According to Colonel Nguyen Van Hai, Head of the Personnel Organization Department, Provincial Police, the goal of streamlining the organization of the new Tuyen Quang Police will be to operate effectively and efficiently, meeting the requirements and tasks in the new period" in the direction of "a comprehensive province; strong communes, close to the grassroots". Closely following the direction of superiors, the Party Committee and leaders of the Provincial Police set out requirements for the entire Provincial Police force, the core of which is the heads of units, to proactively organize the implementation of requirements and tasks with high determination, great efforts, drastic, quick, neat actions, without interrupting regular operations at units and localities.

The process of implementing the arrangement and organization of the apparatus must ensure the principles of democratic centralism, objectivity, and impartiality; combine good propaganda and education on political ideology, regimes, and policies, create consensus and unity so that officers and soldiers can work with peace of mind, be ready to go anywhere, do anything, and always strive to complete assigned tasks well and excellently. At the same time, resolutely handle the abuse of this policy for negativity and corruption.

The Department of Organization and Personnel, Tuyen Quang Provincial Police proactively did a good job of advising on the implementation of the arrangement and streamlining of the Tuyen Quang Police apparatus in the direction of "comprehensive province; strong communes, close to the grassroots".

When the district-level police are not organized, the arrangement and assignment of district-level police officers to new positions will be carried out according to the principle of ensuring caution, objectivity, and suitability to the requirements of work, combat, and force building in accordance with the policy of "comprehensive province, strong commune, close to the grassroots". Accordingly, the district-level police will be strengthened with resources for the departments and commune-level police to build commune-level police capable of resolving the situation right at the grassroots level.

Up to this point, the District and City Police have basically completed the arrangement of files, documents, assets, etc. to serve the handover work. The functional departments of the Provincial Police have specifically instructed the District Police to carry out the handover to ensure completeness and no loss when there is a decision to dissolve. With the spirit of "running and lining up at the same time", up to now, the steps in implementing the process of dissolving the District Police have basically been completed, the transfer of functions and tasks of the District Police to the provincial and commune levels. On February 28, the Tuyen Quang Provincial Police will hold a ceremony to announce the decision of the Minister of Public Security on the dissolution of the District Police; the decision of the Provincial Police Director on the organization of staff, ready to put into operation the new apparatus model from March 1, 2025.

The policy of streamlining the organization of Tuyen Quang Police will continue to strengthen the force of the commune-level police.

Ready to take on new tasks

Along with the roadmap to end the activities of the district-level police, Tuyen Quang Provincial Police has been actively coordinating and preparing the necessary conditions to receive 4 more tasks transferred from other departments. The new tasks include: State management of drug addiction treatment and post-treatment management from the Department of Labor, War Invalids and Social Affairs; State management of criminal records and implementation of public services to issue criminal records from the Department of Justice; tasks of testing and issuing driving licenses for road motor vehicles from the Department of Transport; State management tasks of network information safety and security from the Department of Information and Communications.

The Public Security sector is actively coordinating closely with related sectors to accelerate the transfer of functions and tasks from inventory, documents, equipment, etc. according to schedule. The Provincial Public Security is ready to receive and carry out management tasks for new areas as soon as there is a decision from the competent authority.

With high political determination, careful, methodical, scientific and objective implementation methods, Tuyen Quang Police is determined to complete the goals and requirements and effectively organize and implement the new organizational arrangement under the direction of the Central Public Security Party Committee. This process ensures no interruption of operations, no vacant areas, and ensures the maintenance of political security and social order and safety in the entire province.
