The new points of the Law on Identification include not only changes in name, the proposed new card model has many differences compared to citizen identification cards. The signature of the card-issuing agency changed from "Director of the Police Department for Administrative Management of Social Order" to "Ministry of Public Security". On the surface of the ID card, there will no longer be information about identity characteristics, left index finger and right index finger fingerprints. The QR code on the identification card is also proposed to be moved to the back, instead of the front as currently.
Citizens under 14 years old are issued identification cards according to need; Issuing identification certificates for people of Vietnamese origin whose nationality is unknown; When carrying out identification card issuance procedures, the management agency will collect iris (mandatory), DNA, and voice (voluntary) of citizens, in addition to taking fingerprints.
In addition, based on Clauses 1 and 3, Article 46 of the Law on Identification, the ID card is still valid until the expiration date stated on the card, except for cases where the CCCD card or ID card expires from January 15. /1 until June 2024, 30 will continue to be valid until June 6, 2024. Therefore, people with ID cards or ID cards that expire on January 30, 6 do not need to go through the procedures to replace CCCD cards and wait to get a new ID card when the Law on Identification takes effect. effective from July 2024, 15.
Lieutenant Colonel Le Manh Ha said that currently, Ho Chi Minh City Police has directed police units and localities to fully prepare everything necessary from personnel, equipment, and citizen screening. Citizens are at the age for issuance of ID cards (14 years old), citizens are at the age to change ID cards due to expiration (25, 40, 60 years old), citizens under 14 years old need to be issued ID cards, etc. to ensure the Effectively deploy the Identification Law in Ho Chi Minh City immediately after receiving specific instructions from the Ministry of Public Security.
