Digital transformation helps to increase transparency in the admissions process.

For the 2025 admissions season, in addition to registering for the high school graduation exam using the account provided on the Ministry of Education and Training 's system, candidates can use their VNeID account to log in (through the National Public Service Portal) and register.


At the first meeting of the Steering Committee for Science and Technology Development, Innovation, Digital Transformation, Administrative Reform, and Project 06 of the Ministry of Education and Training, Mr. Pham Quang Hung, Director of the Department of Science, Technology and Information (Ministry of Education and Training), stated that online registration for the high school graduation exam, university admission applications, application fee payment, and enrollment confirmation have been successfully implemented since the first year (2022). Approximately 1 million candidates participate each year. From 2023 to the present, about 750,000 graduating students from disadvantaged backgrounds have been exempted from obtaining local residence certificates to benefit from preferential policies in graduation examinations and admissions to ethnic minority boarding schools, universities, and preparatory universities for children of ethnic minorities.

In particular, in 2025, according to the new regulations for the high school graduation exam, independent candidates will be allowed to register online, which could help the online registration rate approach 100%. Besides registering using an account provided on the Ministry of Education and Training's system, candidates can also use their VNeID account to log in (through the National Public Service Portal) and register, thus increasing convenience for candidates.

Simultaneously, the Ministry of Education and Training established a Steering Committee and completed Phase 1 of the pilot implementation of digital school records at the primary school level. Following Phase 1 of the pilot program, the Ministry of Education and Training identified a technical model based on a centralized database. Currently, the Ministry has provided guidance on the widespread implementation of digital school records for primary schools and guidance on the pilot implementation of digital school records for lower secondary schools (THCS), upper secondary schools (THPT), and continuing education (GDTX).

At this meeting, the leaders of the Ministry of Education and Training directed several key areas to focus on in the coming period, including: integrating human resource training content for digital transformation in general and Project 06 in particular into the Project on developing high-quality human resources for high-tech development; completing the connection and data sharing between the two databases on labor and employment and vocational education institutions; piloting digital diplomas in the education system; and accelerating the reduction and elimination of unnecessary administrative procedures…

The sharing of data is of interest to vocational schools, candidates, and students. For a long time, vocational schools have faced difficulties in student recruitment due to a lack of data on high school graduates. To meet their enrollment targets, vocational schools have had to directly contact high schools for recruitment purposes. Vocational schools have long desired to have data related to high school graduates shared with vocational education institutions.

More specifically, while the "Career Education and Student Streamlining in General Education 2018-2025" project aims for at least 40% of lower secondary school graduates to continue their studies at vocational education institutions offering elementary and intermediate level training; and at least 30% in localities with particularly difficult socio-economic conditions. The project also aims for at least 45% of upper secondary school graduates to continue their studies at vocational education institutions offering college-level training; and at least 35% in localities with particularly difficult socio-economic conditions. However, in reality, vocational schools lack data on general education students, making career guidance and outreach to learners very difficult.

Previously, since 2018, the former Ministry of Labour, Invalids and Social Affairs had sent a document requesting the Ministry of Education and Training to cooperate and share enrollment data, thereby helping students have more choices for vocational colleges and intermediate-level programs in addition to registering for university programs. At that time, representatives of the former General Department of Vocational Education and Training stated that the request for cooperation aimed to support young people in having more choices of study fields suitable to their abilities. Simultaneously, they requested the Ministry of Education and Training to issue regulations on the amount of high school-level cultural knowledge that students must accumulate to study at the college level.

According to representatives from vocational schools, the management/sharing of the Ministry of Education and Training's common enrollment data system will bring many clear advantages, helping to expand access to candidates, optimize the enrollment process, and enhance transparency and fairness.
