Digital transformation in comprehensive and holistic legal dissemination and education

(Chinhphu.vn) - On the afternoon of September 18, in Hanoi, the Department of Legal Dissemination, Education and Legal Aid (Ministry of Justice) organized a seminar on digital transformation in legal dissemination and education (LED).

The seminar was organized in a combination of in-person and online formats to 10 supported local points.

Speaking at the opening of the seminar, Deputy Director of the Department of Legal Dissemination, Education and Legal Aid Phan Hong Nguyen said that applying information technology and digital transformation in legal dissemination and education work is an inevitable and objective trend to change the way of managing and implementing legal dissemination and education activities for people and businesses.

Carrying out the assigned tasks in Resolution No. 77/NQ-CP dated May 12, 2023 of the Government approving the Government's Action Program to implement Resolution No. 27-NQ/TW dated November 9, 2022 on continuing to build a socialist rule-of-law state in Vietnam, the Ministry of Justice has advised and submitted to the Prime Minister Decision No. 766/QD-TTg dated April 15, 2025 approving the Project "Digital transformation in legal dissemination and education for the period 2025-2030" (Project 766).

Thereby, creating a legal basis for the comprehensive and overall implementation of information technology applications and digital transformation in legal dissemination work. The project assigns the task of selecting a number of localities as pilot localities for the implementation of the project. On that basis, in the Project Implementation Plan for Phase 1, the Ministry of Justice selected 10 localities including: Dien Bien, Cao Bang, Lao Cai, Hung Yen, Nghe An, Quang Tri, Khanh Hoa, Lam Dong, An Giang , Tay Ninh.

At the central level, the Ministry of Justice has issued a Plan to implement Project 766. At the local level, up to now, 23/34 provinces and cities have issued a Plan to implement the Project. Of which, 9/10 selected localities (reaching 90%) have had a Plan to implement the Project, only Quang Tri is currently submitting the Plan to the People's Committee for consideration and issuance.

However, in addition to the achieved results, the application of information technology and digital transformation in legal dissemination and education work still has difficulties, limitations and challenges such as some localities, agencies and units operating the Legal Dissemination Portal/Website are still formal, not substantial and effective; the application of information technology in legal dissemination and education work is not commensurate with actual requirements; the information technology infrastructure of ministries, branches and localities is still limited and has not been properly invested; human resources for implementing the application of information technology in legal dissemination and education work are still very limited; the implementation of socialization in the application of information technology in legal dissemination and education work faces many difficulties...

At the Seminar, localities shared about the implementation of Project 766 in the area, and pointed out difficulties and obstacles, especially in mountainous localities where socio-economic conditions are still difficult, so the application of information technology and digital transformation is still limited...

Mr. Do Xuan Toan, Deputy Director of the Department of Justice of Dien Bien province, said that Dien Bien province is a mountainous border province with many communes with particularly difficult conditions, so the rate of poor and near-poor households in the province is the highest in the country. The budget is limited, not meeting the requirements for strong investment in information infrastructure technology to serve digital transformation.

Therefore, many remote villages and hamlets do not have stable internet connection and cannot deploy online platforms. The provincial PBGDPL information page has not yet met the requirements for connection and data sharing with the central government and localities. There is no management, security, and safety system to operate digital applications.

Regarding the educational level, the majority of people living in the province, especially ethnic minorities, are still very limited in Mandarin and lack digital technology skills; there are no facilities or specific mechanisms to attract human resources for mountainous border provinces...

Therefore, the Department of Justice of Dien Bien proposed that the Ministry of Justice consider and provide technical support for the province to upgrade the PBGDPL electronic information page, synchronously connect to the National Information Portal; invest in guiding the construction of a centralized digital legal database, ensuring connectivity, helping people and businesses to exploit it conveniently...

Localities also recommended that the Ministry of Justice coordinate with relevant units to organize specialized training programs, develop standard guidance documents on digital transformation skills in legal dissemination and education, with priority given to mountainous provinces and remote areas. Develop online training programs to facilitate grassroots cadres to participate in learning anytime, anywhere...

Deputy Director of the Department of Legal Dissemination, Education and Legal Aid Phan Hong Nguyen acknowledged the difficulties and problems of localities. At the same time, he said that in order to meet the needs of people and businesses to learn and study the law in the digital environment, in the coming time, it is necessary to focus on raising awareness and responsibility of all levels and sectors on digital transformation in legal dissemination and education work; determining the responsibility for directing and implementing digital transformation in legal dissemination and education work belongs to the heads of agencies, organizations and localities.

In addition, research and complete policies and institutions to promote digital transformation in legal dissemination work. Build and effectively operate databases, software, and applications to serve state management of legal dissemination, provide legal information, and legal dissemination to people and businesses.

In addition, it is necessary to focus on training, fostering, and improving capacity (knowledge, skills) on digital transformation for human resources advising and implementing legal dissemination work to effectively serve this work. Promoting and replicating forms of legal dissemination on the network environment, on social networks, online forums, applying AI Law, etc. are being effectively implemented.
