thai, Que Phong, Tri Le, Hanh Lam and Anh Son.

Previously, on October 11, General Secretary To Lam attended the groundbreaking ceremony for the Na Ngoi Primary and Secondary Boarding School in Na Ngoi Commune, Nghe An. The school was built on an area of ​​55,000 square meters in Ka Duoi Village with 49 classes and more than 1,900 students.

According to the design, the school is built on an area of ​​about 13,500m2 with a system of classrooms, department rooms, library, equipment room, multi-function house, student dormitory, teacher's house, dining room, kitchen, separate toilet area. The total investment of the project is expected to be more than 200 billion VND.

The new school is modern in both facilities and staff quality, is a trusted destination for people and students in mountainous and border areas; contributes to ensuring fairness in access to education for students, training human resources to serve the sustainable socio-economic development of the locality as well as the country.

The remaining schools, according to the plan, will be held simultaneously with the whole country on the morning of November 9 and will be broadcast live and connected online. In particular, the main bridge point of Nghe An will be held at the groundbreaking point of the Hanh Lam Primary - Secondary School, Hanh Lam commune.

In order for the groundbreaking ceremony to be organized carefully, ensuring solemnity, efficiency, economy and safety, the Provincial People's Committee has also issued a document assigning specific responsibilities to departments, branches, sectors and localities. In particular, the Department of Education and Training is the presiding agency responsible to the People's Committee for directing the implementation and urging in the preparation work.

Mr. Nguyen Trong Hoan - Chief of Office of Nghe An Department of Education and Training said: "Building schools in border communes is not only an investment in education, but also an investment in sustainable development, a place to nurture knowledge, personality and patriotism of the young generation in the border area. With this important nature, in preparation for the groundbreaking ceremony, the Department of Education and Training has connected with localities and schools to review the implementation plan. At the same time, 9 working groups of the Department were assigned to go directly to the localities to urge the preparation process, ensuring that the groundbreaking ceremony takes place according to the set plan.

Proactively manage local conditions and resources

Nhon Mai commune - one of 10 communes in Nghe An among 100 schools nationwide built in the first phase - has chosen a location to build a school in Cha Lo village with a campus area of ​​5.2 hectares, of which the school construction area is 1.1 hectares. The scale of the new school is 33 classes with more than 1,200 students. When the school is completed, the locality will send all primary and secondary school students of the commune to study in the dormitory.

Mr. Nguyen Ngoc Tan - Principal of Nhon Mai Ethnic Boarding Secondary School (Nhon Mai Commune) said that the school's size in recent years has been about 250 students, of which nearly 200 are semi-boarders. Although it is a semi-boarding school model, students are taken care of and stay at the main school to go to school from Monday to Friday like boarding students. Meanwhile, the physical facilities to ensure students' living and studying are still difficult and arduous, and have recently been affected by floods.

Therefore, having a boarding school for primary and secondary levels built with full, spacious and modern facilities is a great joy and excitement for teachers, students, parents and people of Nhon Mai border commune.

Implementing Notice 81, the Standing Committee of Nghe An Provincial Party Committee also heard a report on the implementation of the Politburo's Conclusion on the policy of building inter-level primary and secondary boarding schools in land border communes.

Nghe An Provincial Party Secretary - Mr. Nguyen Duc Trung has requested that localities and relevant departments and branches pay attention to arranging suitable land, in which the prerequisite factor must be absolute safety and ensuring synchronous technical infrastructure of roads, electricity, water...

In addition, it is necessary to review the land origin, planning of the proposed locations for school construction; review related investment procedures, based on legal regulations and instructions from the Central Government to propose procedures and plans for selecting contractors to implement the project.

Regarding resources, the Secretary of the Nghe An Provincial Party Committee suggested that in addition to central resources, local resources must be identified to ensure the construction of inter-level boarding schools. At the same time, mobilize local human resources, coordinate with the contractor's human resources to ensure progress, and complete before August 30, 2026.

Currently, Na Ngoi Primary and Secondary Boarding School (Nghe An) has received investment support from Sungroup Corporation. The Prime Minister has also decided to allocate 681,461 billion VND to Nghe An province to invest in building schools for the first phase of border communes. The invested schools must ensure technical standards, scale, school and classroom area; have adequate facilities for studying, cultural, spiritual, physical training, living conditions and absolute safety for students and teachers.
