According to regulations, mobile subscriber information verification includes four fields: Personal identification number; surname, middle name, and given name; date of birth; and facial biometric information. Citizens can perform verification through the VNeID application, the telecommunications company's application, or directly at authorized service points of the network operator.
For subscribers who are required to update and standardize their information, failure to comply with the telecommunications company's notification may result in the temporary suspension of outgoing telecommunications services, making it impossible to make calls or send SMS messages to other numbers. If the subscriber continues to fail to update, the network provider will take further action as per regulations.

VNPT An Giang assists people in verifying mobile phone subscriber information.
At VNPT An Giang, since the circular came into effect, the unit has mobilized maximum resources from technical to business aspects. At the same time, it has diversified customer authentication support channels; from direct support at VinaPhone transaction stores and sales points to in-home service via the My VNPT application.
At VinaPhone stores, transaction points, and support centers, hundreds of people visit daily seeking assistance in verifying their mobile phone subscriber information. Here, people receive support in providing essential information, including: identification number, full name, date of birth, and facial biometrics.
Ms. Thi Lan, residing in Quang Trung neighborhood, Rach Gia ward, shared: “I found the information update process very convenient. Although the transaction point was quite crowded, the staff were very helpful. The procedures for taking photos and verifying information were all clearly explained, and I was assisted in completing the process in less than 5 minutes. More than 10 people in my family have verified their information.”

Deputy Director of VNPT An Giang, Tran Nguyen Hung Thai (standing), inspects and supervises at the customer service counter to assist customers in verifying their subscriber information.
According to Nguyen Van Khoa, Director of VNPT Rach Gia: “To facilitate the verification of subscriber information for residents, at transaction points in Rach Gia, we have staff available from 6:30 AM to 8:00 PM daily. In addition, at the citizen ID card issuance point, we also have staff on duty from Monday to Saturday.”
In addition, the unit also deployed mobile teams, divided into two groups, to assist people at authorized points, crowded areas, agencies, departments, and large businesses to serve officials and employees and expedite the subscriber information verification process.
In addition to providing services at nearly 50 fixed transaction points, VNPT An Giang also deploys mobile support points to commune and ward People's Committees, police stations, markets, schools, and even to the homes of the elderly and disabled. The VNPT system is also directly connected to the national population database to ensure accuracy and security.

VNPT An Giang transaction staff guide people through the process of verifying subscriber information at the headquarters of the Police Department for Administrative Management of Social Order, An Giang Provincial Police.
At the mobile service point located at the headquarters of the Administrative Police Department for Social Order, An Giang Provincial Police, VNPT deployed staff to welcome and assist people coming to verify their information. Mr. Le Thanh Tan, a resident of Rach Gia ward, shared: “I am using VinaPhone network. After getting my electronic identity re-verified at the police station, I also had my SIM checked by a VinaPhone employee, saving me the trouble of going to a transaction point. This cooperation between the two sides saves us a lot of time.”
For young, tech-savvy people, self-verification is possible anywhere. Pham Thanh Duyen, a resident of Long Xuyen ward, said: “After receiving a message from the hotline, I downloaded the My VNPT application myself, logged in with the phone number that needed updating, and followed the instructions. The steps were easy and didn't take time to go to transaction points.”
According to Tran Nguyen Hung Thai, Deputy Director of VNPT An Giang, if subscriber information is inaccurate, customers will face three major risks: communication disruption, information insecurity, and difficulties when accessing online public services.
According to regulations from the Ministry of Science and Technology , non-standardized SIM cards will be blocked one-way, two-way, and eventually revoked. Customers are also vulnerable to impersonation for fraudulent activities or may have difficulty recovering their SIM cards if they are lost or damaged. In particular, if the SIM card is not registered in the customer's name, they cannot integrate features into VNeID, nor can they receive OTP codes for online administrative procedures.

Viettel is increasing its workforce to assist citizens in verifying their subscriber information.
Viettel An Giang speeds up support for subscriber information verification.
In An Giang province, with over 1,000 subscriber information verification points, Viettel currently boasts the largest direct support network among telecommunications companies. This system is widely distributed, from urban to rural areas, allowing customers to flexibly choose a convenient location.
Viettel proactively sets up mobile support points in hamlets, villages, residential areas, and places with large crowds. The company also provides home-based subscriber information verification services for the elderly; and collaborates with the An Giang Provincial Youth Union to mobilize youth forces and community digital transformation teams to assist people in standardizing and verifying their subscriber information.
To support and encourage customers to quickly complete subscriber information verification as required by Circular No. 08/2026/TT-BKHCN, Viettel Telecommunications Corporation is implementing many promotional programs. Customers not only protect their "digital assets" but also receive a practical gift of 50,000 VND upon successful self-verification through the My Viettel application.

Viettel is increasing its workforce to the maximum extent to serve people in verifying their subscriber information.
With the desire for each customer to become a technology "ambassador" helping relatives and friends stay updated with timely information and protect their SIM card ownership, Viettel is launching the "Spread Verification" program with a reward of 10,000 Viettel++ points for each successful referral. Viettel++ points can be used to redeem data, call credit, or shopping and dining vouchers.
Lieutenant Colonel Nguyen Ngoc Hung, Director of Viettel An Giang, informed: "To prevent customers from experiencing communication disruptions due to technological barriers, Viettel is implementing a program to support home-based subscriber information verification for the elderly and other customer groups who have difficulty completing the required procedures. These are also customer groups with health and mobility limitations, who are unfamiliar with using smartphones, or who are not proficient in technological operations."
Many customers still use basic mobile phones, rarely check messages, or are not fully aware of the changes in subscriber management regulations. Implementing promotional programs during this period aims to create more incentives for people to become familiar with using digital platforms like My Viettel.
These policies offer a double benefit: they help customers comply with legal regulations and protect their SIM cards from fraud risks, while also providing practical thank-you gifts for daily communication and entertainment."

People verify their subscriber information at the Viettel Lac Hong store (Rach Gia ward).
According to Lieutenant Colonel Nguyen Ngoc Hung, Viettel advises customers to urgently check and verify their subscriber information before penalties for blocking outgoing calls are applied. All operations on My Viettel and VNeID are quick, absolutely secure, and completely free. In addition, people need to be vigilant and absolutely not provide OTP codes or passwords to strangers calling claiming to be call center employees; do not access strange links requesting the download of fake applications to verify information. For assistance, customers can contact the toll-free hotline 198 or 02976 250178.
Preventing high-tech fraud
Verifying subscriber information against the VNeID identifier also helps prevent high-tech fraud. When all phone numbers have clear identifiers that match VNeID, it will eliminate "junk SIMs"—which are the main tools used by online fraudsters, spam messages, or threatening calls. This helps the police manage their areas better, while protecting citizens from the risks of information theft or fraud through phone calls.
Warning about the fraudulent use of fake network provider messages for scams, VNPT Deputy Director Tran Nguyen Hung Thai advised customers to be extremely vigilant. Official messages from VNPT - VinaPhone always display the identifier "VinaPhone" instead of an unfamiliar phone number.
“VNPT never asks customers to provide bank passwords, OTP codes, or transfer money. When receiving messages or calls with strange links, people should stop immediately and call the hotline 18001091 or go to the nearest VinaPhone transaction point to check,” Mr. Thai emphasized.
According to telecommunications companies, many subscribers have yet to verify their information on the system. Because many people do not clearly distinguish between this "information verification" process and the "information standardization" in 2023, this could affect the effectiveness of the policy. This review is still being carried out by telecommunications companies and does not require all citizens to verify their information.
Citizens should proactively access VNeID and monitor notifications from their mobile network provider to verify and confirm their identity as the legitimate mobile subscriber. This not only protects individual rights and minimizes security risks but also contributes to building a safe telecommunications environment and promoting national digital transformation.
