Opportunities and challenges in labor safety for underground coal mining of Hai Phong Industry and Trade

Implementing the direction of the People's Committee of Hai Phong city on minimizing incidents and occupational accidents during the mineral exploitation process, tightening safety work with the motto: Where safety is not ensured, workers must not be allowed to work there and strictly handle the heads of enterprises that cause occupational accidents, promptly overcome and eliminate potential risks that cause occupational safety loss, considering it a breakthrough in reducing occupational accidents.

On August 15, 2025, Comrade Pham Tuan Hai - Deputy Director of the Department of Industry and Trade of Hai Phong chaired a meeting with Kim Boi Mineral Joint Stock Company - Hai Duong Branch and directed the work of labor safety for underground coal mining at Co Kenh coal mine, Le Dai Hanh ward, Hai Phong city. The working group included leaders and experts from the Department of Safety and Environment, Department of Industry and Trade.

Reporting to the working delegation, Director of Kim Boi Mineral Joint Stock Company - Hai Duong Branch Nguyen Minh Tan said that in the first 6 months of 2025, despite increasingly complex geological conditions, travel and working conditions were sometimes difficult... but the Company has made efforts to complete the assigned plan targets: Coal production reached 58%; tunnel digging reached 61%. Average income reached more than 20 million VND/person/month. Policies and regimes for officers and employees are guaranteed.

After inspecting the production situation at a depth of minus 250m (-250m) of Co Kenh coal mine. Comrade Pham Tuan Hai - Deputy Director of Hai Phong Department of Industry and Trade acknowledged, commended and congratulated Kim Boi Mineral Joint Stock Company - Hai Duong Branch for successfully completing the production and business plan and tasks for the first 6 months of 2025. However, in order to promote mechanization in production and management, improve production and business efficiency, and at the same time ensure sustainable, stable and long-term development, the Deputy Director of the Department of Industry and Trade requested Kim Boi Mineral Joint Stock Company - Hai Duong Branch to continue to pay special attention to implementing occupational safety and hygiene, ensuring safety for workers during the production process; implementing management and operation of the +35/-500 auxiliary vertical shaft hoist equipment system to ensure safety conditions for people and equipment.

In addition, the Deputy Director of the Department of Industry and Trade requested Kim Boi Mineral Joint Stock Company to implement the following basic issues:

- Firstly: Technical designs and construction methods must have complete technological processes and safety measures suitable for actual conditions and must be assessed according to regulations before being issued, regularly reviewed, supplemented and amended to suit reality. Mining systems, mining and tunneling technologies selected and used must be in the direction of reducing labor intensity, improving labor productivity, and priority should be given to applying advanced technology capable of mechanization and automation in stages of the production line, especially capable of reducing safety risks.

- Second: Ensure working conditions, working environment, especially the microclimate in the mine (ventilation, light, oxygen, temperature, etc.) are within allowable limits. At the same time, workers must use the correct and complete labor protection equipment, protective equipment, and personal protection that have been provided to limit occupational diseases and ensure labor safety.

- Third: Fully implement the procedures in the transportation and use of industrial explosives for mineral exploitation according to the Regulations on safety in production, testing, acceptance, storage, transportation, use, and destruction of industrial explosives and storage of explosive precursors in National Technical Regulation QCVN 01:2019/BCT.

- Fourth: Focus on training and improving professional skills, expertise, and on-site skills for workers of different occupations and levels in the unit such as miners, miners, electricians, equipment operators, etc.

- Five: Improve the quality of on-site inspection, self-inspection, and supervision of departmental and workshop-level staff, and resolutely suspend production in places that do not ensure safety conditions. All occupational accidents must be investigated to determine the cause and handled strictly and appropriately, and information about occupational accidents and incidents must be widely disseminated to all relevant units.
