Digital infrastructure goes far
At noon, Lan Thuy confectionery store on Hung Vuong Street, Rach Gia Ward is still bustling with customers. Ms. Le Thi Lang, 72 years old, the store owner, is quickly operating her phone to issue electronic invoices. “I am old, at first I was afraid I wouldn’t be able to do it. But I gradually learned and got used to it. Now I also issue invoices for everyone who buys something,” Ms. Lang shared.
Ms. Lang’s story is a testament to the digital transformation journey that is spreading throughout An Giang, from large enterprises to small businesses. From administrative procedures to trading transactions, agriculture or education, digital transformation is no longer a strange concept, but exists every day, every place.
With the advantages accumulated from the two old localities, An Giang owns a comprehensive and synchronous digital transformation platform. Currently, 100% of commune and ward centers have high-speed fiber optic Internet. 100% of hamlets and neighborhoods have broadband mobile Internet coverage. 100% of state agencies have internal networks (LAN) and dedicated network connections. 100% of industrial parks, enterprises, schools, and hospitals have Internet connections. In particular, the province has completed the digitization of household registration books, all administrative documents are processed in the electronic environment, the rate of administrative records resolved on time is 98.6%.
According to the Department of Science and Technology of An Giang, in recent times, the province has focused on administrative reform based on digital technology, ensuring that people and businesses are served quickly and transparently. Party committees, Party organizations and provincial authorities have proactively implemented Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. Notably, state agencies of An Giang province have opened data on the data portal https://opendata.angiang.gov.vn/, creating conditions for people and businesses to exploit for production, business and life.

In agriculture - the mainstay of An Giang, digital transformation has spread to every rice field and shrimp pond. Enterprises apply IoT technology and satellite data in monitoring cultivation, controlling the environment and tracing product origin.
The health sector has deployed the smart data management system angiang.gmedical.vn, connecting electronic medical records between medical examination and treatment facilities. People in remote areas can now be examined and treated effectively thanks to fully updated electronic medical records. In education, the "SmartAnGiang" platform is considered a modern "digital literacy" model that helps everyone access lifelong learning, regardless of age or level.
People-centered
Currently, An Giang has dozens of provincial-level scientific projects and topics that will begin implementation from 2025. Most of these projects and topics focus on applying new science and technology to people's lives: Contributing to reducing environmental pollution; models of utilizing waste products into high-value products; preserving valuable genetic resources, valuable plant and animal varieties in the locality. In addition, programs to support startups and innovation, especially for students, have inspired and promoted the spirit of creativity and innovation.
An Giang Department of Science and Technology believes that after the province's merger, An Giang will have more space for new development. This is both an opportunity and a challenge in coordinating, connecting and synchronizing digital infrastructure, data platforms, and science and technology resources. In the near future, An Giang will organize a workshop on science and technology development, innovation and digital transformation. At the same time, the province will deploy the "digital literacy" movement more widely in the community. At the same time, it will continue to digitize the entire operating process of government at all levels. "We are gradually transforming digitally from infrastructure to digital transformation in thinking, organization and action" - the leader of An Giang Department of Science and Technology emphasized.
Chairman of An Giang Provincial People's Committee Ho Van Mung said: "Agencies and units must take people and businesses as the center to serve. In the spirit of pioneering innovation and digital transformation as a driving force to promote administrative reform, improve the quality of service for people and businesses. At the same time, promote the application of artificial intelligence (AI) in administrative reform, build digital government, deploy the "paperless government" model and ensure that 100% of officials and civil servants use specialized digital signatures, and handle all work in the online environment".
