According to information presented at the Ministry of Science and Technology 's regular press conference in May 2026, held this morning, June 1st, Deputy Director of the Telecommunications Department Nguyen Anh Cuong stated that the number of unverified phone numbers has decreased from approximately 34 million to about 25 million at present.

Thus, in just the past two months, approximately 9 million subscribers have successfully verified their accounts. At the same time, authorities have also recorded about 1.6 million unregistered phone numbers, forwarding them to network operators for one-way blocking and requiring users to standardize their information.

According to Mr. Nguyen Anh Cuong, 25 million unverified subscribers is still a very large number. According to the plan, after June 15th, all phone numbers whose usage status has not been verified on VNeID will be blocked for outgoing calls to require standardization.

Information from mobile network operators indicates that a common situation is people using phone numbers that are not registered in their name for extended periods without realizing it, only to find out later that the number is registered under someone else's name. If the previous owner denies ownership, the current user simply needs to go through the process of re-registering the information. However, if a dispute arises and both parties confirm they are using the number, the resolution process becomes more complex.

In the event of a dispute, the actual user will have to prove ownership through specific evidence such as a list of recently contacted phone numbers, billing statements, and other relevant proof.

The network operator will use this verification information to determine who is actually using the subscriber number to complete the conversion process. This standardization is an opportunity for people to review and improve their awareness of protecting their personal identity, avoiding future problems and disputes over rights.
