During the past term, Lao Cai province has flexibly and creatively applied the Party's guidelines, mechanisms, policies, and regulations of the State to the governance and management of the province's socio-economic affairs, thereby forming driving forces and growth models suitable to the local conditions.

During the past term, Lao Cai province has flexibly and creatively applied the Party's guidelines, mechanisms, policies, and regulations of the State to the governance and management of the province's socio -economic affairs, thereby forming a growth momentum and model suitable to the local conditions. The results are not only limited to specific figures and development achievements in the past period, but also provide valuable lessons about the spirit of "daring to act, daring to innovate, daring to face challenges, daring to take responsibility" and "for the common good," where "the common good" refers to the current position and potential of Lao Cai.

The Resolution of the 19th Congress of the Yen Bai (former) Provincial Party Committee, term 2020-2025, identified one of its key tasks as “restructuring the economy towards green development, in line with the province's potential and advantages; focusing on developing agriculture and forestry along value chains associated with building sustainable new rural areas.” To realize this, on January 20, 2021, the Yen Bai Provincial Party Committee issued Resolution No. 20-NQ/TU on the development of the agricultural sector towards improving quality, efficiency, and added value associated with building sustainable new rural areas in Yen Bai province, 2021-2025.

Accompanying this is the strong political determination of Party committees, government agencies, and the entire political system, as well as the people in the province, with breakthrough solutions such as promoting decentralization and empowering the grassroots; providing focused and targeted support; prioritizing and integrating resources; and promoting campaigns with the motto of using practical effectiveness and the transformation of all aspects of people's lives in rural areas as the basic measure.

A prominent feature in applying rural development mechanisms and policies to real-world conditions over the past five years has been the emphasis on "the people as the main actors." At the grassroots level, the people are involved in discussions and selection of priority investment projects and items; the State provides partial financial and technical support, while the people contribute land and labor for infrastructure investment projects.

Regarding the mechanism and implementation approach, along with the implementation of the 19 criteria for new rural areas, the focus is on "restructuring agricultural production" towards developing key agricultural products such as "Van Yen cinnamon," "Van Chan tea," and "Muong Lo rice." By June 2025, the southern region of the province will have 274 OCOP products certified, with 25 products achieving 4 stars and the rest achieving 3 stars.

In addition, there are mechanisms and policies to promote agricultural production in a way that fosters linkages and the formation of strong value chains; and to develop community tourism associated with the new rural development program.

From a region facing numerous difficulties, especially in rural areas, the former Yen Bai province has risen to become a leading example and a shining light in the Northwest region for many years in the construction of new rural areas. It was the first province to achieve the goal (Nghia Lo town, in 2020) and the first district in the region to be recognized by the Government as having achieved the new rural area status (Tran Yen district, in 2022).

Before the provincial merger, as of June 2025, the former Yen Bai province had 115 out of 146 communes (78.8%) recognized as meeting the standards for new rural areas, including 39 advanced new rural communes and 13 model new rural communes.

A prime example of a breakthrough in applying mechanisms and policies to local development practices today is the fact that the Provincial People's Committee is finalizing the Project for the construction of a cross-border economic cooperation zone between Lao Cai (Vietnam) and Yunnan (China) before submitting it to the Government for approval.

The project aims to concretize the policies of the Party, State, and Government on developing the border economy, regional linkages, and promoting regional integration.

The focus of the Cooperation Zone is to create an interconnected development space, promote trade in goods, services, logistics, and people-to-people exchanges, enhance the competitiveness of the border region, and create new growth drivers for Lao Cai province and the entire Northern Midlands and Mountainous region.

The specific objective of the Cooperation Zone is to leverage Lao Cai's strengths as a key connecting hub, a regional trade center, and an international economic corridor, thereby promoting the import and export of goods through Lao Cai's border gates.

The cooperation zone is a model with new cooperation institutions and mechanisms, offering a high chance of success, and will then be replicated in other border areas along the entire border line.

The flexible, creative, and effective application of mechanisms and policies to the actual conditions in Lao Cai over the past years has also been demonstrated in several areas and tasks such as: policies to attract human resources, administrative reform associated with digital transformation, especially the digital transformation model in rural areas; implementing strategic breakthroughs in the development of synchronous and modern infrastructure; and policies for exploiting and developing tourism and services.

To concretize this goal, in the northern part of the province, a series of thematic resolutions with a long-term vision from the Party committee have been issued since the beginning of the term, serving as the basis for issuing accompanying implementation policies.

These include thematic resolutions of the Party Committee on the development of Sa Pa town, Lao Cai city, Bat Xat district (formerly), resolutions on commercial agricultural production, digital transformation, and personnel work...

Implementing a two-tiered local government model and the policy of provincial consolidation are opening up new spaces, opportunities, and potential for development in Lao Cai.

The need to adhere closely to reality and apply the Party's guidelines, policies, and directions flexibly and creatively to the province's actual conditions continues to be emphasized, especially in perfecting mechanisms and policies to effectively exploit new growth drivers.

The draft Political Report of the Provincial Party Committee presented to the First Provincial Party Congress clearly outlines the orientation of the province's new growth model towards unlocking and liberating the productive forces and resources of all economic sectors, especially the private sector, creating a breakthrough in building Lao Cai into a strong growth pole and a center for connecting economic trade between Vietnam and ASEAN countries with the Southwest region of China.

The specific and overarching goal is to develop Lao Cai province to ensure it is "Green, harmonious, distinctive, and happy," while prioritizing the task of "protecting the border, protecting the people, protecting the forests, protecting the water, and protecting the environment."

Throughout its development, Lao Cai has always placed itself within the overall development of the region, with the province holding a key position and role as a driving force, a bridgehead, and a center for international trade and economic connectivity.

Building upon the achievements and lessons learned from the previous period, Lao Cai province continues to place people at the center, as well as as the driving force and goal of development.

The mechanisms and policies for operation and governance are internal strengths, possessing a unique scale and strategic thinking, and the measure of value is the positive changes and development of the locality. This is a clear example of this in Lao Cai over the past years.
