In line with the nationwide efforts to vigorously implement the Central Committee's "pillar" resolutions aimed at achieving rapid and sustainable development, the Party Committee of Muong Bi commune has demonstrated a proactive and decisive spirit in leading and directing the implementation of political tasks in the locality.

The resolutions of the 14th National Congress of the Party and the key resolutions of the Central Committee have been concretized by the commune's Party Committee through practical action programs tailored to local conditions. The commune aims for double-digit economic growth, effectively exploiting its potential and advantages, especially in preserving, developing, and promoting the cultural values ​​of the Muong ethnic group, contributing to improving the lives of the people.

One of the key tasks identified by the commune Party Committee is to promote the implementation of Resolution No. 57-NQ/TW on the development of science , technology, innovation, and digital transformation. This is considered an important leverage to improve labor productivity, governance efficiency, and the quality of service to the people.

Local management and operational thinking has undergone significant changes, shifting from "following plans" to "following objectives and deliverables," and from "reporting progress" to "evaluating actual effectiveness." Currently, 100% of directive and operational documents are processed electronically; the one-stop shop and integrated one-stop shop mechanisms continue to be effective, creating clear progress in administrative reform. In the first quarter of 2026, the rate of resolving administrative procedures on time and ahead of schedule reached over 99%. The application of information technology in resolving administrative procedures is gradually creating convenience for citizens and businesses.

Mr. Nguyen Duc Anh from Hoa Binh ward shared: “I went to have my signature authenticated on a power of attorney document and completed the process electronically, submitting the application through the VNeID app. The staff provided enthusiastic support, and the processing time was within the regulations.”

Building upon that foundation of innovation, economic development continues to be identified as the central task. Muong Bi is gradually shifting its economic structure towards sustainability; developing commercial agriculture with models such as purple sugarcane cultivation, indigenous pig farming, and free-range chicken farming. At the same time, it is promoting the development of OCOP products and community tourism associated with the cultural identity of the Muong ethnic group.

Along with production development, transportation infrastructure has been identified as one of the strategic breakthroughs. The project to renovate and upgrade Provincial Road 436, with a total length of 7 km passing through Muong Bi commune (approximately 3 km), is being accelerated. Upon completion, the road will open up development opportunities, strengthen connectivity in production areas, effectively utilize land along the route, and create momentum for local socio-economic development. To date, land clearance has reached over 80%, with the goal of completion by the end of 2026.

In addition, the commune is accelerating the land clearance process for key projects such as: the Phu Cuong - Go Lao - Ba Khan road, Ngoi Hoa - National Highway 6, and PH50.

Besides focusing on economic development, the commune places special emphasis on preserving and promoting the cultural identity of the Muong ethnic group, considering this an advantage for developing tourism and improving the lives of the people. A highlight is the successful organization of the 2026 Muong Ethnic Group's Khai Ha Festival on a provincial scale, with the theme "Returning to the Muong Land - Convergence, Inheritance and Dissemination of Heritage Values".

Ms. Bui Minh Hong, Vice Chairman of the People's Committee of Muong Bi commune, said: "One of the key tasks of the locality is to use culture as a driving force for socio-economic development. The commune is focusing on implementing the detailed plan for the construction of the Muong ethnic cultural space conservation area in Luu Ai hamlet. This will be an important highlight for tourism development, creating livelihoods and improving the lives of the people."

The development of tourism in conjunction with cultural preservation has brought many positive changes to the lives of the local people. By 2025, the commune is expected to welcome over 135,000 visitors, with tourism and service revenue exceeding 54 billion VND. Many households have boldly developed homestay models and community tourism services, contributing to increased income and promoting the transformation of the local economic structure.

In addition, implementing Resolution No. 68-NQ/TW of the Politburo on the development of the private economy, the commune focuses on attracting investment, developing commercial infrastructure, promoting administrative reform, and creating a favorable environment for the development of the private economy.

In the field of education, the concretization of the Central Committee's resolutions is also creating positive changes. School facilities are receiving increased investment, the application of information technology in teaching is being promoted, and the percentage of schools meeting national standards is steadily rising.

Ms. Doan Thi Ngan, Principal of My Hoa Primary and Secondary School, said: “The concretization of Resolution No. 71-NQ/TW has created great momentum for the local education sector. Teachers have received training in digital skills, and students have access to more modern learning methods, contributing to improving the quality of teaching and learning.”

From concretizing key resolutions of the Central Committee to implementing development models at the grassroots level, Muong Bi commune is making strong progress. The Standing Committee of the Commune Party Committee continues to focus on leading and directing agencies and units to implement resolutions effectively; at the same time, it has concretized 16 documents to decisively implement 9 strategic resolutions of the Politburo in the area. Through this, it is gradually realizing the goals of socio-economic, cultural, and national defense and security development in the new period, creating a solid foundation and determined to achieve double-digit economic growth. The commune strives to achieve an economic growth rate of 10.3% in 2026, with an average per capita income of 47 million VND; and an average annual GRDP growth rate of 10.5% by 2030.
