Announcement of the PAPI Index 2024: Quang Ninh leads the nation.

On April 15th, in Hanoi , the United Nations Development Programme (UNDP), in collaboration with relevant organizations, held a ceremony to announce the Provincial Public Administration and Governance Performance Index (PAPI) for 2024. Quang Ninh province achieved the highest PAPI score nationwide.

The Provincial Public Administration and Governance Performance Index (PAPI) is a tool that reflects the voice of the people regarding the effectiveness of state administration, management, policy implementation, and public service delivery by all levels of government. This index is conducted repeatedly over many years, focusing on collecting opinions from citizens nationwide through the largest-scale sociological survey in the country.

Quang Ninh province had the highest PAPI score nationwide in 2024.

At the PAPI 2024 index announcement ceremony, Quang Ninh province was ranked among the provinces with the highest scores, leading the nation with a total score of 47.82 points. Tay Ninh and Binh Thuan ranked second and third respectively. The lowest group included Can Tho, Kon Tum , and Kien Giang provinces.

According to the overall analysis report, Quang Ninh province has 7 out of 8 index axes in the highest group nationwide, with the public service delivery index axis reaching 8.42 points, leading the country. The PAPI results are a realistic and objective reflection of the province's comprehensive solutions implemented in recent times to improve the efficiency of the government apparatus and meet the satisfaction of the people. In particular, in 2024, Quang Ninh province received recognition from the people for its efforts in overcoming damage and restoring socio-economic life after Typhoon Yagi (Typhoon No. 3).

2024 marks the third consecutive year that Quang Ninh province has topped the PAPI index ranking, following its previous achievements in 2020 and 2022.

The 2024 PAPI Index is the result of a survey of 18,894 randomly selected Vietnamese citizens across all 63 provinces and cities nationwide. The analysis of citizens' experiences and assessments, reflected in the PAPI index's various content axes, will serve as an important information channel, not only reflecting the thoughts and aspirations of the people at the grassroots level, but also providing a basis for government agencies at all levels and policymakers to promptly adjust and improve policies and operational methods to meet practical requirements.
