Maintain security and order in ethnic minority areas

In recent times, Quang Ninh has had appropriate policies to promote ethnic minority areas, mountainous areas, border areas, and islands on the basis of promoting potentials and strengths, preserving cultural identities and fine traditions of ethnic groups. In particular, conditions of political security, social order and safety have been firmly ensured, and political stability has created an important foundation for socio-economic development and improving people's quality of life.

Building a solid people's security posture

In order to promote the role of ethnic people in the cause of building and defending the Fatherland, the Party committees, authorities and organizations in the province have done a good job of propagating to the people of all ethnic groups to implement the guidelines and policies of great national unity in the new situation. In particular, it is necessary to mention the core role of the Provincial Police force in the task of building and consolidating the people's security posture, implementing the movement of All people protecting national security (ANTQ) to spread widely. The construction of advanced models and typical examples in the movement of All people protecting ANTQ needs to come from the characteristics and situation of the locality; the goals, requirements, content and forms must be within the people's capacity, in line with the people's wishes, bringing practical benefits to the people, especially ethnic minorities. At the same time, close coordination with the Fatherland Front and socio-political organizations, diversifying resources to participate in ensuring security and order at the grassroots level.

With the advice of the police force, the Steering Committee for crime prevention, social evils and the movement for the entire people to protect national security at all levels are regularly improved. Models and activities at the grassroots level are promoted with contents and forms appropriate to the characteristics and situation of each ethnic group and region; the focus is on raising awareness of party members and the masses in self-defense and self-management of national security and order, actively participating in the fight against crime and social evils. Typical models include the model of "Promoting the role of prestigious people, village elders, shamans, and doctors in mobilizing people to participate in ensuring security and order, preventing child marriage", the program "Exchanging weapons, explosives, and support tools for fire extinguishers"... Especially clarifying the policy of the Party and State to always respect freedom of religion and belief, but will also strictly handle illegal religious activities, superstitions, and backward customs that go against national and ethnic interests.

Thanks to the close attachment and active support of the masses, the police force has done even better in maintaining strategic initiative, not being passive or surprised; not allowing hot spots to arise; curbing the increase in crime, creating positive changes in social order and safety... People from all walks of life have actively supported and helped the police force in ensuring security and order, providing a lot of information related to security and order, including a lot of valuable information that helps authorities detect, prevent, investigate and handle many cases right at the grassroots level; fight and prevent plots and sabotage activities of hostile forces.

Noted in the border localities, the profound imprints of the provincial Border Guard force have always accompanied and attached to the people to maintain national security and territorial sovereignty . With the motto "The station is home, the border is the homeland, the ethnic people are blood brothers" and the policy of "3 sticking, 4 together" (sticking to the unit, sticking to the area, sticking to policies; eating, living, working, speaking the same language), the soldiers in green uniforms have truly created a bloc of solidarity and attachment with the ethnic minorities in the border areas. From propaganda, mobilizing people to understand, trust and comply well with the guidelines, policies and laws of the Party and State; raising awareness and responsibility in participating in protecting security at the grassroots level; fighting to defeat all plots and tricks of reactionary forces and criminals...

Over the past 5 years, the provincial Border Guard force has always proactively coordinated with local Party committees, authorities, departments, branches, organizations, and armed forces to conduct over 3,600 propaganda sessions for more than 110,000 people in border areas. At the same time, there are 497 teams with 5,599 members participating in the management and protection of 112 border markers, hundreds of kilometers of border lines, ports, and yards. A series of programs such as "Helping children go to school - Adopted children of border stations", "Building houses for poor households in border areas", "Border shelters", "Border Guards join hands to build new rural areas"... have been effectively implemented, further strengthening the solidarity between the military and the people, creating a source of combined strength to maintain security and order in remote areas.

Respect the team of prestigious people

In reality, prestigious people in ethnic minority areas always have an important position and role in the community. In each clan of ethnic groups, whether large or small, there is a leader who is the patriarch or head of the family, who plays the role of presiding over religious activities to remember ancestors and origins; maintain order, rights, obligations and responsibilities of the family towards the clan and community. Their influence can greatly impact daily activities, work, production, performing religious rituals, protecting and maintaining security and order in the village... Therefore, in order for policies to promote the development of ethnic minority areas to come into life, in addition to the efforts of the political system, departments, branches and organizations, it is necessary to mention the important role of prestigious people.

This special mass force is respected by the community and recognized by the government, and has become an important "bridge" between the Party Committee, the government and the people at the place of residence. Through words, actions, exemplary behavior and understanding of grassroots practices, prestigious people are trusted and believed by their descendants, family members, and people in the village. Therefore, they become an important factor to work with the Party Committee, the government, the Fatherland Front and grassroots organizations to carry out political tasks, taking care of the lives of ethnic minorities in all aspects. Including actively mobilizing and encouraging people to develop production, replicate effective models; participating in building and implementing conventions and village rules of the residential area; uniting to build a cultural lifestyle, preventing social evils, eliminating bad customs; leading the community's behavioral culture, contributing to solving complex problems arising in life...

With the support of a team of prestigious people, measures to maintain security and order in ethnic minority areas are implemented more smoothly and effectively. Because then, plans and models are built and developed on the basis of respecting the customs, traditional practices, and unique cultures of each ethnic group; not conflicting with the spiritual values ​​and lifestyle of the community. Those efforts have made an important contribution to the Party's policies and guidelines, the State's laws, especially in ethnic affairs, the policy of great solidarity of ethnic groups... deeply permeating into grassroots practice.

With the power of comprehensive digital transformation, in remote areas of the province, there is electricity, telephone waves, television, wifi... However, stemming from traditional culture and national identity, the team of village elders, village chiefs, prestigious people and heads of departments, branches and organizations at the grassroots level play an important role in propagating and mobilizing the people. With this impact, people are more proactive in supporting the police, border guards, and grassroots authorities in maintaining political security, order and social safety; building a national defense posture associated with a solid people's security posture and a national border defense posture. Many prestigious people, despite their old age, are still enthusiastically participating in grassroots work, holding positions such as party cell secretary, village chief, head of the front work committee and organizations; participating as team leaders, mediation teams, security teams; and being exemplary members of political and social organizations. During meetings with voters of National Assembly and People's Council deputies at all levels, many prestigious people actively contributed opinions reflecting the people's thoughts and aspirations, actively participating in consolidating a strong grassroots political system.

The province has also implemented well policies to care for and build a team of cadres at the grassroots level, especially ethnic minority cadres; especially regularly innovating content, diversifying and flexibly implementing forms of mobilization suitable to the psychological characteristics, working environment, and different conditions and circumstances of prestigious people to best mobilize their participation in local activities. Every year, the Provincial Ethnic Committee (now the Department of Ethnic Minorities and Religions) coordinates with relevant sectors to regularly organize training for prestigious people to promptly update new viewpoints, guidelines, policies, and policies of the Party and State, especially policies on ethnic affairs, beliefs, religions, national defense and security, etc. At the same time, regularly meet, visit, and promptly commend and reward to encourage advanced models; strengthen inspection work, promptly remove difficulties and obstacles in organizing and implementing policies for prestigious people.

Promoting the proactive role of the people

It can be seen that policies and solutions to ensure security and order in ethnic minority areas all aim to promote the role of the people as subjects and proactively. For example, to prevent crimes and social evils, the important factor is to raise awareness of the law, thereby creating a sense of responsibility to voluntarily comply, avoid violations and actively participate in building a safe and healthy social environment. Or to eliminate backward customs and practices is a sensitive issue that cannot be solved by administrative or legal solutions alone, but must also change the awareness of each person. When it is determined which customs are no longer suitable, no longer have cultural values, making society develop slowly... then pushing back backwardness will come from voluntary needs.

This solution is not just a propaganda slogan, but has really gone deep into practice, concretized in a series of programs, models, and projects aimed at the grassroots that Quang Ninh has implemented in recent years. Notable projects include: Improving the capacity of legal reporters and legal propagandists in ethnic minority and mountainous areas in the period of 2024-2030; Reducing child marriage and consanguineous marriage in ethnic minority areas in the period of 2020-2025; Strengthening Vietnamese for preschool children and primary school students in ethnic minority areas based on the children's mother tongue; Comprehensive program for sustainable socio-economic development associated with ensuring solid national defense and security in communes, villages, and hamlets in ethnic minority and mountainous areas... Along with that are movements to improve rural environmental sanitation, ensure security and order, civilization in weddings, funerals... that the Vietnam Fatherland Front and socio-political organizations have coordinated to implement.

From 2024 to now, the whole province has organized nearly 10,000 propaganda and dissemination conferences, attracting about 2 million participants; thereby distributing many information leaflets and legal documents with vivid, easy-to-understand designs, suitable for the characteristics of each target group. At the same time, electronic documents such as infographics, video clips, and electronic legal handbooks have been released, contributing to diversifying access channels and improving propaganda effectiveness. More than 30 legal knowledge competitions have been organized, attracting nearly 31,500 participants thanks to flexible organization methods, combining direct and online methods, ensuring that all subjects, including remote areas, have the opportunity to access legal information.

Activities to popularize and educate the law are also carried out through television, radio, electronic information portal websites, social networking sites... Coordination between the Provincial Newspaper and Radio, the Department of Justice, and the Provincial Police has been strengthened, focusing on doing well the tasks of disseminating the Party's guidelines and policies, the State's policies and laws on ensuring national security and order to the people. Especially propagating advanced models and examples in the mass movement to protect national security and order; warning people about the methods and tricks of hostile forces and all types of crimes; spreading messages about patriotism, national pride and self-respect... The method of propaganda in each locality, each specific area, targeting which target group (age, profession, level of education...) must come from the requirements, tasks and actual situation suitable to the base and convenient for the people.

Nowadays, cyberspace, especially social networks, is increasingly popular in life, supporting many learning, entertainment, and commercial activities... Therefore, the implementation of the movement "All people protect national security" in the ethnic minority areas of Quang Ninh has also had positive innovations to suit this trend. Channels for propagating policies and guidelines, and capturing public opinion on cyberspace have been strengthened; actively contributing to repelling the tricks of bad elements, fighting against hostile and destructive arguments, and bad and toxic information that divides the great national unity bloc.

Ensuring security and order in ethnic minority areas has created a solid foundation for Quang Ninh to promote sustainable and comprehensive socio-economic development, narrowing the regional gap. This also continues to be an important task for the whole province to move towards new goals, striving to build Quang Ninh into a rich, civilized, modern, happy city, becoming a centrally-run city before 2030.

Quang Ninh is the first locality to complete the Sustainable Poverty Reduction Program for the 2021-2025 period 3 years ahead of schedule. By the end of 2024, the whole province will have only 8 poor households and 1,237 near-poor households according to the province's own multidimensional poverty standards. By the end of 2024, the average income of ethnic minorities, mountainous, border and island areas in 2024 will be 83,790 million VND/person/year, an increase of 14.2% compared to 2023.

People-to-people diplomacy activities have been promoted, contributing significantly to building a peaceful, friendly, stable, cooperative and developed border. In recent years, the province has continued to maintain and effectively implement 9 pairs of twinned communes on both sides of the Vietnam-China border (7 pairs of villages - villages; 1 pair of communes - towns; 1 pair of wards - towns).
