From June 15, 2026, the regulations on subscriber information verification under Circular 08/2026 of the Ministry of Science and Technology will enter a stricter phase. Subscribers who have not completed data standardization may have their services temporarily suspended (one-way or two-way), or even have their numbers revoked if they do not update according to the regulations.

Prior to this, telecommunications businesses in Thanh Hoa province were entering the "final stretch," simultaneously implementing various solutions to support people in verifying subscriber information, ensuring uninterrupted communication, and limiting the use of SIM cards registered under unauthorized names.

"Heated" at transaction points.

In recent days, many telecommunications service points in Thanh Hoa province have seen a sharp increase in the number of customers verifying their subscriber information. From early morning, the service counters were crowded with people waiting to complete procedures such as verifying their citizen identification cards, taking biometric facial scans, and updating data into the system.

According to statistics from VNPT Thanh Hoa, nearly 600,000 Vinaphone subscribers in the province currently require information verification. As of May 24th, over 421,000 subscribers have completed the data update, achieving over 70% of the plan.

However, the volume of subscribers requiring standardization remains quite large, while the deadline is approaching, creating considerable pressure on telecommunications companies.

To expedite progress, VNPT Thanh Hoa is simultaneously implementing several solutions such as sending SMS messages, making automated calls using AI, playing voice prompts to remind customers to verify their information when making their first call of the day, and strengthening communication on digital platforms.

In addition, many mobile support points have been brought directly to residential areas and village cultural centers to facilitate access for the people. For those who have difficulty accessing technology, such as elderly people living alone, people with disabilities, or those who lack the means to travel, network staff will directly visit their homes to assist with subscriber verification.

Mr. Pham Thanh An, Deputy Director of VNPT Thanh Hoa, said: “We keep our transaction points open until 10 PM, and we also set up additional support points at community cultural centers. For vulnerable groups, our staff will go directly to their homes to assist in verifying subscriber information.”

Not only VNPT, but other telecommunications businesses in Thanh Hoa province are also accelerating the standardization of subscriber data according to the new regulations.

At MobiFone Thanh Hoa, there are still over 124,000 subscribers who need to verify their information. To ensure the deadline of June 15th is met, the network operator has established mobile support teams, proactively calling and texting customers to remind them to update their data, and increasing staff to provide support outside of business hours.

Mr. Hoang Viet Phuong, Deputy Director of MobiFone Thanh Hoa Business Center, said that the unit is focusing its maximum resources to support customers in completing the standardization of subscriber information, minimizing the risk of communication disruption due to not having updated data in time as required.

The government and network operators are getting involved.

Not only telecommunications companies, but also local authorities and state management agencies are increasingly coordinating the implementation of subscriber standardization.

Recently, the Thanh Hoa Department of Science and Technology issued a document requesting the People's Committees of communes and wards, along with telecommunications enterprises, to further accelerate the implementation of Circular 08/2026 on verifying information for terrestrial mobile subscribers. The document specifically requests that localities strengthen public awareness campaigns to encourage people to proactively update their subscriber information; and support businesses in arranging locations at commune/ward conference centers, village cultural centers, and residential area centers to organize mobile verification points. Community digital technology groups, youth unions, women's associations, etc., are also being mobilized to assist people in verifying their subscriber information.

For telecommunications businesses, the Department of Science and Technology requires them to continue maintaining their network of transaction points and mobile support points; strengthen human resources and technical infrastructure; and deploy diverse direct and online support channels to create the most favorable conditions for people to update their subscriber information before the June 15 deadline.

Thanks to the coordinated efforts between local authorities and telecommunications companies, the standardization of subscriber numbers in the province is being accelerated during this peak period. In addition to direct transactions, many customers are also being guided to use the network provider's digital application or the VNeID platform to save time and reduce pressure on transaction points.

Ms. Le Thi Anh, from Hac Thanh ward, Thanh Hoa province, said that the current information verification process is quite convenient thanks to the direct support from transaction staff. According to Ms. Anh, the steps are guided quickly and efficiently, without much waiting time, so people can easily complete the subscriber information update.

Tightening subscriber controls to block spam SIM cards and scams.

According to Circular 08/2026 of the Ministry of Science and Technology, mobile subscriber information must match the National Population Database, including personal identification number, full name, date of birth, and facial biometrics.

Tightening subscriber management is considered a crucial solution to curb the proliferation of unregistered and fraudulent SIM cards – a major cause of the recent surge in scam calls and impersonation. When subscriber data is fully standardized, user information management will become more transparent, helping to prevent the use of SIM cards registered with false information to commit illegal acts.

However, taking advantage of the rush to update subscriber information, many scammers have increased their fraudulent schemes via phone calls, text messages, and social media. In some cases, they impersonate network employees, requesting people to "urgently verify" their SIM cards, provide OTP codes, or access suspicious links to update their SIM information.

Telecommunications companies advise people to absolutely not provide OTP codes, passwords, or personal information to anyone over the phone or on social media; and not to access links from unknown sources that request subscriber information updates.

Verification should only be performed on the network provider's official app, the VNeID app, or directly at authorized transaction points to ensure the security of personal information.
