National digital transformation: positive signals from ministries, departments and branches

Currently, over 50% of ministries, branches and localities have developed and started implementing programs, projects and plans on digital transformation. Many Vietnamese technology enterprises have mastered core technologies, developed technology platforms for digital transformation, and about 40 "Make in Vietnam" platforms have been launched. The application of digital technology and digital transformation for businesses has also been promoted. The Ministry of Information and Communications has launched a portal to support small and medium-sized enterprises in digital transformation, and has so far supported hundreds of businesses in using digital platforms for digital transformation.

Regarding the implementation of digital signatures, by the end of October 2023, the Ministry of Information and Communications has granted operating licenses to 25 enterprises providing public digital signature certification services. 6 Number of public CAs in the period 2009 - 2023 In the period 2018 - September 2023, the number of licensed enterprises providing digital signature certification services increased, showing the development potential of the digital signature certification service market. The Ministry of Information and Communications has officially licensed the provision of remote digital signature authentication services (Remote Signing) and mobile digital signature authentication services (Mobile PKI) to organizations providing public digital signature authentication services. As of September 2023, the Ministry of Information and Communications has licensed the provision of digital signature services under the remote digital signature model to 10 public CAs.

Currently, in the context of promoting the development of national digital transformation, the digital signature authentication service with the old method (USB Token) has not caught up with the technology trend and the popularity of smartphones. The national data integration and sharing platform - NDXP has enhanced service capacity. To date, 63/63 provinces and centrally-run cities have deployed online birth, marriage and death registration and data interconnection between the provincial-level administrative procedure settlement information system and the Ministry of Justice's electronic civil status registration and management system, helping to synchronize and unify data, reducing working time for civil status officials. With the Party and State's policies and guidelines on digital transformation, Vietnam is one of the earliest countries in the world to have a national digital transformation program and strategy, making Vietnam a country with digital transformation awareness alongside advanced countries in the world. This is a favorable condition for Vietnam to proactively exploit the opportunities brought by the technological revolution and make a breakthrough to rise and change its ranking.
