On the afternoon of April 12th, National Assembly Chairman Vuong Dinh Hue and the high-level Vietnamese delegation arrived at Noi Bai International Airport, successfully concluding their official visit to the People's Republic of China at the invitation of Zhao Leji, Chairman of the Standing Committee of the National People's Congress of China.
On this occasion, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu answered questions from journalists accompanying the delegation regarding the results of the visit. The following is the content of the interview:
- Mr. Deputy Minister, could you please assess the significance of this visit for the overall relationship between the two countries?
Permanent Deputy Minister Nguyen Minh Vu: The official visit of National Assembly Chairman Vuong Dinh Hue to China takes place in the context of the two Parties and two countries achieving many positive developments in relations in recent times, especially after the historic visit of General Secretary Nguyen Phu Trong to China (November 2022) and the visit of General Secretary and President of China Xi Jinping to Vietnam (December 2023).
This is the first high-level visit since the two countries announced in December 2023 that they would elevate their relationship to a comprehensive strategic partnership, building a community of shared future with strategic significance between Vietnam and China.
The visit once again demonstrates the clear message of the consistent foreign policy of our Party and State, which values relations with our neighbor China, and wishes to work with China to concretize and implement common understandings, commitments, and agreements of the top leaders of the two Parties and two countries, making a positive contribution to the development of the comprehensive strategic cooperative partnership between Vietnam and China, for the benefit of the people of both countries and for peace, stability, and development in the region and the world.
As a key leader of the Party and State, the visit of the Speaker of the National Assembly not only contributes to the cooperative relationship between the two legislative bodies but also to the overall relationship between the two Parties and two countries in many fields, from politics, security and defense, substantive cooperation, especially in economy and trade, investment, transportation connectivity, multilateral coordination, people-to-people exchanges, and controlling and resolving disagreements at sea in accordance with the "six more" orientation agreed upon by the top leaders of both sides.
- Could the Deputy Minister please summarize the key results of this visit?
Permanent Deputy Minister Nguyen Minh Vu: The visit yielded several notable results:
Firstly, it strengthens political trust and revitalizes cooperative relations between the two legislative bodies. High-level contacts between the Speaker of the National People's Congress and Chinese leaders contribute to maintaining strategic exchanges and consolidating political trust between the two Parties and the two countries.
In particular, the relationship between the Vietnamese National Assembly and the National People's Congress of China has been elevated to a new level. Within the overall relationship between the two Parties and the two countries, cooperation between the two legislative bodies has always played a crucial role.
Since 1956, National Assembly Chairman Ton Duc Thang was the first international guest of Liu Shaoqi, Chairman of the National People's Congress of China.
Continuing that tradition, a highlight of this visit was the signing of a new Cooperation Agreement between the two sides, which establishes a mechanism for inter-parliamentary cooperation co-chaired by the Chairman of the Vietnamese National Assembly and the Chairman of the Standing Committee of the National People's Congress of China, demonstrating the highest level of trusting cooperation between the parliaments of the two countries.

Secondly, this visit, with its rich, diverse, and practical activities by the Speaker of the National Assembly and members of the delegation, leaders of several localities, and business communities of both countries in Beijing, Shanghai, and Yunnan, has contributed to creating more opportunities for cooperation, enhancing mutual understanding, learning, and sharing, and bringing practical cooperation opportunities for people, businesses, and localities.
For example, the two sides share many contents such as building large-scale infrastructure cooperation projects. The promulgation of legal documents on policies facilitating immigration and the import and export of goods will contribute to promoting the recovery and development of tourism, facilitating trade in goods, especially agricultural products related to the interests of a large number of people.
The Vietnamese National Assembly and the Chinese National People's Congress agreed to work together with the governments of both countries to build a favorable investment and business environment with a complete and open legal framework, contributing to promoting high-quality investment cooperation between the two sides.
Thirdly, they shared many relevant experiences in the work of the National Assembly to serve socio-economic development. Both sides agreed to strengthen exchanges between specialized committees of the National Assembly, exchange experiences on legislative work, supervision, decision-making on major issues, building and promoting people's democracy, etc.
For example, the model of the Legislative Contact Point of the National People's Congress of China for gathering public opinion on draft laws is a valuable reference for the Vietnamese National Assembly.
The Chinese side also highly appreciated the innovations in the working methods of the Vietnamese National Assembly, such as direct questioning at sessions.
The delegation and relevant ministries and agencies also conducted on-site surveys and exchanged experiences on reforming and managing state-owned enterprises, developing high-speed rail systems, building international financial centers and free trade zones, developing green energy, smart agriculture, and building cities for the people…
Given the similarities in institutions and development paths, exchanging and sharing experiences is very useful for both sides, especially for Vietnam.
With its rich and substantial achievements, the visit of National Assembly Chairman Vuong Dinh Hue to China continues to be a new step forward in bilateral relations, demonstrating the important and practical contribution of the legislative body to the overall development of relations between the two Parties and the two countries, Vietnam and China.
