According to regulations, mobile phone numbers must be fully verified and authenticated with four pieces of information: personal identification number, full name, date of birth, and facial biometric data, ensuring they match the national population database or the national identity card database. After June 15th, subscribers who have not completed the information verification and biometric procedures as required will be processed according to a specific schedule, ranging from blocking calls and messages to blocking both incoming and outgoing calls, and finally, having their numbers revoked.
Mobile network operators say the groups most at risk of having their SIM cards blocked currently include: subscribers who have not verified their biometric data; SIM cards registered under someone else's name; subscribers using old or inaccurate documents; elderly users unfamiliar with technology; and people in remote areas with limited access to services. Statistics from network operators show that, to date, approximately 30% of prepaid subscribers have not yet verified their information, primarily the aforementioned groups. According to official statistics, tens of millions of subscribers have yet to verify their ownership on the VNeID system, and over 1 million phone numbers have been confirmed by users as no longer in use. Vietnam currently has nearly 120 million mobile subscribers across 10 network operators. Of these, Viettel, VinaPhone/VNPT, and MobiFone account for over 90%.
In light of this situation, mobile network operators have recently intensified their efforts to assist customers in verifying their subscriber information, both in urban and mountainous areas. Viettel and VinaPhone/VNPT are organizing numerous mobile teams to support customers, especially ethnic minorities, the elderly, and vulnerable groups in society, to verify their subscriber information according to the set schedule.
Representatives from VinaPhone/ VNPT stated that the network still has approximately 8 million subscribers whose information needs to be verified. Currently, VinaPhone/VNPT maintains 2,500 transaction points to receive customers registering their subscriber information. In addition, VinaPhone/VNPT uses the MyVNPT application to support customers in self-verifying their information, reducing the burden on customers visiting transaction points and enhancing customer experience. VinaPhone/VNPT also sends text messages and makes phone calls to customers who need to verify their information.
Recently, VinaPhone/VNPT has categorized customers to provide in-home support, focusing on elderly people over 60, vulnerable individuals, those without VNeID level 2 identification, those using feature phones or smartphones without NFC, and people in ethnic minority areas. In various localities, VinaPhone/VNPT has established numerous mobile task forces, going down to each village and hamlet, coordinating with village heads, elders, and local police forces to organize direct verification support at their residences.
A representative from Viettel stated that they have deployed nearly 50,000 support points nationwide, ranging from official stores and affiliated agents to mobile support points in communes, wards, and residential areas. According to Viettel's statistics, among customers who have not yet completed subscriber information verification, the elderly customer group currently accounts for over 30%.
Users can self-verify via the VNeID app with a level 2 identification account. The verification steps include: logging into the app using the phone number to be verified and taking photos of both sides of the Citizen Identification Card (CCCD), taking a portrait photo and scanning the chip-embedded CCCD via NFC; comparing faces and checking information, viewing contracts, electronically signing, and entering the OTP code to confirm successful verification. Citizens can also check their subscription status by sending a text message: TTTB [space] CCCD/CMND number to 1414.
