Units must fully prepare forces, means, equipment, food, and provisions, ready to participate in storm and flood prevention and rescue; proactively review and develop response plans according to the "4 on-site" motto. At the same time, step up propaganda, mobilization, and support for people to evacuate to safe places, minimizing damage.
