The Ministry of Public Security is drafting a Circular amending and supplementing a number of articles of Circular No. 67/2019/TT-BCA dated November 28.11.2019, XNUMX of the Minister of Public Security regulating the implementation of democracy in ensuring public order. order, traffic safety.
In the proposal to amend the Circular, the Traffic Police Department (Ministry of Public Security) said that after more than 4 years of implementation, Circular No. 67/2019/TT-BCA is no longer suitable for the actual situation, developing Many inadequacies have arisen, reflected in the fact that some people's supervision of the Traffic Police force is sometimes and in some places not objective and in accordance with regulations.
Some people take advantage of surveillance rights to film, record, and take photos of the process of working with Traffic Police officers and soldiers and share them on social networks, leading to a fear of collision and lack of responsibility. The responsibility of a section of officers and soldiers to directly perform tasks and affect the image of the Traffic Police force.
Therefore, the Traffic Police Department believes that amending and supplementing this circular is necessary. However, this "necessity" is causing many concerns for people.
First of all, we must acknowledge the "controversy" in the story of people's supervision of the Traffic Police, partly the fault - as admitted by the Traffic Police Department in the report -It is the fact that a part of Traffic Police officers and soldiers have not worked hard to study and research documents, and have not linked the implementation of democracy in the work of ensuring traffic order and safety with the performance of their duties. assigned professional work, so when working directly with the people, they do not understand the law and professional skills, leading to the process of handling situations that do not satisfactorily explain the people's requests and questions.
Another issue, as National Assembly delegate Ly Thi Lan (Ha Giang Delegation) said when giving comments on the draft Law on Road Traffic Order and Safety (amended) in the session on March 27.3, is a factor. “abuse of provisions of law”.
The delegate proposed that "when applying the law, the authorities (Traffic Police) need to avoid abusing the provisions of the law to fine and inspect, causing people's resentment towards the authorities. Recently on social networks, many pictures were posted during Tet of the authorities going into rural areas to check alcohol levels and then impose fines."
Returning to the matter of amending and supplementing Circular No. 67/2019/TT-BCA. If the Circular is amended and supplemented in a way that limits the people's right to supervise, "implementing democracy in ensuring traffic order and safety" will be threatened.
Circular 67 clearly stipulates that citizens have the right to supervise the Traffic Police but must do so in accordance with the law and not obstruct the work of the Traffic Police.
Therefore, if any citizen is discovered to have taken advantage of the right to monitor or supervise illegally, obstructing the Traffic Police from performing their official duties, please propose to the authorities according to current law to handle it. very serious. That's democracy!
On the other hand, if everyone in the Traffic Police force "study hard, study documents", work according to their duties, be fair, transparent... then there is nothing to fear or worry about. People monitor themselves!
