Potential and driving forces for development

Da Nang City has ample room for developing large-scale industrial park infrastructure, integrated with a diverse, modern, and sustainable ecosystem, meeting the requirements for attracting domestic and international investment. Along with a synchronized infrastructure system including road, air, and sea transport, abundant human resources, and the efficient production capacity of existing supporting industries, Da Nang is facing a golden opportunity to break through and become a modern industrial center and a new growth engine in the coming years.

To boost industrial development, in 2025 the city has been and is implementing investment in the construction of many key projects aimed at promoting industrial production and forming a global logistics chain with a series of large-scale projects.

In addition, the Central Government has authorized the implementation of a series of specific mechanisms and policies to create outstanding development momentum for the city, including the establishment of a Free Trade Zone and an International Financial Center; and the issuance of Resolution No. 259/2025/QH15 dated December 11, 2025, of the National Assembly amending and supplementing Resolution No. 136/2024/QH15 on piloting some specific mechanisms and policies for the development of Da Nang city… This has created an important foundation for attracting strategic projects and large domestic and international investors.

With its ample room for development, coupled with the rapidly developing science and technology landscape and timely policies stemming from the Politburo 's Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation, and national digital transformation, Da Nang possesses all the necessary conditions to develop high-tech industries and create significant added value.

The focus is on forming a green, clean, and sustainable industrial ecosystem, including: digital industry - artificial intelligence - semiconductors; creative and cultural industries such as digital art, design, and fashion; mechanical engineering and supporting industries. In particular, developing a high-tech industrial axis from the city center to the Chu Lai Open Economic Zone will contribute to the formation of a linked production chain for product development and consumption, enhancing the region's competitiveness.

Many key projects have been and are being implemented, such as the Da Nang High-Tech Park, the Da Nang Software Park - Concentrated Information Technology Zone, the Da Nang Bay Information Technology Zone, and the investment project for the construction and operation of infrastructure in Subdivision B - Nam Thang Binh Industrial Park…

These are pioneering projects that play a pivotal role in developing new, high-value-added industries in the city's global production value chain. This will lay the foundation for the city to shape the development of modern, environmentally friendly ecological industrial park models, applying advanced technology in management and operation of production and processing.

Solutions for breakthrough

To achieve breakthroughs in the coming period, the city needs to consider redistributing industrial development space in line with land potential, infrastructure connectivity, raw material sources, etc., in order to attract and promote investment and maximize the production capacity of secondary investors.

For planned industrial clusters located within the urban core, near residential areas, but which have not yet undergone or are in the process of implementing investment and construction procedures, relocation options should be considered to align with sustainable urban development guidelines.

For existing industrial parks, consider redefining priority industries for investment attraction and adjusting and supplementing planning to create modern industrial park types such as high-tech industrial parks and green industrial parks… in order to form an industrial ecosystem and gradually shift towards a more selective approach to investors in this field.

For the western region, attracting investment remains challenging. Although the Quang Nam Provincial People's Council previously issued Resolution No. 34/2021/NQ-HĐND on the Program to Support Investment in Industrial Cluster Technical Infrastructure for the period 2021-2025, to date, no businesses have invested in infrastructure to benefit from this mechanism due to low support levels, difficulty in attracting secondary investors, unstable raw material sources, and a workforce that does not meet the requirements of industrialization…

Therefore, it is time to consider developing a separate plan for industrial development in mountainous areas, linking the development of industrial zones and clusters with job creation for local people, especially ethnic minorities. The focus should be on developing deep processing industries for key products such as timber, forestry, medicinal herbs, and minerals, forming a value chain from exploitation and processing to consumption based on local raw materials.

Furthermore, it is necessary to effectively operate and synchronously implement land policies for the Da Nang Free Trade Zone to boost investment attraction, especially specific regulations on land leasing, compensation, and resettlement. Policies should be developed to attract investors to build and develop infrastructure in industrial parks, high-tech zones, and concentrated digital technology zones.

Implement financial support policies, including preferential credit packages for startups and innovative businesses; research and develop innovation support funds, focusing on investing in research projects, applying new technologies, and enhancing the competitiveness of businesses.

Supporting training and development of digital skills for businesses, promoting the application of technology in management, production, and marketing, such as deploying enterprise management software, e-commerce solutions, smart supply chain management, and online product promotion...

Simultaneously, build a digital platform connecting businesses with domestic and international partners, expanding markets and opportunities for cooperation and technology transfer. Form and develop the city's startup and innovation ecosystem through specific support mechanisms, creating conditions for startups to access venture capital.

In particular, it is necessary to promote administrative procedure reforms, creating favorable conditions for businesses in the process of establishment, operation, and expansion of production and business. Relevant departments and agencies should coordinate more closely with the City Business Association to review and reduce unnecessary regulations, thereby saving time and costs for businesses.
