On November 27, 2023, the 15th National Assembly officially passed the Law on Identity Cards, which came into effect on July 1, 2024.
So, how will DNA collection for ID card issuance be carried out?
Point d, Clause 1, Article 16 of the Law on Identity Cards No. 26/2023/QH15 stipulates the collection of DNA and voice information as follows: “Biometric information on DNA and voice is collected when:
- Citizens who voluntarily provide information, or criminal prosecution agencies and agencies managing individuals subject to administrative sanctions, during the process of resolving cases according to their functions and duties, may request expert examination or collect biometric information such as DNA and voice data of citizens, and share this information with the identity management agency for updating and adjusting the identity database.
Citizens are not required to provide DNA when applying for an identity card.
- Criminal prosecution agencies and agencies managing individuals subject to administrative sanctions that possess biometric information such as DNA and voice data of citizens must transfer this information to the identity card management agency for updating and correction.
Therefore, citizens are not required to provide DNA or voice recordings when applying for a National Identity Card from July 1, 2024. Only when administrative measures require biometric information such as DNA or voice recordings will the prosecuting authority collect and transfer this information to the National Identity Card management agency for updating.
The Law on Identity Cards, effective from July 1, 2024, contains many new points, including regulations and procedures for issuing identity cards to people aged 14 and above, and to people under 6 years old.
