Achieving these results was a difficult and stressful process, with a huge workload and tight deadlines. Many households whose land was within the planned area had to relocate and adjust their livelihoods. Therefore, persuasion and mobilization were identified as key tasks to create unity in people's understanding and actions. Leveraging their role as the core force in ensuring security, order, and grassroots public relations, the Phu Quoc Special Zone Police extensively implemented the "Three Best" emulation movement launched by the Ministry of Public Security and the Provincial Police with the spirit of "Most disciplined, most loyal, and closest to the people." This was not just a slogan but became a guiding principle for every officer and soldier throughout the process of clearing land for APEC 2027.
Through emulation movements, officers and soldiers of the Phu Quoc Special Zone Police always maintain strict discipline, a professional work style, and dedication to their duties. At the same time, they demonstrate a sense of responsibility, approachability, and a sincere and receptive attitude towards the people. Many officers and soldiers regularly stay in their assigned areas, directly visiting households to disseminate information and explain the significance and importance of the APEC 2027 High-Level Week for the development of Phu Quoc in particular and the nation's standing in general. Beyond ensuring security and order, the police force also patiently listens to the concerns and aspirations of the people; promptly identifying and advising on solutions to difficulties and obstacles arising during the land clearance process. Initially, many people were hesitant and disagreed, but through sincerity, responsibility, and a spirit of being "closest to the people," the police force helped people understand the policies and guidelines, thereby voluntarily handing over the land to facilitate the construction of key projects.
The family of Ms. Ho Thi Ai Trinh, residing in Ward 6, Duong Dong, Phu Quoc Special Economic Zone, is one of the households that, after being informed and persuaded by the police force, agreed to hand over their land. Ms. Ai Trinh shared: “Initially, my family had many concerns because we had been attached to this place for many years. However, after the Phu Quoc Special Economic Zone police officers and local authorities visited and explained the policies and the significance of APEC 2027 for the development of Phu Quoc, my family understood and voluntarily agreed to hand over the land.”
Lieutenant Colonel Nghiem Viet Hai, Deputy Head of the Phu Quoc Special Zone Police, stated: “Land clearance work has faced numerous difficulties due to the large volume of work and the very short timeframe, requiring utmost urgency. In response, the local authorities established many working groups to persuade and engage with the people, thereby achieving high levels of consensus. Many households promptly handed over their land, contributing to ensuring the progress of construction projects serving APEC 2027.”
The image of officers and soldiers working day and night in the area, patiently meeting with each household, explaining each issue, and resolving difficulties has left many positive feelings in the hearts of the local people. This is also proof of the practical effectiveness of the "Three Best" emulation movement being strongly implemented throughout the Phu Quoc Special Zone Police force.
