The leader of the Vietnam Road Administration said that according to the provisions of Decree 119/2024/ND-CP, from October 1, vehicles using the electronic toll collection lane (ETC) are required to use an identified traffic account. This is an important step in the process of standardizing and synchronizing the traffic payment infrastructure in the spirit of Resolution 57-NQ/TW on national digital transformation.

The Vietnam Road Administration is asking units to speed up the connection of transport accounts with cashless payment methods.

To date, there have been approximately more than 3 million/5.8 million traffic accounts connected to non-cash payment methods. There are approximately 2.8 million traffic accounts that have not yet been connected to non-cash payment methods. In September 2025, the Department of Roads coordinated with service providers to review transaction data, showing that there were approximately 900,000 traffic accounts that had transactions but had not yet been connected to non-cash payment methods. The main reason is that some vehicle owners have not paid attention and have not yet had the need to travel through toll stations, so they have not yet connected their traffic accounts to non-cash payment methods; difficulties in linking to bank accounts; ...

Faced with the above difficulties, the Vietnam Road Administration, road payment service providers and relevant agencies are continuing to strengthen communication work to accelerate the connection of traffic accounts with non-cash payment means of vehicle owners according to the provisions of the Decree.

The Vietnam Road Administration has issued a document directing BOT project Investors/Enterprises to coordinate with road payment service providers to arrange staff on duty at the station 24/7 to support and guide vehicle owners to connect their traffic accounts with non-cash payment methods and continue to coordinate with relevant agencies and units to remove difficulties and obstacles to facilitate vehicle owners in connecting their traffic accounts with non-cash payment methods.

“We hope to continue to receive support and companionship from agencies, units and vehicle owners so that the connection of transport accounts with non-cash payment means will be successful according to the roadmap”, the leader of the Vietnam Road Administration expressed. At the same time, this unit requested vehicle owners to continue to coordinate to connect transport accounts and with non-cash payment means. Registration of non-cash payment means and linking with transport accounts will only be done on the applications currently used by vehicle owners (no need to install new applications).
