Resolution 11 marks a significant turning point in the development of the northern mountainous provinces, especially Cao Bang. It is considered a "compass" guiding localities in eradicating poverty, narrowing the development gap, and building a dynamic and civilized socio-economic region.

The most significant breakthrough in implementing Resolution No. 11-NQ/TW is the development of socio-economic infrastructure, especially transportation infrastructure, to connect regions. The Cao Bang Provincial Party Committee is determined to build the 121 km long Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway to shorten the distance between Cao Bang and Hanoi and other key economic regions.

"The path to implementing Resolution 11 in Cao Bang was far from smooth. The Party Committee and people of the province faced many challenges, from resource shortages to changes in mindset. However, with the skillful leadership of former Provincial Party Secretary Tran Hong Minh (now Minister of Transport), many correct, appropriate, and insightful decisions were made, which were supported and implemented by all levels, sectors, and the people," journalist Hoang Thi Hong Xiem stated.

With the desire to provide readers with a comprehensive overview of the implementation of Resolution 11 in Cao Bang, Ms. Hong Xiem and her team of reporters conducted numerous surveys, interviews, and data collection efforts. With limited funding, building the highway was a major challenge for Cao Bang. However, with strong determination, the Standing Committee of the Cao Bang Provincial Party Committee made a decision to persuade people to agree to land acquisition before receiving compensation.

Furthermore, the Steering Committee for the construction of the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway chose the PPP (Public-Private Partnership) model, which has brought significant benefits to the project by sharing risks with private investors, thus reducing the state's financial burden. At the same time, the competitive mechanism in the investor selection process has helped ensure the quality of the construction and optimize costs.

In particular, the application of modern construction technologies, brought in by private investors, has contributed to shortening construction time and increasing the lifespan of the project.

"These are innovative solutions that not only help accelerate the project's progress but also demonstrate the people's trust in the Party and the government. The success of this solution proves that, with unity and determination, we can overcome any difficulties," journalist Hong Xiem said.

Journalist Hong Xiem shared that researching and reporting on Resolution 11 required her and her colleagues to face many challenges. The scope of the Resolution is very broad, covering many fields, from socio-economic to environmental. To obtain accurate and complete information, we spent a lot of time researching, analyzing documents and statistical data, and delving into the grassroots level.

Furthermore, unexpected events such as Super Typhoon Yagi significantly impacted the work progress, especially as Cao Bang was hosting an important international event. Continuously monitoring and updating information in such a volatile environment was a major challenge for the reporting team.

Mr. Vi Van Khoa, from Tuc Nga hamlet, Duc Xuan commune (Thach An district), was the first household to hand over 1.2 hectares of agricultural land, garden land, and house to the investor for the implementation of the Dong Dang - Tra Linh expressway project.

Journalist Hong Xiem expressed: "The people of Cao Bang's unanimous support for the expressway project is a deeply moving story. The image of poor and near-poor households, those who had to leave their homeland that they had been attached to for generations, yet still happily supporting the project, moved me deeply. Their sacrifice is not simply to build a road, but also for a brighter future for their homeland."
