The model of "comprehensive province; strong, grassroots-based commune"
According to Colonel Nguyen Van Hai, Head of the Personnel and Organization Department of the Tuyen Quang Provincial Police, the goal of streamlining the Tuyen Quang Provincial Police's organizational structure is to ensure effective and efficient operation, meeting the requirements and tasks of the new era, following the direction of "comprehensive provincial development; strong and grassroots-based commune development." Following the directives of higher authorities, the Provincial Police Party Committee and leadership have set requirements for the entire Provincial Police force, with the heads of units as the core, to proactively organize and implement the requirements and tasks with high determination, great effort, decisive action, speed, and efficiency, without disrupting regular operations in their units and localities.
The process of restructuring and reorganizing the apparatus must ensure the principles of democratic centralism, objectivity, and impartiality; combined with effective propaganda and political and ideological education, as well as information on regulations and policies, creating consensus and unity so that officers and soldiers can work with peace of mind, ready to go anywhere and do anything, always striving to complete assigned tasks well and excellently. At the same time, resolute action must be taken against any abuse of this policy for negativity and corruption.
The Personnel and Organization Department of the Tuyen Quang Provincial Police proactively advises on and implements the restructuring and streamlining of the Tuyen Quang Police apparatus in the direction of "comprehensive provincial; strong communes, rooted in the community".
When district-level police forces are abolished, the arrangement and placement of district-level police officers in new positions will be carried out according to the principles of prudence, objectivity, and suitability to the requirements of work, combat, and force building in accordance with the policy of "comprehensive provincial development, strong commune-level police, and grassroots-based operations." Accordingly, district-level police forces will be strengthened with resources for departments and commune-level police forces to build commune-level police forces capable of resolving situations at the grassroots level.
Lieutenant Colonel Nguyen Bich Hoi, Deputy Chief of Tuyen Quang City Police, stated: “Following the directives of the Provincial Police leadership, the unit has focused on accelerating the inventory and surveying of assets, seals, weapons, support tools, equipment, records, and documents… ensuring the progress meets the requirements. Thanks to effective political and ideological education, I and all the leaders, officers, and soldiers in the unit are in high agreement and consensus with the major policies of the Party and the State. I and the officers and soldiers in the unit are confident in our work, strictly complying with the assignments of our superiors, ready to go anywhere, do anything, and always striving to complete all assigned tasks well and excellently.”
To date, the police departments of districts and cities have basically completed the arrangement of files, documents, and assets to facilitate the handover process. The functional departments of the Provincial Police have provided specific guidance to the district-level police to ensure the handover is complete and nothing is lost when the dissolution decision is made. With a proactive approach, the steps in the dissolution process of district-level police have been largely completed, and the functions and duties of district-level police to the provincial and commune levels have been transferred. On February 28th, the Tuyen Quang Provincial Police will hold a ceremony to announce the decision of the Minister of Public Security on the dissolution of district-level police; and the decision of the Director of the Provincial Police on personnel organization, ready to put the new organizational model into operation from March 1st, 2025.
The policy of streamlining and reorganizing the Tuyen Quang Public Security apparatus will continue to strengthen the police force at the commune level.
Ready to take on new tasks.
In line with the roadmap towards phasing out district-level police forces, the Tuyen Quang Provincial Police Department has been actively coordinating and preparing the necessary conditions to take over four additional tasks transferred from other departments. These new tasks include: State management of drug addiction treatment and post-treatment management from the Department of Labor, War Invalids and Social Affairs; state management of criminal records and provision of public services for issuing criminal record certificates from the Department of Justice; examination and issuance of driver's licenses for motor vehicles from the Department of Transport; and state management of network information security from the Department of Information and Communications.
The police force is actively coordinating closely with relevant agencies to expedite the handover of functions and responsibilities, from inventory and documentation to equipment, according to schedule. The provincial police are ready to take over and manage new areas as soon as a decision is made by the competent authority.
With strong political determination and a cautious, systematic, scientific, and objective approach, the Tuyen Quang Provincial Police are determined to achieve the goals and requirements and effectively implement the reorganization of the new organizational structure as directed by the Central Party Committee of the Public Security Ministry. This process ensures uninterrupted operations, leaves no areas unoccupied, and maintains political security and social order throughout the province.
