A launching pad for improving the quality of education.

Recognizing that Resolution 71-NQ/TW dated August 22, 2025, of the Politburo on breakthroughs in education and training development (Resolution 71) is a crucial driving force and a powerful impetus for the development of the education and training sector in Ca Mau, the Ca Mau Department of Education and Training advised the Provincial Party Committee to issue Program No. 03; and the Provincial People's Committee implemented Plan No. 1088 to implement Resolution 71.

The action programs and plans have concretized the target groups and tasks for 2030, 2035, and the vision for 2045, emphasizing important goals such as striving to achieve a rate of 90% or more of general schools meeting national standards by 2030; completing universal preschool education for children aged 3-5 and universal lower secondary education; and achieving an education index in the HDI of over 0.8. By 2045, Ca Mau aims to become one of the top 15 provinces with the highest quality of education and training in the country…

Mr. Nguyen Van Nguyen, Director of the Department of Education and Training of Ca Mau province, believes that achieving that goal requires the entire political system, society as a whole, and each educational institution to innovate their management thinking, demonstrate high determination, and take decisive and synchronized action in educational development; to strongly innovate the institutions, mechanisms, and policies for education; and to strengthen comprehensive education and build a new set of values ​​for the people of Ca Mau in the modern era.

Simultaneously, focus on comprehensive digital transformation in education and training; implement the restructuring of the school network in the province during the 2026-2030 period, linked with the development of the teaching staff and school facilities to meet standards. At the same time, promote the modernization of vocational education, elevate higher education, and create breakthroughs in developing high-quality human resources to meet the development requirements of the province and the region…

Phan Ngoc Hien Specialized High School (An Xuyen ward) is considered one of the leading schools in training high-quality human resources in Ca Mau. Mr. Le Chi Nguyen, the school's principal, said that Resolution 71 has breathed new life into the system, creating an urgent need for reform in specialized schools.

In recent years, Phan Ngoc Hien Specialized High School has promoted the application of information technology and digital transformation within the school, through opening specialized computer science classes, organizing science and technology research competitions, establishing a science research committee, and STEM activities within the school... However, students' access to technology and STEM activities is still limited, and the school still lacks basic digital infrastructure, specialized classrooms, and models…

"In line with Resolution 71, the school plans to open more specialized interdisciplinary classes or classes specializing in technology, artificial intelligence, digital transformation, STEM/STEAM subjects, etc., in the near future. However, to achieve this, the school needs to meet three basic requirements: human resources, material resources, and enhanced communication."

"In particular, regarding material resources, the school needs comprehensive investment in facilities and equipment for teaching and learning, especially technological equipment, digital transformation, investment in laboratories, research... Hopefully, in the future, the school will continue to receive attention and investment support from the education sector and local authorities, creating conditions for the school to develop in a comprehensive direction," Mr. Le Chi Nguyen expressed his expectations.

Mr. Pham Viet Hung, Principal of Dam Doi High School (Dam Doi commune), said that the school always adheres to the goals set by the province in implementing Resolution 71 on breakthroughs in education and training development. The school's main goal is to build a happy school and train students to become global citizens.

"To achieve this, the principal and administrators must be the first to change their mindset. They must change the way the school operates, using the happiness of students and teachers as the measure of the school's development. They must create a favorable environment for students to freely develop their individual abilities, unleash their creativity, and nurture love within the school."

Currently, in addition to improving the quality of teaching and learning, the school has established 28 school clubs in various fields, creating a diverse, flexible educational ecosystem that suits the needs and interests of students. The school proactively invites coaches, musicians, singers, and artisans to participate in supporting teaching and training at the clubs, ensuring the goal of comprehensively developing students' qualities and abilities,” shared the Principal of Dam Doi High School.

Leveraging digital technology and AI.

According to expert feedback, to successfully implement Resolution 71 and create a breakthrough in education and training development, Ca Mau province needs to invest in and maximize the development of digital technology and artificial intelligence in the field of education. Dr. Nguyen Nhu Khoa - Director of Digital Transformation Consulting, Director of AI Division, FPT Digital, believes that the convergence of Resolution 71 with the AI ​​era is an opportunity for Ca Mau to "leapfrog" ahead.

Mr. Khoa pointed out the difficulties that the education sector in Ca Mau is facing, including geographical distance, fragmented transportation; localized teacher shortages; and limited management and operational capacity of schools…

“Continuing to expand digital infrastructure, especially in remote areas and island communes, will help AI fully realize its value and become a tool for bringing equality in education. As connectivity infrastructure becomes more complete, Ca Mau can fully utilize AI to narrow the gap in teaching and learning quality, support teachers in reducing their workload; compensate for human resource shortages, solve the problem of localized teacher shortages with virtual assistants and hybrid classrooms, and help students personalize their learning, especially students in remote areas. This is also an opportunity for the province to soon experiment with new, modern educational models that have the potential to create a leap forward in the future,” analyzed Dr. Nguyen Nhu Khoa.

Dr. Phan Van Dan, Rector of Bac Lieu University, noted that the province's human resource training system has made many positive contributions in recent years. However, limitations still exist that have not kept pace with development.

"To create breakthroughs and develop higher education and vocational education in accordance with Resolution 71, I believe it is necessary to innovate training programs, build standardized training programs that are linked to job skills; and develop new key industries that are suitable for the socio-economic development requirements of the province."

Promote digital transformation in higher education and vocational training through the application of AI in assessing student competencies; implement digital competency profiles, digital diplomas, and organize open online training to serve lifelong learning needs. Promote scientific research and innovation focusing on the province's specific fields.

At the same time, we should expand links with reputable training institutions both domestically and internationally; and strengthen the cooperation model between schools, businesses, and local authorities,” Dr. Phan Van Dan suggested.

“The Ca Mau Department of Education and Training has been focusing on completing the construction and implementation of projects, plans, and educational database systems to form a digital ecosystem for the education sector that meets the requirements of comprehensive digital transformation, widespread adoption, and strong application of digital technology and artificial intelligence in education and training; in conjunction with the implementation of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation.”

Resolution 71 sets high demands and significant tasks, but they are in line with the province's development aspirations. With the political determination of the entire system, the proactive approach of the Education sector, and the consensus of the people, I believe that the province's education will experience a breakthrough, substantial, and solid development, contributing to the achievement of the goal of building Ca Mau into a rapidly and sustainably developing province in the new phase,” shared Mr. Nguyen Van Nguyen, Director of the Department of Education and Training of Ca Mau.
