According to the Government report presented by Minister of Planning and Investment Nguyen Chi Dung, the direction and management of national target programs has always been a key and regular task of the Government, and has received close and decisive attention and guidance from the Prime Minister. Government resolutions and directives from the Prime Minister consistently set the highest requirements and outlined key tasks and solutions for ministries, central agencies, and localities to accelerate the implementation and disbursement of funds for the three national target programs.
Regarding the disbursement results of state budget funds for targeted programs, for the 2021 capital plan, the total disbursed operating expenses of national targeted programs in 2021 amounted to VND 1,078 billion, reaching 88.95% of the plan. For the 2022 capital plan, as of January 31, 2023, the disbursement of 2022 funds reached approximately VND 14,468.011 billion, achieving 42.49% of the plan (of which: development investment capital was approximately VND 12,933.106 billion, reaching 54% of the plan; operating expenses were approximately VND 1,534.35 billion, reaching 7.82%).
By June 2023, the disbursement of central government budget funds for recurrent expenditures reached approximately VND 1,131.044 billion, achieving 5.33% of the plan. By August 31, 2023, the disbursement of public investment capital for 2023 reached approximately VND 10,139.674 billion, achieving 41.9% of the plan. If we consider the total public investment capital disbursed in 2023 (including investment capital from 2022 carried over to 2023), by August 31, 2023, the disbursement reached approximately VND 16,365.331 billion, achieving 47.81% of the plan.
Regarding the implementation of the National Target Program for socio -economic development in ethnic minority and mountainous areas, the target for poverty reduction in ethnic minority areas is an average of 3.4% (meeting the target of over 3% set in the plan).
Under the National Target Program for Sustainable Poverty Reduction, the poverty rate according to the multidimensional poverty standard in 2022 was 4.03%, a decrease of 1.17%, achieving the target stipulated in Decision No. 90/QD-TTg; meeting the targets assigned by the National Assembly and the Government. The poverty rate among ethnic minorities in 2022 was 21.02%, a decrease of 4.89% compared to 2021, meeting the target stipulated in Decision No. 90/QD-TTg. The poverty rate in 74 poor districts was 38.62% (a decrease of 6.35%), meeting the target assigned by the National Assembly and the Government (4%). 22 out of 74 poor districts are currently receiving investment according to Decision No. 880/QD-TTg dated July 22, 2022, of the Prime Minister. The estimated poverty rate according to the multidimensional poverty standard in 2023 is 2.93% (a decrease of 1.1%). The poverty rate in poor districts is still around 33% (a decrease of 5.62%); the poverty rate among ethnic minorities is still around 17.82% (a decrease of 3.2%), meeting the targets set by the National Assembly and the Government.
To promptly address difficulties and obstacles and create favorable conditions for localities to implement the three national target programs, the Government is submitting to the Standing Committee of the National Assembly for consideration and presentation to the National Assembly of five additional policy solutions concerning: the authority to decide on the procedures, criteria, and application forms for selecting projects and models to support production development; the use of state budget funds to support the lead organizations (enterprises, cooperatives), and groups of households in implementing production development and the management of assets formed after support; the allocation of a list of small-scale, technically uncomplicated projects and works to be implemented under a special mechanism in the allocation of medium-term public investment plans; the allocation of annual central government budget funds for recurrent expenditures; and the mechanism for entrusting state budget funds through the banking system to support the implementation of national target programs.
Presenting the Report on proposed solutions and specific mechanisms to overcome difficulties and obstacles and accelerate the implementation of national target programs, the Chairman of the National Assembly's Ethnic Council - Deputy Head of the Standing Delegation of the Supervisory Delegation, Y Thanh Ha Nie Kdam, stated that the Supervisory Delegation highly agreed on the necessity for the Government to submit to the National Assembly for consideration and promulgation a number of specific solutions and policies to overcome obstacles and create favorable conditions for localities to accelerate the implementation of national target programs, with the goal of prioritizing the interests of the people. This is especially important given the relatively low disbursement rate of state budget funds for these programs and the limited remaining implementation time, while the lives of the beneficiaries still face many difficulties.
Based on the actual situation, the Supervisory Delegation proposes that the Standing Committee of the National Assembly consider and agree in principle to the Government's proposal, allowing the inclusion of specific solutions and mechanisms in the National Assembly's thematic supervision resolution without issuing a separate resolution; Regarding the implementation time, it agrees with the Government's proposal to apply the regulations only until the end of 2025 to align with the implementation time of national target programs.
