In recent times, the emulation movement "Old Age - Bright Example" has been implemented synchronously and effectively by the Elderly Association at all levels in the province, attracting a large number of members to participate with a spirit of volunteerism, responsibility and enthusiasm. Not only stopping at a symbolic emulation movement, "Old Age - Bright Example" has become a spiritual motivation, encouraging the elderly to continue to contribute their intelligence, experience and prestige to community activities, especially in building the grassroots political system and cultural life of residential areas.

Through this movement, many elderly members still actively participate in production labor, maintain security and order, educate the younger generation, contribute ideas and contribute to the locality. The rate of elderly member families meeting the criteria of "Cultural Family" annually reaches 96% or more, showing the practical and effective contribution of the elderly to the movement of building cultural life at the grassroots level. With rich life experiences, prestige in the community and exemplary spirit, the elderly have been taking on many important responsibilities in the political system at the grassroots level.

According to the data of the Provincial Elderly Association Representative Board, as of June 2025, the whole province has 178,506 elderly people, of which 154,460 are members. Notably, nearly 16,000 elderly people are currently participating in organizations in the grassroots political system.

Before implementing the two-level local government model, the whole province had 2,371 elderly people holding positions of officials in the Party Committees of communes, wards, villages and residential areas. Of these, 120 were members of the Party Committees at the commune level, 1,569 were Deputy Party Cell Secretaries or Party Cell Committee members and 685 were Party Cell Secretaries and also Heads of villages and residential areas. These are telling numbers, clearly reflecting the trust of the Party, government and people in the role, qualities and capacity of the elderly.

One of the typical examples is Mr. Ly Vinh Son (72 years old), Party cell secretary, Head of Binh Quyen area, Binh Lieu commune. After retirement, he continued to participate in social work and was elected to hold key positions in the residential area. With a high sense of responsibility, he led the Party cell and organizations in the area to excellently complete political, economic, cultural, defense and security tasks. For many years, Binh Quyen area has been recognized as a typical cultural residential area, with a clean and strong Party cell.

Deeply involved collaborate organizations

Not only participating in the Party organization, thousands of elderly people in the province also actively play a role in the Fatherland Front system and socio-political organizations at the grassroots level. The whole province currently has more than 1,000 elderly people holding the position of Head of the Front Committee of villages and neighborhoods; hundreds of people holding the positions of President and Vice President of the Veterans Association, Red Cross Association, Elderly Association in communes and wards; thousands of people are heads and deputy heads of mass organizations in residential areas.

Through this role, the NCT has promoted its sense of responsibility and practical experience to advise and coordinate the effective implementation of emulation movements, propaganda work, and mobilize people to comply with the Party's policies and the State's laws. At the same time, it has actively participated in reconciling conflicts in the community, supervising the activities of grassroots governments, and reflecting the thoughts and aspirations of voters.

The Provincial Elderly Association Representative Board commended and awarded Certificates of Merit from the Central Committee of the Vietnam Elderly Association to collectives and individuals with outstanding achievements in the emulation movement "Old Age - Bright Example" for the period 2021-2025.

The elderly are also an active force in promoting education, protecting the environment, preventing social evils and humanitarian and charitable activities in the locality. Many people, despite their advanced age, still directly participate in developing the family economy, contributing to hunger eradication and poverty reduction, and improving the quality of people's lives.

In the process of reorganizing the apparatus according to the two-level local government model, the Association of the Elderly at all levels in the province has proactively adapted and improved its organization, ensuring effective operations in accordance with the requirements of innovation. The Association has closely coordinated with the Party Committees and authorities in 54 communes, wards and special zones after reorganizing the Association; organized congresses, improved personnel, strengthened the executive committee, standing committee and inspection committees at the grassroots level.

Despite many difficulties in implementing the two-level local model, due to the absence of the District Elderly Association Representative Board, the Provincial Elderly Association Representative Board promptly issued a document directing and encouraging, emphasizing the requirement to maintain the organization, maintain continuous operations, and not affect the rights of members as well as the position of the Association.

In Bai Chay ward, after implementing the two-level government model, the ward's Elderly Association has quickly consolidated its organization with 17 branches and over 3,800 members. Mr. Nguyen Xuan Dien, Chairman of the Bai Chay Ward Elderly Association, said: "We still maintain good emulation movements, promote care activities and promote the role of the elderly, ensuring no interruption even if the apparatus changes." The elderly are not only the spiritual support in each family but also a dedicated force, ready to share and contribute to the sustainable development of the community. Many elderly people are still actively working in production, teaching professions, educating ethics to their children and grandchildren, preserving and promoting the fine traditional values of the nation. With specific and practical actions, the elderly are contributing to cultivating the cultural and ethical foundation in modern society.

With their prestige, intelligence and dedication, the elderly in the province will continue to be an important force in building the Party, the government, developing the economy and society, maintaining national defense and security and building the great national unity bloc. They are truly “tall trees with great shade”, shining examples in everyday life and a firm belief in the hearts of the people.
