Results of file examination and level of achievement of advanced new rural standards

2023 for Yen Khanh district, Ninh Binh province

Pursuant to Decision No. 18/2022/QD-TTg dated August 2, 2022 of the Prime Minister promulgating regulations on conditions, order, procedures, dossiers for consideration, recognition, announcement and revocation of decisions on recognition of localities meeting new rural standards, advanced new rural standards, model new rural standards and completing the task of building new rural areas in the period 2021 - 2025;

Pursuant to Decision No. 263/QD-TTg dated February 22, 2022 of the Prime Minister approving the National Target Program on New Rural Construction for the 2021-2025 period;

Pursuant to Decision No. 318/QD-TTg dated March 8, 2022 of the Prime Minister promulgating the National Criteria Set on New Rural Communes and the National Criteria Set on Advanced New Rural Communes for the 2021-2025 period;

Pursuant to Decision No. 319/QD-TTg dated March 8, 2022 of the Prime Minister on regulations on model new rural communes for the period 2021-2025;

Pursuant to Decision No. 320/QD-TTg dated March 8, 2022 of the Prime Minister promulgating the National Criteria Set for New Rural Districts; regulations on towns and provincial cities completing the task of building new rural areas and the National Criteria Set for Advanced New Rural Districts for the period 2021-2025;

Pursuant to Decision No. 1343/QD-BNN-VP dated April 4, 2023 of the Ministry of Agriculture and Rural Development on promulgating internal administrative procedures between state administrative agencies within the scope and management functions of the Ministry of Agriculture and Rural Development;

Pursuant to the guidance of central ministries and branches on implementing the National Target Program on new rural construction and implementing the National Criteria Sets on new rural areas, advanced new rural areas, and model new rural areas for the period 2021-2025;

Pursuant to Resolution No. 08-NQ/TU dated November 8, 2021 of the Executive Committee of the Ninh Binh Provincial Party Committee on new rural construction for the 2021-2025 period, with a vision to 2030;

Pursuant to Resolution No. 30/NQ-HDND dated July 15, 2022 of the People's Council of Ninh Binh province on approving the Project on new rural construction in Ninh Binh province for the period 2021-2025;

At the request of the People's Committee of Yen Khanh district in Document No. 180/TTr-UBND dated August 16, 2023 on the request to examine, consider and recognize Yen Khanh district to meet the standards of advanced new rural construction in 2023 and the report of the departments and branches of the province examining and evaluating the actual results of building advanced new rural districts for Yen Khanh district, the Provincial People's Committee reports the summary of the results of examining the dossier and the level of meeting the standards of advanced new rural districts in 2023 for Yen Khanh district, specifically as follows:

I. EXAMINATION RESULTS

Time of review and actual survey: September 13, 2023.

1. About the profile

The work of evaluating the results of achieving advanced new rural standards of Yen Khanh district ensures publicity, democracy, transparency, proper order, full procedures and close coordination between agencies, organizations and people.

Documents proving the results of implementing the criteria and collecting opinions from organizations and people are compiled, classified, and fully stored in the new rural document cabinet of Yen Khanh district; the district's criteria have been self-assessed by the district's Working Group, reported to the specialized departments and branches of the province for review and confirmation of meeting new rural standards in accordance with regulations.

The application for recognition of Yen Khanh district has been fully completed by the District People's Committee and sent to the Office of New Rural Area Coordination of Ninh Binh province in accordance with regulations. The Provincial Working Group organized an examination on September 13, 2023, including:

(1) Document No. 180/TTr-UBND dated August 16, 2023 of Yen Khanh District People's Committee on the request for examination, consideration and recognition of Yen Khanh district to meet advanced new rural construction standards in 2023.

(2) Summary table of the list of communes meeting new rural standards, advanced new rural standards, model new rural standards, and towns meeting urban civilization standards in Yen Khanh district;

(3) Minutes of the meeting on August 15, 2023 of the People's Committee of Yen Khanh district proposing to consider and recognize Yen Khanh district to meet advanced new rural standards in 2023;

(4) Report No. 645/BC-UBND dated August 14, 2023 of Yen Khanh District People's Committee on the results of implementing advanced new rural construction by 2023 in Yen Khanh district;

(5) Report No. 644/BC-UBND dated August 14, 2023 of Yen Khanh People's Committee summarizing comments on the results of implementing advanced new rural construction by 2023 in Yen Khanh district, Ninh Binh province;

2. On the results of directing the implementation of building advanced new rural districts

- Based on the regulations, policies and plans for implementing the National Target Program on New Rural Construction of the Central Government, the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee; the District Party Committee, the People's Council and the People's Committee of Yen Khanh district have focused and determinedly led and directed the implementation of the National Target Program on New Rural Construction in Yen Khanh district. The district has established and perfected the Steering Committee, the apparatus of advisory and assisting agencies to synchronously and consistently work with the Steering Committee from the district to the village level: the district has established the Steering Committee for the District National Target Programs, the District New Rural Construction Coordination Office; 100% of the communes in the district have established the Steering Committee for the National Target Programs, the Commune New Rural Construction Management Board; 100% of the villages have established the Village Development Board.

- Yen Khanh district has focused on effectively implementing propaganda work, raising awareness of new rural construction for people in the district. The district's socio-political organizations have participated in guiding, propagating and mobilizing union members, association members and people of all walks of life to participate in effectively implementing emulation movements associated with new rural construction and advanced new rural construction such as: The movement of all people joining hands to build new rural areas; the campaign "All people unite to build new rural areas and civilized urban areas"; ... contributing to completing and improving the quality of new rural construction and advanced new rural areas in the district.

- Based on the province's support policy mechanisms and the implementation reality of the locality, from 2011 to 2023, Yen Khanh district has had key mechanisms and policies to support the implementation of the National Target Program on New Rural Construction in the area such as: 100% funding support for implementing the general planning for communes; funding support for traditional cultural clubs to maintain and develop art forms in villages, hamlets, and streets in the district, beautifying the landscape of historical relic sites (50 million VND/relic site); support for building and developing OCOP products (20 million VND/product); support for waste classification, self-treatment of waste at households in villages, hamlets, and streets (15 million VND/village, hamlet, and street); support for buying hand-pushed garbage collection vehicles in communes and towns, collecting pesticide bags... (5 million VND/village, hamlet, and street); Support communes to meet advanced new rural standards with 300 million VND/commune; support communes to meet model new rural standards with 500 million VND/commune; support villages (hamlets) to meet model new rural standards with 100 million VND/hamlet; support model gardens in communes and towns with 5 million VND/garden; support mechanization, development of commodity production, application of high technology, organic production, etc.

3. Yen Khanh district was recognized by the Prime Minister as a new rural district in 2018 in Decision No. 1642/QD-TTg dated November 28, 2018.

4. Regarding the number of communes and towns meeting the prescribed standards

4.1. Number of communes meeting standards according to regulations

- Total number of communes in the district: 18 communes.

- Number of communes meeting new rural standards: 18 communes.

- Rate of communes meeting new rural standards: 18/18 communes, reaching 100%.

- Number of communes meeting advanced new rural standards: 12 communes (Khanh Nhac, Khanh Hai, Khanh Tien, Khanh Cu, Khanh Cuong, Khanh Trung, Khanh Cong, Khanh Mau, Khanh Thuy, Khanh Hoa, Khanh Thien, Khanh Thanh).

+ Rate of communes meeting advanced new rural standards: 12/18 communes reaching 66.67% (higher than the prescribed rate);

+ Number of communes meeting new rural model standards: 02 communes (Khanh Thien and Khanh Thanh communes), reaching 11.11%.

- The number of villages and hamlets meeting new rural model standards is 150, reaching a rate of 62.5%.

4.2. Number of towns meeting civilized urban standards according to regulations:

- Number of towns in the district: 01 town (Yen Ninh town).

- Number of towns meeting civilized urban standards: 01 town.

- Percentage of towns meeting civilized urban standards: 100%.

5. On the results of implementing advanced new rural construction in communes

Up to now, Yen Khanh district has had 10 communes (Khanh Cu, Khanh Hai, Khanh Tien, Khanh Nhac, Khanh Trung, Khanh Cuong, Khanh Mau, Khanh Cong, Khanh Thuy, Khanh Hoa) meeting advanced new rural standards and 02 communes (Khanh Thien, Khanh Thanh) meeting model new rural standards.

5.1. On planning and planning implementation:

Since 2011, the District People's Committee has directed the implementation and approved the new rural construction planning for the period 2011-2020 for 18/18 communes in the area, including:

- Khanh Hoa and Khanh Phu communes are located in the southern urban expansion planning area (area 1-2) in the urban planning of Ninh Binh city to 2030, vision to 2050;

- Khanh Thien and Khanh Thanh communes have reviewed the general planning for the 2011-2020 period in accordance with the socio-economic development orientation for the 2021-2025 period.

- The remaining 14 communes have established a general plan for commune construction for the period 2021-2023;

Based on the general planning of the communes, 12 advanced new rural communes and model new rural communes have developed detailed plans for building commune centers/detailed plans for building new residential areas in accordance with the local socio-economic situation and in accordance with the urbanization orientation according to the general planning for socio-economic development, and at the same time issued regulations on planning management and implementation according to the planning.

Assessment: Yen Khanh district has 12 communes meeting criterion No. 1 on Planning according to the set of criteria for communes meeting advanced new rural standards for the period 2021-2025.

5.2. About traffic:

Implementing the motto of the state supporting cement, people contributing labor and materials, the movement to upgrade rural roads has been unanimously implemented by the people of the communes. In the period of 2012-2021, the whole Yen Khanh district received 54,683 tons of cement from the local budget (province, district, commune) in support along with the people's contributions of money, materials, working days, and land donation, implementing the construction and upgrading of 3,196 roads, with a total length of 451.7 km; solidifying 137.3 km of main roads in the fields.

Up to now, 100% of communes have asphalted and concreted roads to the commune center that meet the prescribed standards; 100% of villages and hamlets have concrete alleys and lanes; the main intra-field traffic routes have been basically hardened to ensure convenient motor vehicle travel, meeting production and people's living requirements; 250 km of electric lighting lines have been installed, over 203 km of flower and green trees have been planted along the roads and in residential areas. Advanced new rural communes and model new rural communes have synchronously upgraded and renovated the traffic system to meet the standards required by advanced new rural criteria. Specifically:

- Inter-commune and commune-axis roads: the whole district has 112.51 km, which have been asphalted and concreted to ensure convenient car travel all year round, reaching 100%. In the area of ​​12 advanced new rural communes and model new rural communes, there are 71.48 km, regularly maintained, with a green tree system, the section passing through residential areas has sidewalks, high-voltage lighting system, drainage ditches; signs, signage and necessary items according to regulations (reaching 100%);

- Village and inter-village roads: the whole district has 175.46 km of concrete roads, reaching 100% standards. In the area of ​​12 communes of advanced new rural areas and model new rural areas, there are 120.49 km of roads with a width of 5.5 m or more, regularly maintained and repaired, sections passing through residential areas have high-voltage lighting systems, drainage ditches; there are necessary items according to regulations reaching 100%;

- Lanes and hamlets: the whole district has 372.24 km, ensuring convenient travel all year round, reaching 100%. In the area of ​​12 advanced new rural communes, model new rural communes, there are 246.24 km, the road surface is 3.5m wide or more, the section through residential areas has high-voltage lighting system, drainage ditches; has necessary items according to regulations reaching 100%;

- Main intra-field roads: the whole district has 244.24 km, which have been hardened to meet the prescribed standards, ensuring convenient transportation of goods all year round, reaching 100%. In the area of ​​12 advanced new rural communes, model new rural areas, there are 148.5 km, hardened, meeting the requirements of production and transportation of goods reaching 92% (requirement of criteria ≥ 70%);

Assessment: Yen Khanh district has 12 communes meeting criterion number 2 on Traffic according to the set of criteria for communes meeting advanced new rural standards for the period 2021-2025.

5.3. On irrigation and disaster prevention:

- The rate of agricultural land area with active irrigation and drainage reaches ≥ 90%: the total agricultural land area in 12 advanced new rural communes and model new rural communes with active irrigation and drainage is 12,202.2/12,273.6 ha, reaching 99.4%;

- Regarding effective and sustainable grassroots irrigation organizations: 12 advanced new rural communes and model new rural communes all have grassroots irrigation organizations which are agricultural service cooperatives with the task of managing and exploiting small irrigation works and intra-field irrigation works assigned by the commune to carry out water supply, irrigation, drainage and drainage, and notify the schedule of water supply, irrigation, drainage and drainage to the people in the commune. The cooperatives are established and operate according to the provisions of the 2012 Law on Cooperatives. Every year, the cooperatives sign contracts with irrigation groups to provide irrigation services in 100% of the commune's villages; the cooperatives issue notices of water supply, irrigation, drainage and drainage schedules to ensure timely operation and regulation of water to each field to serve the people's agricultural production. All cooperatives have charters and regulations on irrigation service activities approved by over 50% of the cooperative members and confirmed by the People's Committee of the commune. All cooperatives have plans to maintain and repair 100% of the works assigned to them for management; have plans to protect irrigation works, ensuring that no violations occur within the protection range of irrigation works; some cooperatives have applied advanced irrigation technology, saving water in operating and regulating water for rice irrigation and have scores for effective and sustainable operations of 80 points or higher, equivalent to the passing level.

- The proportion of main crop area with advanced and water-saving irrigation: 12/12 communes meeting the standards of advanced new rural areas and model new rural areas have applied advanced and water-saving irrigation techniques for main crops such as rice and safe vegetables. The proportion of main crop area (rice and safe vegetables) of 12 communes with advanced and water-saving irrigation is 4,502.7/8,080.2 ha, reaching 55.7%.

- Small irrigation works and intra-field irrigation works are maintained annually: Every year, the District People's Committee allocates capital and delegates to the People's Committees of communes the task of repairing, upgrading and maintaining small irrigation works and intra-field irrigation works; 12 communes have issued maintenance plans for small irrigation works and intra-field irrigation works and organized the implementation of maintenance plans to ensure 100% of the plan is achieved. The plan to inspect irrigation works of communes is implemented before and after the rainy and stormy season, with timely repair plans and good implementation of regulations on dam safety to ensure the management, operation and safety of works.

- Inventory and control of wastewater sources discharged into irrigation works:   In 2023, the People's Committees of communes have strengthened propaganda and guidance for organizations and households in the area to control and treat wastewater from daily life, livestock, and business activities as well as aquaculture of the unit; before being discharged into the environment, 100% of wastewater must be treated to ensure regulations. By the end of 2022, in 12 communes, there were no violations of wastewater discharged into irrigation works in the area.

- Ensure proactive requirements for natural disaster prevention and control according to the "4 on-the-spot" motto: 12 advanced new rural communes and model new rural communes have established a Command Committee for natural disaster prevention and control and search and rescue; annually develop, approve and organize the implementation of natural disaster prevention and control plans; have response plans for major types of natural disasters that frequently occur in the area, response plans for strong storms and super storms according to the "4 on-the-spot" motto approved in accordance with the provisions of the Law on Natural Disaster Prevention and Control. Every year, the communes have organized to thoroughly disseminate and strictly and promptly implement the Laws, Ordinances, Decrees and directives of the Government, Central Ministries, branches and the Provincial People's Committee, District People's Committee on natural disaster prevention and control and search and rescue. Regularly propagate and disseminate to raise awareness of the whole community about types of natural disasters, experience and knowledge of prevention, especially proactive response plans and overcoming consequences of strong storms and super storms. Identifying prevention, response and mitigation of damage caused by natural disasters is the responsibility of the entire political system and the local community. Propaganda work is regularly broadcast on the district radio system, commune radio clusters and broadcast with increased duration, timely transmitting news and directives from all levels on prevention and response to natural disasters during storms and floods, so that local authorities, grassroots and people can proactively implement. The results of scoring the content of proactive prevention of natural disasters according to the 4 on-the-spot motto, all 12 communes achieved over 80 points, equivalent to Good level.

Assessment: Yen Khanh district has 12 communes meeting criterion number 3 on irrigation and disaster prevention according to the set of criteria for communes meeting advanced new rural standards for the period 2021-2025.

5.4. About electricity:

The district's power system has been invested and upgraded to meet the production and living needs of the people. The district has built 25.2 km of new high-voltage and low-voltage power lines; upgraded 117 km of high-voltage and low-voltage power lines; mainly with capital from the electricity industry, people contributed land to build a power grid safety corridor, and lighting systems for village roads and alleys.

The district's power system ensures to meet the requirements of stable, safe and continuous power supply, well serving the electricity needs for production, people's daily life and local political, cultural, social, national security and defense tasks.

The rate of households directly registered and using electricity in the whole district is 100%.

Assessment: Yen Khanh district has 12 communes meeting criterion number 4 on Electricity according to the set of criteria for communes meeting advanced new rural standards for the period 2021-2025.

5.5. On education:

Yen Khanh district has 61 schools (including 20 kindergartens, 22 primary schools, 19 secondary schools), and 56 schools in the communes building new rural areas. The school system and classrooms meet the needs of preschool, primary and secondary education. Up to now, 61/61 schools have met national standards, reaching 100%. The total investment in facilities for schools is about over 800 billion VND. The rate of schools at all levels meeting the standards of facilities according to regulations: In 2022, 100% of schools at all levels (preschool, primary, secondary) in the commune will meet the standards of facilities and teaching equipment at level 1 or higher.

- Regarding the rate of schools at all levels meeting level 1 and level 2 facility standards: In the area of ​​12 advanced new rural communes and model new rural communes, 36/36 schools (100%) meet level 1 or higher facility standards, of which 34/36 schools meet level 2 standards. The current facilities and equipment of schools in the area basically meet the needs of educational management, teaching and learning organization at all levels.

- All communes are interested in maintaining and improving the quality of universal preschool education for 5-year-old children. The universal education rate for 5-year-old children in 12 communes is 100%;

- The rate of universal primary and secondary education at level 3 in 12 advanced new rural communes and model new rural communes all reached 100%;

- The literacy rate reaching level 2 standards in 12 communes is 100%;

- The local communities of 12 communes all have a studious movement, always pay attention to building a learning community and are all ranked as Good localities of the district.

- The rate of junior high school graduates continuing to high school (general, supplementary, intermediate) in the district is over 95%.

Assessment: Yen Khanh district has 12 communes meeting criterion number 5 on Education according to the set of criteria for communes meeting advanced new rural standards for the period 2021-2025.

5.6. About culture:

From 2011 to the end of 2017, the whole district has built, renovated and upgraded 205 village and hamlet cultural houses; renovated 18 commune sports grounds and built 15 new commune central cultural houses. By the end of 2017, 18/18 (100%) communes have cultural houses, 18/18 communes have sports areas; 240/240 (100%) villages and hamlets in 18 communes have cultural houses.

- In the area of ​​12 advanced new rural communes, model new rural communes, there are 174 villages and hamlets all have cultural houses, central sports areas, outdoor sports equipment installed at public places to serve the daily activities and physical training of people, especially the elderly and children, ensuring compliance with regulations. The network of cultural houses - sports areas of communes operates regularly and effectively, meeting the cultural, artistic, physical training, sports and meeting activities of the people.

- The rate of villages recognized as cultural residential areas is 174/174 villages and hamlets, reaching 100%; The rate of families recognized as cultural families is 28,121/28,902 families, reaching 97.3% (each commune reaches over 94% according to the criteria), in which the number of families awarded certificates of merit is 4,566/28,902 families, reaching 15.8% (each commune reaches 15% or more).

- The rate of hamlets and villages meeting the standards of model hamlets and villages of advanced and model new rural communes is 125/174 hamlets, reaching 71.8% (each commune achieves over 40% exceeding the criteria). Of which, 02 model new rural communes Khanh Thanh and Khanh Thien have 100% of hamlets and villages meeting the standards of model hamlets and villages.

Assessment: Yen Khanh district has 12 communes meeting criterion No. 6 on Culture according to the set of criteria for communes meeting advanced new rural standards for the period 2021-2025.

5.7. Regarding services and trade:

Up to now, all communes have planned and built rural trade infrastructure systems, meeting the needs of trading, exchanging goods and consuming agricultural products of the people. The whole district has 09 communes with planned and built markets that meet the standards of a class 3 market or higher, Khanh Thien commune's Green Market has been invested in and upgraded to meet the standards of a class 2 market.

Among the 12 advanced new rural communes and model new rural communes, there are 06 communes with markets (Khanh Hoa, Khanh Nhac, Khanh Trung, Khanh Mau, Khanh Thien, Khanh Thanh), the market area is from 2,300 m2 or more, with over 100 business households. All markets have market name signs, male and female restrooms; parking areas; fresh goods areas and separate dining areas; garbage collection, storage and transportation systems; drainage systems, fire prevention and fighting systems... Business locations in the market include stalls, kiosks, minimum business area of ​​3 m2 or more; ensure food safety, control environmental pollution. Market management and operation are in accordance with regulations and market rules, with the use of appropriate scales and measuring equipment; goods traded at the market are not on the list of prohibited items as prescribed. The remaining communes all have convenience stores and mini supermarkets that ensure food safety and sell goods that are not on the list of prohibited goods according to regulations.

Assessment: Yen Khanh district has 12 communes meeting criterion No. 7 on Rural Commercial Infrastructure according to the set of criteria for communes meeting advanced new rural standards for the period 2021-2025.

5.8. Regarding information and communication:

- The entire district has 18 communes with postal service points; each point has service staff and 01 postman to deliver and return goods; telecommunications and internet services cover the entire district, the transmission line system is regularly upgraded to ensure aesthetics and transmission quality; 100% of communes have a broadcasting system, loudspeaker system to villages and hamlets to ensure timely information and propaganda to local people; 100% of communes apply information technology in management and operation; apply i-Office software, i-Gate software, online public service portal in document management and operation of work smoothly from the district to the grassroots.

- In the area of ​​12 advanced new rural communes and model new rural communes, there are postal service points located on convenient traffic routes, equipped with computer systems with internet connection and scanners; service point staff are trained and instructed in providing online public services to support and guide people in using online public services.

The rate of people of working age using smartphones is 44,464/48,478 people, reaching 91.72% (requirement of criterion ≥ 80%); there is a broadcasting system to ensure information dissemination to local people; 100% of villages and hamlets have loudspeaker clusters operating regularly to help people update and quickly grasp information in the implementation of the Party's policies and guidelines, the State's laws and policies and local information; 100% of households can watch one of the following methods: satellite, cable, digital terrestrial, and Internet television; Internet systems and transmission lines are covered in all villages and hamlets.

All communes have their own bookcases located at the commune's cultural and sports center; villages and hamlets have their own legal bookcases located at the village and hamlet cultural houses to serve people to learn and read for free. The electronic information page has been upgraded according to regulations; promptly updating information about the locality, information about commune leaders, news about new documents, dissemination of laws, administrative procedures, news about events of activities of sectors, unions, ....

The network system has been covered throughout the area, the wiring system is regularly renovated and upgraded to ensure aesthetics and transmission quality. Each commune has 5-7 public points with free wifi network that meet the service quality, technical conditions for exploitation and information security according to current regulations.

Model new rural communes have built smart village models (Khanh Thanh commune: hamlet 9; Khanh Thien commune: hamlet Cau), in which: over 85% of households use fiber optic broadband Internet infrastructure; 95% of adults use smartphones, over 70% of adults have electronic payment accounts,...

Assessment: Yen Khanh district has 12 communes meeting criterion number 8 on Information and Communication according to the set of criteria for communes meeting advanced new rural standards for the period 2021-2025.

5.9. Regarding residential housing:

In recent years, the rural socio-economy has developed remarkably, the material and spiritual life of rural people has been constantly improved, people have paid attention to investing in building new houses, upgrading houses and auxiliary works to make them more spacious and clean. In addition, Yen Khanh district has well implemented the housing policy for the poor according to the Government's policy; propagandized and mobilized people to build new houses, renovate and upgrade houses, ponds, gardens, and livestock barns according to the "3 clean" criteria. 461 temporary and dilapidated houses have been eliminated. Up to now, the rate of standard residential houses accounts for 99.99%, there are no more temporary and dilapidated houses in the district.

+ Construction solid waste mainly comes from demolition or construction activities with a volume of about 4.52 tons/day, which is reused on-site by project owners as filling materials, reinforcing, and upgrading village roads and alleys. - Livestock facilities ensure regulations on veterinary hygiene, livestock farming and environmental protection: in the area of ​​12 advanced new rural communes, model new rural communes, there are 78 farms, 100% of livestock farms have registered environmental protection plans and have environmental protection procedures confirmed by the District People's Committee; household-scale livestock facilities have registered environmental protection plans confirmed by the Commune People's Committee. All farms and livestock households have facilities and measures for waste treatment such as biogas tanks, biological bedding, etc. to ensure hygiene, environment and veterinary hygiene conditions in livestock farming.

Especially in some communes such as Khanh Phu, Khanh Cu, Khanh An, most of the commune roads have a roadbed width of 8-15 m and a road surface width of 7-9 m. Currently, 100% of the commune roads have been asphalted and concreted.

(ii) Percentage of kilometers of district roads that are asphalted or concreted, have necessary traffic safety items according to regulations (signs, directions, lighting, speed bumps, guardrails, etc.), are planted with trees, are maintained annually, and ensure light - green - clean - beautiful:

The entire 15 km of district roads have been invested in construction with the road surface structure being 12.3 km of asphalt concrete and 2.7 km of cement concrete (reaching 100%). The intersections with the road system in the district have been invested in traffic safety items to ensure compliance with current regulations. 100% of the district roads passing through residential areas have lighting systems and trees. District roads are invested in upgrading, repairing, and maintaining annually, ensuring light - green - clean - beautiful.

(iii) Bus station in the district center (if any according to the planning) must meet type III standards or higher:

Yen Ninh Town Bus Station is planned in the adjusted Master Plan of Yen Ninh Town until 2030 in the Northeast of Yen Ninh Town, invested and completed in July 2019 and announced by Ninh Binh Department of Transport to put into operation in Decision No. 1772/QDSGTVT dated July 25, 2019 as a Type III Bus Station (announcement period from July 25, 2019 to July 25, 2024).

c) Assessment: The district meets criterion No. 2 on Traffic according to the set of criteria for advanced new rural districts for the period 2021-2025.

6.3. Criterion 03 on Irrigation and Disaster Prevention:

a) Criteria requirements

In the district, irrigation works are managed in 2 forms: District People's Committee (authorized by the District to the communes and Cooperatives in the area to manage and exploit) and Branch of Ninh Binh Province Irrigation Works Exploitation Company Limited, in which:

* For projects managed by Ninh Binh Province Irrigation Works Exploitation Company Limited - Yen Khanh District Branch:

Currently, the company is managing and operating a total of: 21 pumping stations (10 irrigation pumping stations, 6 drainage pumping stations, 5 combined irrigation and drainage pumping stations); 125 km of various canals (45.8 km of irrigation; 79.1 km of combined irrigation), 99 culverts of various types (including 27 culverts on the dike, 72 grade II culverts).

In 2022, according to the plan, the irrigation works to be put into maintenance, upgrading and repair include: a total of 3 pumping stations; 0.2 km of irrigation canals. The results of the irrigation works put into maintenance, upgrading and repair according to the plan: 3 pumping stations (100%); 0.2 km of various canals (100%).

* For projects managed by the District People's Committee:

Irrigation works managed and exploited by the district have a total of: 75.06 km of dikes; 89 pumping stations; 1,119 culverts of all kinds (of which: 40 culverts under the dike, 1,079 culverts of all kinds); 1,099 km of canals of all kinds (Level I canal: 92.2 km; Level II canal: 431.2 km; Level III canal: 575.9 km)

In 2022, the district has implemented maintenance, upgrading and repair of irrigation works reaching 100% of the plan, including: 2.5 km of dikes; 25 pumping stations; 136.5 km of canals of all kinds, 51 culverts of all kinds.

Every year, the inspection, maintenance, repair and upgrading of irrigation works are always focused on and evaluated. The District People's Committee has reviewed and made plans for maintenance, upgrading and repairing irrigation works to ensure the safety of life, property and agricultural production of people in the area. At the same time, during the implementation process, the District People's Committee has directed specialized departments to regularly inspect, report on the current status and plans for flood and drought prevention before and after the rainy and stormy season to ensure the safety of the irrigation system and water regulation to meet the prescribed standards before the rainy and stormy season.

In the district, there are 02 automatic monitoring stations of Ninh Binh Hydrometeorological Center that apply science and technology in management and exploitation to help collect data and monitor parameters on water level and rainfall: 01 project at Yen Khanh District People's Committee headquarters, 01 project at Khanh Thanh Commune People's Committee.

Currently, regarding the district's irrigation infrastructure database, the District People's Committee is directing the departments, offices and People's Committees of the district's communes to research, advise and implement the integration and updating of the irrigation infrastructure asset database software according to regulations.

(ii) Conduct inventory and control of violations and wastewater sources discharged into irrigation works in the district:

Every year, the District People's Committee issues documents directing the People's Committees of communes to strengthen propaganda to local people on the content of controlling and treating wastewater from daily life, livestock, and business activities as well as aquaculture of the unit before discharging it into the environment. In 2023, the District People's Committee issued 02 plans to carry out inventory and control of violations and wastewater sources discharged into irrigation works in the district: Plan No. 54/KH-UBND dated April 13, 2023 on inventory, control, and environmental protection of surface water sources in Yen Khanh district; Plan No. 93/KH-UBND dated June 18, 2023 on Wastewater Quality Management in the district. From 2017 to present, the District People's Committee has directed the Department of Agriculture and Rural Development to coordinate with the Branch of Irrigation Works Exploitation of Yen Khanh District, People's Committees of communes and towns to inspect, detect and handle 15/15 cases of violations in the form of construction, expansion and discharge of wastewater into irrigation works.

(iii) Ensure proactive requirements for natural disaster prevention and control according to the 4 on-site motto:

The District People's Committee has established a Steering Committee for Natural Disaster Prevention, Control and Search and Rescue; annually develops, approves and organizes the implementation of a natural disaster prevention and control plan; has a response plan for major types of natural disasters that frequently occur in the area, a response plan for strong storms and super storms according to the "4 on-site" motto approved in accordance with the provisions of the Law on Natural Disaster Prevention and Control.

Every year, the District People's Committee organizes to thoroughly grasp and strictly and promptly implement the Laws, Ordinances, Decrees and directives of the Government, Central Ministries, branches and the Provincial People's Committee on natural disaster prevention, control and search and rescue. Regularly propagate and disseminate to raise awareness of the whole community about types of natural disasters, experiences and knowledge of prevention, especially proactive response plans and overcoming consequences of strong storms and super storms. Identifying prevention, response and mitigation of damage caused by natural disasters is the responsibility of the entire political system and the local community.

Propaganda work is regularly broadcast on the district radio system, commune radio clusters and is broadcast with increased duration, promptly transmitting news bulletins and directives from all levels on disaster prevention and response during storms and floods, so that local authorities, grassroots authorities and people can proactively implement.

In the area, the District People's Committee has mobilized and integrated resources to deploy repairs, upgrades, and construction of works serving agricultural production and natural disaster prevention. On-site preparation work has been deployed and regularly supplemented to ensure good requirements for natural disaster prevention; the work of overcoming the consequences of storms and floods has been focused on and implemented effectively and substantially according to the approved plan.

c) Assessment: The district meets criterion No. 3 on Irrigation and Disaster Prevention according to the set of criteria for advanced new rural districts for the period 2021-2025.

6.4. Criterion 04 on Electricity

a) Criteria requirements

The electrical system ensures technical requirements, reliable and stable power supply, safe power grid corridors and aesthetics.

b) Review results

- In Yen Khanh district, there are a total of 241.87 km of medium voltage lines (invested and constructed in accordance with regional planning).

- The low-voltage power system has been invested synchronously, with stable and safe voltage (519.27 km of low-voltage wire, 408 transformer stations and 56,767 electricity meters) serving 100% of households, factories and companies in the district.

- In 2023, the electricity sector coordinated with the People's Committee of Yen Khanh district, the People's Committees of communes and towns to beautify central areas and ensure safety of power grid corridors.

- In the district center, commune and town centers, the lighting system reaches 100%, National Highway 10 and DT483 have invested over 80% of the route length, serving people and vehicles participating in traffic at night.

- The entire power system in the district ensures the technical requirements of the electricity industry, fully meeting the following technical requirements:

+ Ensure "meeting" technical parameters and electrical safety according to the Electrical Criteria in Decision No. 2332/QD-BCT dated November 7, 2022 of the Ministry of Industry and Trade guiding the implementation and recognition of Electrical Criteria in the National Criteria Set on new rural and advanced new rural construction for the period 2021-2025;

+ Synchronize and meet technical requirements in operation with the inter-commune distribution power system (in terms of frequency, voltage, phase balance, voltage harmonics, voltage flicker, capacity, transmission, protection system) according to the parameters specified in Circular No. 39/2015/TT-BCT dated November 18, 2015 of the Ministry of Industry and Trade regulating the distribution grid system;

+ The inter-commune power system must be suitable for the status and connection requirements between systems, the technical suitability of the electricity industry and according to the planning; The power system invested in the period of 2021-2025 must be suitable for the provincial power development plan after 2021, ensuring the quality of power supply to meet the electricity needs of people's daily life, production and socio-economic development of the district in the period of 2021-2025.

c) Assessment: The district meets criterion No. 4 Electricity according to the set of criteria for advanced new rural districts in the period 2021-2025.

6.5. Criterion 05 on Health - Culture - Education

a) Criteria requirements

- Rate of people participating in health insurance (applicable to both men and women) ≥95%

- There are parks or squares with installed sports equipment;

- Traditional national cultural values ​​are inherited and effectively promoted; cultural heritages in the area are inventoried, registered, taught, ranked, restored, embellished, protected and effectively promoted.

- 100% of high schools meet national standards level 1, of which at least 1 school meets national standards level 2.

- Vocational education and continuing education center achieved educational quality accreditation, reaching level 2.

b) Review results

(i) Percentage of people participating in health insurance:

Yen Khanh district has focused on directing communes to continue to develop plans to build and maintain communes that meet national health criteria; directing sectors, organizations, and localities to continue to improve the quality of health care for people to ensure that 100% of the population in the district is monitored and managed for health. Ensuring that 100% of health stations perform key tasks in primary health care on disease prevention, technical expertise development, monitoring and management of non-communicable diseases... the grassroots health network from district to commune, fully performing functions of preventive medicine, medical examination and treatment, rehabilitation, and implementing household health management on electronic records. Effectively mobilizing resources to develop the health system, actively attracting investment to develop the non-public health network.

Directing sectors, organizations, localities and enterprises to strengthen propaganda and mobilize people to participate in health insurance; developing a network of authorized social insurance and health insurance collection in communes and towns. Up to now, the rate of people participating in health insurance is 143,495 people/151,025 people, reaching 95.01%.

(ii) There are parks or squares with installed sports equipment:

Implementing the cultural criteria in building an advanced new rural district, in order to encourage the movement of practicing sports to improve health in the community, Yen Khanh district invested in installing 30-50 sports equipment at 02 public places at the district level: 01 point at the District Cultural - Sports Center yard and 01 point at Yen Khanh District Stadium to effectively serve the needs of practice and entertainment of the people, especially children and the elderly. The sports equipment is quite diverse in function and application for many sports training such as: waist, walking, shaking hands, cycling, twisting waist, pushing hands, walking in the air, shoulder hands, parallel bars, ... suitable for all ages. From there, attracting a large number of people to participate, promoting the district's sports movement to continue to develop modern civilization, promoting the campaign "All people practice physical exercise following the example of great Uncle Ho". In the coming time, the district will continue to call for resources and socialize investment in outdoor sports equipment to serve the people's needs for exercise and health training, while having a plan for annual management, maintenance and repair of equipment.

(iii) Traditional national cultural values ​​are inherited and effectively promoted; cultural heritages in the area are inventoried, registered, taught, ranked, restored, embellished, protected and effectively promoted:

In Yen Khanh district, there are 222 inventoried relics. Of these, 58 relics are ranked (12 relics are recognized as national relics, 46 relics are recognized as provincial relics).

Since the recognition of historical and cultural relics, communes and towns have established relic management boards to strictly manage them, preventing violations of the provisions of the Law on Cultural Heritage as well as other relevant current laws. Since then, the natural landscape of the relics has always been protected; cultural forms, traditional festivals and local customs and traditions have been preserved and activities have been organized in accordance with regulations.

Yen Khanh is also one of the cradles of intangible cultural heritage in the province with a variety of typical forms and heritages such as Cheo singing, Xam singing, drum dancing, folk beliefs, folk games, dragon dance, lion dance, scissors, human chess, tom diem, etc. The system of tangible and intangible cultural heritage in the district is regularly inventoried by state management agencies and is jointly protected, preserved and promoted by the community in many forms. Every year, the Department of Culture and Sports of the province and district organizes training courses to foster traditional arts and improve skills in using traditional musical instruments for students who are the core cultural nuclei in Cheo clubs in communes and towns in the district... thereby, improving the spiritual and cultural life of the people, contributing significantly to preserving and promoting the values ​​of historical and cultural relics and intangible cultural heritage in the district.

Cùng với việc đầu tư của Nhà nước, huyện cũng tích cực đẩy mạnh công tác xã hội hóa việc tu bổ, tôn tạo di tích. Nhân dân trong huyện đã đóng góp nhiều ngày công, hàng trăm triệu đồng cho công việc bảo vệ, quản lý tu bổ, tôn tạo các di tích. Ngoài ra, công tác tổ chức lễ hội tại các điểm di tích cũng được huyện quan tâm chỉ đạo. Hàng năm UBND huyện đều có hướng dẫn tăng cường công tác quản lý và tổ chức lễ hội theo đúng quy chế của Bộ Văn hóa, Thể thao và Du lịch và của các cấp, các ngành. Thực hiện Nghị định 110/2018/NĐ-CP, ngày 29/8/2018 của Chính phủ quy định về tổ chức và quản lý lễ hội, các lễ hội đều được thành lập Ban Tổ chức; các nghi lễ trong lễ hội được tổ chức theo đúng quy định của pháp luật về di sản văn hóa, quy chế tổ chức lễ hội, phù hợp với phong tục, tập quán của địa phương, giữ gìn, phát huy truyền thống văn hóa dân tộc, đảm bảo an ninh trật tự, an toàn lễ hội, không để xảy ra tình trạng lợi dụng lễ hội để hoạt động mê tín, dị đoan…; các lễ hội đã thu hút được đông đảo quần chúng nhân dân tham gia như: Lễ hội Đền Tam Thánh và Chùa Yên Lữ (xã Khánh An), Lễ hội Đền Triệu Việt Vương, Đền Nội (thị trấn Yên Ninh), Đền Tiên Yên và Chùa Kinh Dong (xã Khánh Lợi), Lễ hội Đền Duyên Phúc (xã Khánh Hồng)…

(iv) Có 100% số trường Trung học phổ thông đạt chuẩn quốc gia mức độ 1, trong đó có ít nhất 01 trường đạt chuẩn quốc gia mức độ 2:

Trên địa bàn huyện có 3 trường Trung học phổ thông, 02 trường đạt chuẩn quốc gia mức độ 1 và 01 trường đạt chuẩn quốc gia mức độ 2, cụ thể:

+ Trường THPT Yên Khánh A được thành lập năm 1965. Hiện nay, trường có 89 cán bộ, giáo viên, nhân viên, trong đó 100% số cán bộ, giáo viên đạt chuẩn, trên chuẩn chiếm 22,61%. Trường có 33 phòng học cao tầng với đầy đủ trang thiết bị; tỷ lệ học sinh tốt nghiệp THPT hàng năm đều đạt 100%; tỷ lệ đỗ đại học hàng năm nguyện vọng 1 đạt 90%

Trường THPT Yên Khánh A vinh dự được Nhà nước tặng thưởng danh hiệu "Anh hùng lao động trong thời kì đổi mới", được tặng biểu tượng vàng nguồn nhân lực Việt Nam năm 2012, năm học 2017-2018: Cờ đơn vị dẫn đầu phong trào thi đua của UBND tỉnh Ninh Bình .

Trường THPT Yên Khánh A được Chủ tịch UBND tỉnh công nhận và cấp Bằng công nhận Trường THPT đạt chuẩn Quốc gia tại Quyết định số 432/QĐ-UBND ngày 06/10/2010; công nhận lại và cấp bằng công nhận trường đạt chuẩn Quốc gia tại Quyết định số 295/QĐ-UBND ngày 14/6/2016; công nhận trường đạt chuẩn Quốc gia mức độ 2 tại Quyết định số 290/QĐ-UBND ngày 23/3/2022 của UBND tỉnh.

+ Trường THPT Yên Khánh B được thành lập năm 1966. Hiện nay, trường có 81 cán bộ, giáo viên, nhân viên, trong đó 100% số cán bộ, giáo viên đạt chuẩn, trên chuẩn chiếm 27%. Trường có 30 phòng học cao tầng với đầy đủ trang thiết bị. Tỷ lệ học sinh tốt nghiệp THPT hàng năm đều đạt 100%; tỷ lệ đỗ đại học hàng năm nguyện vọng 1 đạt 65%.

Trường THPT Yên Khánh B vinh dự được Nhà nước tặng thưởng huân chương Lao động hạng nhất năm 2009, Trường được công nhận đạt chuẩn quốc gia tại Quyết định số 525/QĐ-UBND ngày 29/10/2018 của UBND tỉnh.

+ Trường THPT Vũ Duy Thanh được thành lập năm 2000. Hiện nay, trường có 62 cán bộ, giáo viên, nhân viên, trong đó 100% số cán bộ, giáo viên đạt chuẩn, trên chuẩn chiếm 22,6%. Trường có 28 phòng học với đầy đủ trang thiết bị. Tỷ lệ học sinh tốt nghiệp THPT hàng năm đều đạt 99,4%; tỷ lệ đỗ đại học hàng năm nguyện vọng 1 đạt 12,8%.

Trường THPT Vũ Duy Thanh vinh dự được Thủ tướng tặng bằng khen năm 2009 do có thành tích xuất sắc. Trường được công nhận đạt chuẩn quốc gia tại Quyết định số 540/QĐ-UBND ngày 06/7/2023 của UBND tỉnh.

(v) Trung tâm giáo dục nghề nghiệp - giáo dục thường xuyên đạt kiểm định chất lượng giáo dục, đạt cấp độ 2:

Hiện nay, Trung tâm Giáo dục nghề nghiệp - Giáo dục thường xuyên huyện Yên Khánh có 20 lớp, với 20 phòng học và các trang thiết bị phục vụ học tập (Trong đó có 15 phòng học kiên cố, 05 phòng học bán kiên cố). Trung tâm có tổng số cán bộ, giáo viên, nhân viên là 43 người (Biên chế là 21 người, hợp đồng theo Nghị định 68/2000/NĐ-CP là 02 người, còn lại 20 người Trung tâm hợp đồng), trong đó 100% cán bộ giáo viên đạt chuẩn và 34,8% trên chuẩn. Tỷ lệ học sinh tốt nghiệp THPT hàng năm đạt từ 96%.

Trung tâm Giáo dục nghề nghiệp - Giáo dục thường xuyên huyện Yên Khánh đã được Sở Giáo dục và đào tạo kiểm định và đánh giá đạt tiêu chuẩn chất lượng giáo dục mức độ 2 tại Quyết định số 481/QĐ-SGDĐT ngày 28/6/2023.

c) Đánh giá: Huyện đạt chuẩn tiêu chí số 5 Y tế - Văn hóa - Giáo dục theo Bộ tiêu chí huyện nông thôn mới nâng cao giai đoạn 2021-2025

6.6. Tiêu chí 06 về Kinh tế

a) Yêu cầu tiêu chí

- Có KCN được lấp đầy từ 50% trở lên, hoặc có CCN được đầu tư hoàn thiện kết cấu hạ tầng kỹ thuật và được lấp đầy từ 50% trở lên, hoặc có cụm ngành nghề nông thôn được đầu tư cơ sở hạ tầng đồng bộ.

- Vùng nguyên liệu tập trung đối với các sản phẩm chủ lực của huyện được đầu tư đồng bộ về cơ sở hạ tầng, được cấp mã vùng và có ứng dụng quy trình kỹ thuật tiến tiến.

- Có chợ đạt tiêu chuẩn chợ hạng 2, hoặc trung tâm thương mại đạt chuẩn theo quy định.

- Có Đề án/Kế hoạch hỗ trợ phát triển kinh tế nông thôn đối với sản phẩm chủ lực, sản phẩm OCOP và được triển khai hiệu quả.

- Hình ảnh điểm du lịch của huyện được quảng bá thông qua ứng dụng Internet, mạng xã hội.

b) Kết quả rà soát

(i) Có khu công nghiệp (KCN) được lấp đầy từ 50% trở lên, hoặc có cụm công nghiệp (CCN) được đầu tư hoàn thiện kết cấu hạ tầng kỹ thuật và được lấp đầy từ 50% trở lên, hoặc có cụm ngành nghề nông thôn được đầu tư cơ sở hạ tầng đồng bộ:

Trên địa bàn huyện Yên Khánh có 02 KCN (Khánh Phú và Khánh Cư), 02 CCN đang hoạt động (Khánh Nhạc và Yên Ninh), tất cả đã được xây dựng đầu tư kết cấu hạ tầng kỹ thuật đồng bộ.

+ KCN Khánh Phú được thành lập theo Văn bản số 704/CP-CN ngày 26/05/2003 của Thủ tướng Chính phủ về việc đồng ý chủ trương xây dựng Khu công nghiệp Ninh Phúc (nay là KCN Khánh Phú) tỉnh Ninh Bình, nằm trên địa bàn của xã Khánh Phú và một phần diện tích của xã Ninh Phúc của thành phố Ninh Bình, diện tích 355,54 ha, tỷ lệ lấp đầy là 98,37%;

+ KCN Khánh Cư được phê duyệt quy hoạch chi tiết tỷ lệ 1/500 khu phụ trợ phục vụ sản xuất, kinh doanh tại Quyết định số 829/QĐ-UBND ngày 24/06/2016 của UBND tỉnh và điều chỉnh quy hoạch chi tiết xây dựng tại Quyết định số 1310/QĐ-UBND ngày 09/10/2017 của UBND tỉnh, diện tích 52,28 ha, tỷ lệ lấp đầy là 55,6%.

+ CCN Khánh Nhạc có diện tích 37,18 ha được thành lập theo Quyết định số 1296/QĐ-UBND ngày 23/11/2015 của UBND. Hiện có 02 cơ sở đã hoạt động với tổng diện tích là 20,515 ha gồm: Công ty TNHH sản xuất giày Chung Jye Ninh Bình - Việt Nam diện tích 19,53 ha và Công ty cổ phần chế biến nông sản Việt Xanh diện tích 0,985 ha.

+ CCN Yên Ninh được thành lập năm 2015 có diện tích 6,76 ha tại Quyết định số 476/QĐ-UBND ngày 21/05/2015 của UBND tỉnh. Hiện tại có 01 dự án đầu tư và đã đi vào hoạt động là Công ty TNHH may mặc Excel Việt Nam được thành lập theo giấy chứng nhận đầu tư số 091043000029 ngày 01/10/2008 của UBND tỉnh Ninh.

(ii) Vùng nguyên liệu tập trung đối với các sản phẩm chủ lực của huyện được đầu tư đồng bộ về cơ sở hạ tầng, được cấp mã vùng và có ứng dụng quy trình kỹ thuật tiến tiến:

- Sản phẩm chủ lực thuộc lĩnh vực trồng trọt của huyện là lúa gạo; rau củ quả và trạch tả (trong đó diện tích đất trồng lúa chiếm 73% diện tích đất nông nghiệp).

Toàn huyện có 19 vùng sản xuất (17 vùng sản xuất lúa; 01 vùng sản xuất cây dược liệu; 01 vùng sản xuất rau củ quả); các vùng đều nằm trong Quy hoạch xây dựng vùng huyện Yên Khánh đến năm 2030, tầm nhìn đến năm 2050 theo Quyết định số 471/QĐ-UBND ngày 26/6/2023 của UBND tỉnh Ninh Bình.

Tại 18 xã trên địa bàn, các HTX đều thực hiện hợp đồng liên kết tiêu thụ sản phẩm giữa HTX nông nghiệp của các xã với các công ty, doanh nghiệp trong và ngoài tỉnh.

Các vùng sản xuất đều được đầu tư đồng bộ về hạ tầng giao thông, thủy lợi nội đồng phục vụ sản xuất và được cấp mã số vùng trồng, chứng nhận an toàn thực phẩm và mã truy suất nguồn gốc sản phẩm.

Năm 2023, trên địa bàn huyện đã có 21 mã số vùng trồng do Chi cục Trồng trọt và Bảo vệ thực vật cấp, đảm bảo theo quy định, giấy chứng nhận đủ điều kiện ATTP hoặc các chứng nhận VietGAP hoặc tương đương còn hiệu lực

(iii) Có chợ đạt tiêu chuẩn chợ hạng 2, hoặc trung tâm thương mại đạt chuẩn theo quy định:

- Năm 2023, UBND xã Khánh Thiện đã đầu tư, cải tạo nâng cấp chợ Xanh đạt tiêu chuẩn chợ hạng 2 theo quy định, cụ thể: Chợ có 202 gian hàng, điểm kinh doanh; khu vệ sinh được bố trí nam và nữ riêng, có hệ thống nước sạch, hệ thống thu gom xử lý rác thải trong ngày, hệ thống rãnh thoát nước đảm bảo theo quy định; hệ thống bảng hiệu, địa chỉ và số điện thoại thuận lợi liên hệ; Các gian hàng được sắp xếp bố trí theo ngành nghề kinh doanh đảm bảo an toàn vệ sinh thực phẩm, an toàn phòng cháy chữa cháy; đã bố trí kho chứa hàng cho các hộ kinh doanh, có khu trông giữ xe đảm bảo trật tự an toàn cho khách. Hồ sơ dự án đầu tư xây dựng chợ được các cơ quan thẩm định, thẩm duyệt đảm bảo an toàn công trình, an toàn phòng cháy chữa cháy, vệ sinh môi trường,… và đã được nghiệm thu bàn giao đưa vào sử dụng. Chợ đã được UBND tỉnh quyết định công nhận chợ hạng 2.

(iv) Có Đề án/Kế hoạch hỗ trợ phát triển kinh tế nông thôn đối với sản phẩm chủ lực, sản phẩm OCOP và được triển khai hiệu quả:

- UBND huyện Yên Khánh đã ban hành Kế hoạch số 83/KH-UBND ngày 06/6/2023 thực hiện Chương trình Mỗi xã một sản phẩm (OCOP) huyện Yên Khánh năm 2023. Mục tiêu cụ thể, trong năm 2023, có thêm ít nhất 15 sản phẩm được công nhận đạt từ 03 sao trở lên; phấn đấu có sản phẩm tiềm năng 04 sao đề 2 nghị Hội đồng cấp tỉnh đánh giá, công nhận sản phẩm OCOP cấp tỉnh. Triển khai thí điểm ít nhất 01 mô hình phát triển sản phẩm OCOP gắn với bảo tồn và phát huy vai trò của các làng nghề, làng nghề truyền thống; đẩy mạnh hoạt động quản lý chất lượng và xúc tiến thương mại các sản phẩm OCOP.

- Trong 6 tháng đầu năm 2023, UBND huyện đã chỉ đạo các cơ quan chuyên môn, triển khai thực hiện có hiệu quả Kế hoạch số 83/KH-UBND ngày 06/6/2023. UBND huyện đã ban hành Quyết định thành lập Hội đồng và Tổ giúp việc Hội đồng đánh giá, phân hạng sản phẩm OCOP cấp huyện; Ban hành Quy chế hoạt động của Hội đồng; Tổ chức đánh giá, phân hạng 15 sản phẩm, các sản phẩm đều được đánh giá xếp hạng OCOP 3 sao, có sản phẩm tiềm năng 4 sao gửi Hội đồng cấp tỉnh đánh giá, phân hạng. Tổ chức Hội nghị tập huấn đưa các sản phẩm tiêu biểu, sản phẩm OCOP lên sàn thương mại điện tử, Hội nghị tuyên truyền nâng cao kiến thức chuyển đổi số cho các chủ thể OCOP. Tham gia các hoạt động quảng bá, giới thiệu sản phẩm OCOP trên hệ thống truyền thanh, truyền hình của huyện, các lễ hội, tuần lễ du lịch "Sắc vàng Tam Cốc"...

(v) Hình ảnh điểm du lịch của huyện được quảng bá thông qua ứng dụng Internet, mạng xã hội:

- Huyện đã xây dựng chuyên mục du lịch trên trang Thông tin điện tử của huyện tại địa chỉ http://yenkhanh.ninhbinh.gov.vn và trên Fanpage Facebook "Yên Khánh Quê hương tôi",… Thông tin về điểm du lịch của huyện được thường xuyên cập nhật trên chuyên mục du lịch của huyện; chuyên mục du lịch của huyện được kết nối với website du lịch của Sở Du lịch Ninh Bình để quảng bá tiềm năng, sản phẩm du lịch của huyện.

c) Đánh giá: Huyện đạt chuẩn tiêu chí số 6 Kinh tế theo Bộ tiêu chí huyện nông thôn mới nâng cao giai đoạn 2021-2025.

6.7. Tiêu chí 07 về Môi trường:

a) Yêu cầu tiêu chí

- Tỷ lệ chất thải rắn sinh hoạt và chất thải rắn không nguy hại trên địa bàn huyện được thu gom và xử lý theo quy định ≥95%.

- Tỷ lệ chất thải rắn nguy hại trên địa bàn huyện được thu gom, vận chuyển và xử lý đáp ứng các yêu cầu về bảo vệ môi trường đạt 100%.

- Tỷ lệ chất thải hữu cơ, phụ phẩm nông nghiệp được thu gom, tái sử dụng, tái chế thành các nguyên liệu, nhiên liệu và sản phẩm thân thiện với môi trường ≥80%.

- Tỷ lệ hộ gia đình thực hiện phân loại chất thải rắn tại nguồn ≥70%.

- Tỷ lệ nước thải sinh hoạt trên địa bàn toàn huyện được thu gom, xử lý bằng các biện pháp, công trình phù hợp ≥50%.

- Đất cây xanh sử dụng công cộng tại điểm dân cư nông thôn ≥4m2/người.

- Không có làng nghề ô nhiễm môi trường trên địa bàn huyện.

- Tỷ lệ chất thải nhựa phát sinh trên địa bàn được thu gom, tái sử dụng, tái chế, xử lý theo quy định ≥85%.

b) Kết quả rà soát

(i) Tỷ lệ chất thải rắn sinh hoạt và chất thải rắn không nguy hại trên địa bàn huyện được thu gom và xử lý theo quy định ≥95%:

- Chất thải rắn sinh hoạt: Khối lượng chất thải rắn sinh hoạt (CTRSH) phát sinh trên địa bàn huyện khoảng 78 tấn/ngày (khoảng 28.500 tấn/năm), được phân loại, thu gom, xử lý khoảng 70 tấn/ngày, đạt tỷ lệ 89,7%.

Hiện nay các xã, thị trấn trên địa bàn huyện không có trạm trung chuyển chất thải rắn sinh hoạt, không có bãi chôn lấp chất thải rắn sinh hoạt trực tiếp, không có bãi đốt, xử lý rác lộ thiên, chỉ có 04 điểm tập kết rác thải tạm thời trong đó 04 xã có điểm tập kết chung, tại các xã, thị trấn còn lại không tập kết cố định mà các xe gom rác của các thôn, xóm, phố chuyển giao trực tiếp lên xe chuyên dụng ngay sau khi thu gom. Tại các điểm tập kết, chất thải rắn sinh hoạt được chứa trên xe gom rác sau đó chuyển lên xe chuyên dụng, không có chất thải rắn, nước thải tràn đổ ra điểm tập kết, các xe gom rác thu gom từ các khu dân cư tập kết về và chuyển trực tiếp lên xe chuyên dụng, hoạt động diễn ra trong khoảng 01-02 giờ, không có chất thải rắn hoặc nước rỉ rác rơi vãi ra khu vực tập kết rác sau đó các xe gom rác được nhân viên của tổ thu gom rửa sạch, tự đưa về nhà để lưu giữ, sử dụng cho đợt thu gom tiếp theo. Có 47.742/47.742 hộ gia đình đã đăng ký thực hiện thu gom chất thải rắn sinh hoạt tập trung, đạt tỷ lệ 100% trong đó có 34.520/47.742 hộ thực hiện phân loại chất thải rắn sinh hoạt tại nguồn. Khối lượng chất thải rắn sinh hoạt được tái chế, tái sử dụng, tự xử lý tại hộ gia đình là khoảng 20 tấn/ngày (730 tấn/năm), khối lượng được thu gom, xử lý tập trung khoảng 50 tấn/ngày (18.250 tấn/năm).

- Chất thải rắn không nguy hại:

+ Chất thải rắn xây dựng: Chất thải rắn xây dựng các xã, thị trấn trên địa bàn huyện chủ yếu phát sinh từ các hoạt động phá dỡ hoặc xây dựng công trình có khối lượng khoảng 3.300 tấn/năm nói chung được các chủ công trình tái sử dụng tại chỗ để làm vật liệu san lấp, gia cố, nâng cấp các công trình xây dựng, các tuyến đường làng, ngõ xóm, không có tình trạng đổ chất thải xây dựng bừa bãi gây ô nhiễm môi trường. Toàn bộ 100% chất thải rắn xây dựng được tái sử dụng theo mục đích phù hợp.

+ Chất thải rắn công nghiệp: Chất thải rắn công nghiệp phát sinh trên địa bàn huyện khoảng 7.470 tấn/năm tập trung tại các khu, CCN, trong đó có một số cơ sở phát sinh nhiều chất thải rắn công nghiệp như: Công ty TNHH ADM 21 Việt Nam (khoảng 542 tấn/năm), Công ty TNHH may Nien Hsing Ninh Bình (khoảng 987 tấn/năm), Công ty TNHH Chung Jye Ninh Bình - Việt Nam (khoảng 1.594 tấn/năm), Công ty cổ phần Bình Điền - Ninh Bình (khoảng 240 tấn/năm),… 100% chất thải rắn công nghiệp được các cơ sở tận dụng tái sử dụng làm nguyên liệu sản xuất, phân loại bán phế liệu hoặc hợp đồng với đơn vị chức năng để xử lý theo quy định. Đối với tro xỉ từ hoạt động sản xuất của các cơ sở phát sinh khoảng 255.090 tấn/năm chủ yếu từ Công ty TNHH MTV đạm Ninh Bình (khoảng 237.629 tấn) và Công ty TNHH MTV sản xuất và thương mại Phúc Hưng 18 (khoảng 16.660 tấn). được các đơn vị hợp đồng với đơn vị chức năng để tái chế, tái sử dụng làm vật liệu xây dựng và làm nguyên liệu cho ngành sản xuất khác (tro xỉ của Công ty TNHH MTV đạm Ninh Bình được Công ty TNHH thương mại Thái Sơn tái sử dụng, tro xỉ của Công ty TNHH MTV sản xuất và thương mại Phúc Hưng được Công ty TNHH thương mại và phát triển Phúc Long và Công ty TNHH Aitec Việt Nam tái sử dụng). Tỷ lệ tro xỉ phát sinh được thu gom, tái chế, tái sử dụng và xử lý đạt 100%.

(ii) Tỷ lệ chất thải rắn nguy hại trên địa bàn huyện được thu gom, vận chuyển và xử lý đáp ứng các yêu cầu về bảo vệ môi trường đạt 100%:

Khối lượng chất thải rắn nguy hại phát sinh trên địa bàn huyện khoảng 941 tấn/năm bao gồm: từ hoạt động sản xuất công nghiệp 930 tấn/năm, bao gói thuốc bảo vệ thực vật sau sử dụng khoảng 4,2 tấn/năm, chất thải y tế nguy hại khoảng 07 tấn/năm đã được thu gom, từ hoạt động sinh hoạt khoảng 17,5 tấn/năm vận chuyển và xử lý theo quy định:

+ Chất thải rắn nguy hại từ các cơ sở sản xuất, kinh chủ yếu từ các cơ sở sản xuất công nghiệp quy mô lớn như: Công ty TNHH MTV đạm Ninh Bình (15 tấn/năm), Công ty TNHH Long Sơn (48,2 tấn/năm), Công ty TNHH sản xuất giày Chung Jye Ninh Bình - Việt Nam (252 tấn/năm), Công ty TNHH ADM 21 Việt Nam (28,5 tấn/năm), Công ty TNHH Chang Xin (430,1 tấn/năm), Chi nhánh số 2 Công ty cổ phần tập đoàn Hoa Sen tại Yên Khánh - Ninh Bình (24,9 tấn/năm), Công ty TNHH may Nien Hsing Ninh Bình (67 tấn/năm), Công ty cổ phần Austdoor Ninh Bình (5,4 tấn/năm), Công ty TNHH MVT sản xuất và thương mại Phúc Hưng (13,2 tấn/năm), Công ty TNHH công nghiệp Chia Chen (12,3 tấn/năm), Công ty TNHH Beauty Surplus Int'l Việt Nam (21,1 tấn/năm), .... Tất cả chất thải nguy hại phát sinh được chủ cơ sở ký hợp đồng với các đơn vị có chức năng thu gom, vận chuyển và xử lý theo quy định.

+ Bao gói thuốc bảo vệ thực vật sau sử dụng: Bao gói thuốc bảo vệ thực vật sau khi sử dụng được các hộ dân bỏ vào các thiết bị bể chứa (ống bi, bể bê tông có nắp đậy, thùng đựng chất thải nguy hại) đã được các xã đặt tại các điểm, các vị trí phù hợp nhằm tránh việc vứt bỏ chất thải nông nghiệp nguy hại không đúng nơi quy định. Đến nay số lượng bể thu gom bao gói thuốc bảo vệ thực vật được lắp đặt tại các bờ ruộng, cánh đồng 1.645 bể. Định kì 1 năm/lần sẽ chuyển giao cho đơn vị có đủ chức năng đến thu gom, vận chuyển, xử lý rác thải nông nghiệp nguy hại theo quy định. 100% xã đã ký hợp đồng vận chuyển và xử lý vỏ bao gói thuốc BVTV với đơn vị có chức năng. Hàng năm, sau mỗi vụ phun trừ thuốc bảo vệ thực vật, các xã đã tổ chức 19 phát động thu gom bao bì thuốc bảo vệ thực vật trên các cánh đồng để xử lý theo quy định, không gây ô nhiễm môi trường, ảnh hưởng tới sức khỏe người dân, các động vật khác. UBND huyện đã chỉ đạo các xã tiếp tục kiểm tra, rà soát lắp đặt bổ sung và sửa chữa các bể chứa bị hỏng, mất nắp, không đạt yêu cầu lưu chứa theo quy định. 100% vỏ bao bì thuốc bảo vệ thực vật được thu gom, vận chuyển, xử lý theo quy định. Người dân đã có ý thức hơn trong việc thu gom vỏ bao bì thuốc bảo vệ thực vật sau sử dụng tập kết tại các bể, hạn chế được tình trạng vỏ bao bì vứt bừa bãi ven các bờ ruộng, kênh, mương.

+ Chất thải rắn y tế nguy hại: Trên địa bàn huyện có 27 cơ sở y tế (Trung tâm Y tế huyện Yên Khánh, Phòng khám đa khoa Khánh Trung, 19 trạm y tế cấp xã, 06 phòng khám tư nhân. Chất thải tại các cơ sở y tế được các cơ sở phân hoại theo hướng dẫn tại Thông tư số 20/2021/TT-BYT ngày 26/11/2021 của Bộ Y tế quy định về quản lý chất thải y tế trong phạm vi khuôn viên cơ sở y tế.

Trung tâm Y tế huyện ký hợp đồng với Công ty Cổ phần đầu tư và kỹ thuật tài nguyên môi trường ETC để vận chuyển và xử lý theo quy định về quản lý chất thải nguy hại. Trạm y tế các xã, thị trấn thu gom, vận chuyển tập kết chất thải nguy hại để lưu giữ tại kho chất thải nguy của Trung tâm Y tế huyện Yên Khánh để lưu giữ, thu gom và vận chuyển theo quy định. Các cơ sở y tế khác ký hợp đồng với đơn vị chức năng để vận chuyển, xử lý chất thải y tế nguy hại theo quy định.

Các phòng khám tư nhân hợp đồng với đơn vị chức năng để vận chuyển, xử lý chất thải y tế nguy hại theo quy định.

+ Chất thải nguy hại phát sinh từ sinh hoạt tại hộ gia đình chiếm khối lượng khoảng 0,1% chất thải sinh hoạt phát sinh. UBND huyện triển khai các văn bản hướng dẫn thu gom, phân loại và xử lý chất thải nguy hại từ hộ gia đình đến UBND các xã, thị trấn. Chất thải nguy hại phát sinh trong sinh hoạt hộ gia đình, các xã, thị trấn bố trí các điểm tập kết chất thải nguy hại, mỗi xã bố trí từ 1-2 điểm tập kết CTNH. Người dân đem CTNH của hộ gia đình đến các điểm thu gom; lực lượng trực tiếp tham gia tổ chức, trực các điểm thu gom của địa phương đến tận các hộ gia đình vận động và thu gom CTNH. Chất thải nguy hại phát sinh trong sinh hoạt các hộ gia đình được thu gom từ các điểm tập kết CTNH hoặc khu vực lưu chứa được vận chuyển, xử lý theo hợp đồng giữa UBND các xã, thị trấn và Công ty cổ phần đầu tư và kỹ thuật tài nguyên môi trường ETC.

(iii) Tỷ lệ chất thải hữu cơ, phụ phẩm nông nghiệp được thu gom, tái sử dụng, tái chế thành các nguyên liệu, nhiên liệu và sản phẩm thân thiện với môi trường ≥80%:

Theo thống kê, tổng lượng phụ phẩm cây trồng trên địa bàn huyện là 44.390 tấn/năm. Các phụ phẩm này chủ yếu là từ rơm, rạ, thân cây lương thực, cây có hạt. Đối với rơm rạ từ hoạt động sản xuất lúa, trên địa bàn huyện có 48 máy cuộn rơm để thu gom 100% rơm trên đồng ruộng làm thức ăn gia súc, làm nguyên liệu để trồng nấm, dùng để che phủ trên vườn mầu, … Đối với phần gốc rơm rạ còn lại được xử lý bằng biện pháp cày lật đất để tăng độ mùn cho đất, trên địa bàn xã không có hiện tượng đốt rơm rạ ngoài đồng ruộng hoặc vứt bừa bãi nơi công cộng, cản trở giao thông. Năm 2023, được sự quan tâm của Bộ Tài nguyên và Môi trường, Viện Khoa học môi trường đã phối hợp UBND xã Khánh Thành tổ chức hội nghị tập huấn và hỗ trợ men vi sinh xử lý gốc rơm rạ trên các cánh đồng với số lượng 19/19 xóm đăng ký tham gia thực hiện. Mô hình đã mang lại nhiều hiệu quả tích cực, góp phần tăng hàm lượng chất hữu cơ cho đất, giảm thiểu lượng phụ phẩm nông nghiệp phát sinh. Đến nay, tỷ lệ chất thải hữu cơ, phụ phẩm nông nghiệp phát sinh từ hoạt động trồng trọt được tái sử dụng và tái chế thành nguyên liệu, nhiên liệu và các sản phẩm thân thiện với môi trường trên địa bàn các xã đều đạt trên 83%.

Tổng lượng chất thải rắn từ hoạt động chăn nuôi theo thống kê là 4.190 tấn/năm. Rác thải chủ yếu là phân gia súc, gia cầm. Các trang trại, hộ gia đình chăn nuôi cơ bản đã thực hiện các công trình, biện pháp xử lý chất thải như xử lý bằng bể biogas, đệm lót sinh học... đảm bảo vệ sinh, môi trường và các điều kiện vệ sinh thú y trong chăn nuôi..

(iv) Tỷ lệ hộ gia đình thực hiện phân loại chất thải rắn tại nguồn ≥70%:

UBND huyện đã chỉ đạo UBND các xã, thị trấn thực hiện xây dựng khu dân cư nông thôn mới kiểu mẫu gắn liên với các nội dung bảo vệ môi trường. Theo đó, tất cả các khu dân cư đều triển khai các mô hình về phân loại, xử lý rác thải tại nguồn, giảm lượng rác thải phát sinh. Đến nay, đã có 34.520/47.742 hộ gia đình có triển khai mô hình phân loại rác thải tại nguồn đạt tỷ lệ 72,3%.

Ngoài công tác tuyên truyền, UBND huyện có cơ chế hỗ trợ kinh phí đối với các khu dân cư triển khai thực hiện mô hình.

(v) Tỷ lệ nước thải sinh hoạt trên địa bàn huyện được thu gom, xử lý bằng các biện pháp, công trình phù hợp ≥50%:

Tổng khối lượng nước thải sinh hoạt của các hộ gia đình, tổ chức tại các khu dân cư tập trung là khoảng 10.000 m3 /ngày trong đó khối lượng nước thải sinh hoạt của các hộ gia đình 9.500 m3 /ngày đêm, nước thải các tổ chức khoảng 500 m3/ngày đêm.

Hiện nay, nước thải tại các tổ chức, hộ gia đình tại các khu dân cư tập trung chủ yếu được thu gom xử lý lại các bể tự hoại 3 ngăn, đối với nước rửa tay chân, tắm giặt, nước thải nhà bếp được xử lý qua các bể lắng, hố ga trước khi xả ra hệ thống thoát nước chung của các khu dân cư. Hệ thống thoát nước tại các khu dân cư tập trung cơ bản đã được đầu tư xây dựng đáp ứng yêu cầu tiêu thoát nước thải.

Đến nay, có 46.731/47.742 hộ (97,8%) các hộ dân có nhà tiêu tự hoại 3 ngăn và có hố ga, bể lắng xử lý nước thải trước khi thải ra môi trường. Các bể tự hoại, hố gas, bể lắng được nạo vét thường xuyên. UBND huyện Yên Khánh đã triển khai thực hiện dự án Đầu tư xây dựng công trình Hệ thống xử lý môi trường làng nghề bún bánh Yên Ninh, huyện Yên Khánh để thu gom, xử lý toàn bộ nước thải làng nghề bún Yên Ninh (bao gồm cả nước thải sinh hoạt và nước thải sản xuất) trong đó trạm xử lý nước thải có công suất 500 m3 /ngày đêm thu gom, xử lý toàn bộ nước thải sinh hoạt và nước thải sản xuất từ các hộ gia đình tại khu phố Thượng Đông và Thượng Tây của thị trấn Yên Ninh. Hiện thực hiện xong hạng mục xây dựng, không thực hiện việc lắp đặt máy móc, thiết bị do đó công trình chưa đi vào vận hành được. Năm 2023 UBND huyện Yên Khánh đã bố trí kinh phí và tiếp tục triển khai việc lắp đặt các thiết bị, máy móc để đưa dự án đi vào vận hành, dự kiến hoàn thành lắp đặt và vận hành trong năm 2023.

Theo quy hoạch xây dựng vùng huyện Yên Khánh đến năm 2030 được duyệt, quy hoạch xây dựng, nâng cấp các trạm xử lý nước thải tập trung như sau:

+ Nâng cấp trạm xử lý nước thải thị trấn Yên Ninh lên 15.000 m3/ngày.

+ Xây dựng mới trạm xử lý nước thải tại xã Khánh Thiện công suất 10.000 m3/ngày.

+ Xây dựng mới trạm xử lý nước thải tại xã Khánh Thành công suất 10.000 m3/ngày.

UBND huyện ban hành Kế hoạch số 93/KH-UBND ngày 19/6/2023 quản lý chất lượng nước thải trên địa bàn huyện Yên Khánh, mục tiêu của Kế hoạch là nhận diện các nguồn nước thải; thống kê, kiểm kê hiện trạng phát sinh nước thải, xử lý nước thải và xả nước thải vào môi trường trên địa bàn huyện. Định hướng các nội dung, nhiệm vụ về quản lý nước thải. Giao nhiệm vụ cho các phòng, ban, đơn vị có liên quan với mục tiêu 100% nước thải phát sinh phải được xử lý trước khi thải ra môi trường.

(vi) Đất cây xanh sử dụng công cộng tại điểm dân cư nông thôn ≥4m2/người:

Diện tích đất cây xanh công cộng tại các điểm dân cư nông thôn trên địa bàn huyện Yên Khánh là 616.945,3 bao gồm:

+ Các cơ sở giáo dục (các trường mầm non, các trường tiểu học, các trường trung học cơ sở, trường trung học phổ thông, trung tâm giáo dục nghề nghiệp - giáo dục thường xuyên, phòng giáo dục đào tạo); các cơ sở y tế (các trạm y tế xã, thị trấn, trung tâm y tế huyện); nhà văn hóa - khu thể thao các thôn, xóm, xã, thị trấn; điểm phục vụ bưu chính, viễn thông các xã, thị trấn, huyện…. có diện tích 519.979,3 m2.

+ Khu sân chơi công cộng của các xã, thị trấn, sân vận động huyện…; vườn hoa các xã, thị trấn, có diện tích 96.966 m2.

Cây xanh, cây bóng mát được trồng tại các điểm công cộng trên thường là các loài cây bản địa thân gỗ như: cây đa, cây sấu, cây bằng lăng, bàng, phượng, xà cừ, vú sữa, cây si… phù hợp với khu vực nông thôn. Không bao gồm các loại thân thảo, vườn hoa, thảm cỏ; không trồng các loại cây dễ đổ gãy ảnh hưởng đến sức khỏe con người, thuộc danh mục các loài ngoại lai xâm hại theo quy định. Mật độ trồng cây 600 cây/ha.

Tổng số nhân khẩu của địa phương: 151.025 người.

Diện tích đất cây xanh sử dụng công cộng tại điểm dân cư nông thôn bình quân 01 người là 4,09 m2.

(vii) Không có làng nghề ô nhiễm môi trường trên địa bàn huyện:

Trên địa bàn huyện có 07 làng nghề được UBND tỉnh công nhận bao gồm: làng nghề cói Bình Hòa, làng nghề cói - bèo bồng Đức Hậu, làng nghề cói - bèo bồng Đồng Mới xã Khánh Hồng, làng nghề cói xóm 8 xã Khánh Mậu, làng nghề cây cảnh xóm 1 xã Khánh Thiện, làng nghề ẩm thực xóm Phong An, xã Khánh Thiện, làng nghề bún Yên Ninh, thị trấn Yên Ninh. Các làng nghề và cơ sở sản xuất trong làng nghề đã thực hiện đúng các quy định về bảo vệ môi trường, cụ thể:

+ 100% các làng nghề đã có phương án bảo vệ môi trường làng nghề được UBND huyện phê duyệt; UBND các xã đã ban hành Quyết định thành lập tổ tự quản về môi trường tại các làng nghề.

+ Không có cơ sở gây ô nhiễm môi trường nghiêm trọng và không có cơ sở gây ô nhiễm môi trường kéo dài trong làng nghề; không có làng nghề trong danh mục gây ô nhiễm môi trường nghiêm trọng; không có cơ sở sản xuất trong làng nghề có hành vi vi phạm quy định về xả nước thải, bụi, khí thải, tiếng ồn vượt quy chuẩn kỹ thuật về chất thải hoặc chôn lấp đổ thải chất thải trái quy định bảo vệ môi trường đến mức bị áp dụng hình phạt bổ sung là đình chỉ hoạt động theo quy định của pháp luật trong lĩnh vực BVMT.

+ Các làng nghề cói - bèo bồng, cây cảnh phát sinh chất thải sản xuất với khối lượng nhỏ chủ yếu là các đầu mẩu cói, bèo, cành lá cây được các hộ gia đình thu gom, tái sử dụng làm chất đốt, tự xử lý tại gia đình hoặc giao cho đơn vị vận chuyển đi xử lý cùng với chất thải rắn sinh hoạt của địa phương.

+ Nước thải từ các hộ gia đình tại làng nghề ẩm thực xóm Phong An xã Khánh Thiện có khối lượng không lớn do quy mô sản xuất chủ yếu là hộ gia đình, nước thải được thu gom, lắng bằng bể lắng và xử lý bằng bể tự hoại trước khi xả ra hệ thống thoát nước chung.

+ Nước thải từ các hộ gia đình tại làng nghề bún Yên Ninh có khối lượng khoảng 200 m3/ngày được các hộ xử lý sơ bộ bằng bể lắng và bể biogas sau đó xả ra hệ thống thoát nước chung. UBND huyện Yên Khánh đã đầu tư xây dựng hệ thống thu gom, xử lý nước thải làng nghề bún Yên Ninh công suất 500 m3/ngày để xử lý toàn bộ nước thải sinh hoạt, nước thải sản xuất của làng nghề. Đến nay đã xây dựng xong hệ thống đường ống và các hạng mục công trình của trạm xử lý nước thải, trong thời. Trong thời gian tới, UBND huyện Yên Khánh tiếp tục thực hiện lắp đặt trang thiết bị, máy móc và đưa vào vận hành đối với hệ thống xử lý nước thải dự kiến hoàn thành trong năm 2023.

(viii) Tỷ lệ chất thải nhựa phát sinh trên địa bàn huyện được thu gom, tái sử dụng, tái chế, xử lý theo quy định ≥80%:

Khối lượng chất thải nhựa phát sinh trên địa bàn huyện khoảng 2.945 tấn/năm chủ yếu từ hoạt động sinh hoạt của các hộ gia đình, cá nhân (khoảng 2.850 tấn/năm), từ hoạt động sản xuất, kinh doanh, dịch vụ (khoảng 95 tấn/năm). Thành phần chính của chất thải nhựa chủ yếu là các đồ dùng, dụng cụ bằng nhựa (khoảng 30 - 35%) và túi ni lông (khoảng 50 - 55%), các sản nhẩm nhựa dùng một lần và sản phẩm nhựa khác (khoảng 10 - 15%).

UBND huyện đã ban hành Kế hoạch, chỉ đạo, triển khai các phong trào "Chống rác thải nhựa" trên phạm vi toàn huyện. UBND huyện đã tổ chức các lớp tập huấn và triển khai mô hình phân loại chất thải rắn sinh hoạt tại nguồn trên địa bàn huyện. Khuyến khích người dân hạn chế sử dụng các loại sản phẩm nhựa 1 lần, tăng cường tái chế, tái sử dụng đồng thời triển khai phát động mô hình thu gom chất thải nhựa, phế liệu gây quỹ Hội, quỹ Đội trong các nhà trường của Huyện đoàn và Hội liên hiệp phụ nữ huyện và đã đạt được nhiều kết quả tích cực, cụ thể:

+ Hạn chế sử dụng túi ni lông hoặc tái sử dụng túi ni lông, sử dụng dụng cụ khác để đựng hàng hóa trong hoạt động mua sắm, nhất là sử dụng các sản phẩm thủ công của làng nghề tại địa phương để thay thế túi ni lông.

+ Hạn chế sử dụng các sản phẩm nhựa dùng một lần như hộp, cốc nhựa đựng thực phẩm.

+ Tăng cường tái chế, tái sử dụng đối với các chất thải nhựa như: đồ dùng, dụng cụ, chai, lọ bằng nhựa không còn sử dụng góp phần tạo nguồn thu và tiết kiệm chi phí cho các hộ gia đình.

+ Thu gom, xử lý triệt để đối với các chất thải nhựa không thể tái sử dụng và giao cho đơn vị thu gom cùng với chất thải rắn sinh hoạt vận chuyển đi xử lý tại khu xử lý chất thải rắn của tỉnh tại thành phố Tam Điệp.

Đối với chất thải nhựa phát sinh từ hoạt động sản xuất công nghiệp chủ yếu là các loại bao bì, vỏ bọc bằng nhựa được các cơ sở phân loại để bán phế liệu hoặc giao cho đơn vị xử lý chất thải rắn công nghiệp thông thường. Khối lượng chất thải nhựa từ hoạt động công nghiệp được tái chế, tái sử dụng, xử lý đạt 100%.

Tỷ lệ thu gom, xử lý đối với chất thải nhựa trên địa bàn huyện từ hoạt động sản xuất kinh doanh và sinh hoạt của người dân khoảng khoảng 2.760/2.945 tấn/năm đạt tỷ lệ 93,6%, trong đó khối lượng chất thải nhựa được tái chế, tái sử dụng đạt khoảng 1.050 tấn/năm, khối lượng được xử lý đạt khoảng 1.710 tấn/năm.

Trên địa bàn huyện có 02 cơ sở có khả năng tái chế chất thải nhựa là Công ty TNHH sản xuất bao bì nhựa Trường Thịnh tại xã Khánh Hải và Công ty cổ phần Austdoor Ninh Bình. Công ty TNHH sản xuất bao bì nhựa Trường Thịnh có công suất tái chế các loại bao bì nhựa (HDPE, LDPE, PP, …) là 28.800 tấn/năm đã lập hồ sơ cấp Giấy phép môi trường và đã được Bộ Tài nguyên và Môi trường kiểm tra, thông báo hoàn thiện hồ sơ theo kết quả kiểm tra. Công ty cổ phần Austdoor Ninh Bình có công suất tái chế chất thải nhựa silicone là 13.400 tấn/năm đã được Bộ Tài nguyên và Môi trường cấp Giấy xác nhận đủ điều kiện về bảo vệ môi trường trong nhập khẩu phế liệu làm nguyên liệu sản xuất số 107/GXN-BTNMT ngày 30/12/2021 trong đó khối lượng phế liệu nhập khẩu tối đa là 11.840 tấn/năm. Các xã, thị trấn có 25 cơ sở thu gom, sơ chế các loại phế liệu, chất thải nhựa giúp nâng cao tỷ lệ thu gom, tái chế chất thải nhựa trên địa bàn.

c) Đánh giá: Huyện đạt chuẩn tiêu chí số 7 Môi trường theo Bộ tiêu chí huyện nông thôn mới nâng cao giai đoạn 2021-2025

6.8. Tiêu chí 08 về Chất lượng môi trường sống

a) Yêu cầu tiêu chí

- Tỷ lệ hộ sử dụng nước sạch theo quy chuẩn từ hệ thống cấp nước tập trung ≥ 43%.

- Cấp nước sinh hoạt đạt chuẩn bình quân đầu người/ngày đêm ≥80 lít.

- Tỷ lệ công trình cấp nước tập trung có tổ chức quản lý, khai thác hoạt động bền vững ≥40%.

- Có mô hình xử lý nước mặt (ao, hồ) bảo đảm quy định về bảo vệ môi trường (≥ 01 mô hình).

- Cảnh quan, không gian trên địa bàn toàn huyện đảm bảo sáng - xanh - sạch - đẹp, an toàn.

- Tỷ lệ cơ sở sản xuất, kinh doanh thực phẩm do huyện quản lý tuân thủ các quy định về đảm bảo an toàn thực phẩm đạt 100%.

- Tỷ lệ cán bộ làm công tác quản lý chất lượng an toàn thực phẩm nông lâm thủy sản do huyện quản lý hàng năm được bồi dưỡng chuyên môn, nghiệp vụ đạt 100%.

- Không để xảy ra sự cố về an toàn thực phẩm trên địa bàn thuộc phạm vi quản lý của huyện.

- Có mô hình xã, thôn thông minh.

b) Kết quả rà soát

(i) Tỷ lệ hộ được sử dụng nước sạch theo quy chuẩn từ hệ thống cấp nước tập trung:

Số hộ sử dụng nước sạch theo quy chuẩn từ hệ thống cấp nước tập trung toàn huyện là 37.752/47.742 hộ, đạt tỷ lệ 79,02%.

(ii) Cấp nước sinh hoạt đạt chuẩn bình quân đầu người/ngày đêm ≥80 lít.

Cấp nước sinh hoạt đạt chuẩn bình quân đầu người/ngày đêm toàn huyện là 85,01 lít/người/ngày đêm.

(iii) Tỷ lệ công trình cấp nước tập trung có tổ chức quản lý, khai thác hoạt động bền vững ≥ 40%:

Huyện Yên Khánh có 14 công trình cấp nước tập trung đang hoạt động cấp nước trên địa bàn, trong đó có 14 công trình được đánh giá có tổ chức quản lý, khai thác hoạt động bền vững, đạt tỷ lệ 100%.

(iv) Có mô hình xử lý nước mặt (ao, hồ) bảo đảm quy định về bảo vệ môi trường (≥ 01 mô hình):

UBND huyện Yên Khánh đã triển khai dự án xây dựng mô hình xử lý nước mặt ao, hồ trên địa bàn huyện tại hồ trung tâm nhà văn hóa cũ của huyện Yên Khánh thuộc thị trấn Yên Ninh, có diện tích 3.000 m2 với tổng kinh phí là 456,8 triệu đồng.

Trước khi thực hiện mô hình, hồ bị ô nhiễm do tiếp nhận nước thải và rác thải sinh hoạt, bị phú dưỡng gây ô nhiễm môi trường. Các giải pháp công nghệ được áp dụng xử lý nước mặt ao hồ như sau:

+ Bè thủy sinh: các bè thủy sinh được lắp đặt nổi trên mặt hồ và được kết nối với nhau thành 1 khối để xử lý nước hồ. Cây thủy sinh được sử dụng là cây thủy trúc. Cây thủy trúc sống tốt trong môi trường nước nhờ bộ rễ chùm nên được chọn làm cây thủy sinh lọc nước bẩn, giúp nước trong và sạch hơn.

+ Bơm tạo oxy: máy tạo oxy thành đài phun nước nên có tác dụng lưu chuyển dòng nước cung cấp thêm oxy hòa tan vào trong nước hồ, khử mùi hôi trong nước, làm mát nước vào mùa hè làm ấm nước vào mùa đông theo nhiệt độ môi trường.

+ Bể lọc: lắp đặt bể lọc tuần hoàn nước trong hồ kết hợp trồng cây trong bể lọc để hấp thu các chất ô nhiễm trong nước, các bể lọc được lắp đặt ngay trên bờ hồ, nước hồ được bơm vào các bể lọc bằng máy bơm chìm sau khi qua bể lọc được chảy xuống hồ theo đường ống.

Đến thời điểm hiện tại, chất lượng nước hồ đã được cải thiện rõ rệt không còn tình trạng ô nhiễm và được duy trì thường xuyên nhờ các bè thủy sinh có tác dụng xử lý chất ô nhiễm trong nước. Mô hình đã tạo được cảnh quan sạch đẹp, góp phần nâng cao nhận thức của cộng đồng trong công tác bảo vệ môi trường nước nói riêng và môi trường nói chung.

(v) Cảnh quan, không gian trên địa bàn toàn huyện đảm bảo sáng - xanh - sạch - đẹp, an toàn:

Hàng năm, UBND huyện Yên Khánh chỉ đạo các cơ quan chuyên môn phối hợp với các ban ngành, đoàn thể, UBND các xã, thị trấn, Trung tâm Văn hóa - Thể thao và Truyền thanh huyện tổ chức các hoạt động hưởng ứng các sự kiện quan trọng về môi trường như: Ngày đất ngập nước thế giới 02/02; Ngày Nước và Khí tượng thế giới, Chiến dịch Giờ Trái đất, Tuần Lễ quốc gia về nước sạch và vệ sinh môi trường; Chiến dịch làm cho thế giới sạch hơn... bằng các hoạt động treo băng zôn, khẩu hiệu tuyên truyền về BVMT, tiến hành thu gom rác thải trên địa bàn, khơi thông dòng chảy và làm sạch dòng sông. Các khu dân cư trên địa bàn huyện đã xây dựng các hương ước, quy ước trong đó có nội dung về bảo vệ môi trường. Duy trì việc tổng vệ sinh môi trường mỗi tháng 2 lần tại các xã, thị trấn, thôn, xóm, phố. 100% xã, thị trấn có cảnh quan, không gian xanh - sạch - đẹp, an toàn; không để xảy ra tồn đọng nước thải sinh hoạt tại các khu dân cư tập trung.

- Đối với hệ thống cây xanh: Hệ thống cây xanh nhân tạo tại các xã đã được đầu tư, hoàn thiện (gồm cả cây bóng mát, cây cảnh, cây hoa và thảm cỏ...) đảm bảo các yêu cầu chủ yếu sau:

+ Phù hợp với quy hoạch được phê duyệt; không gian xanh, bao gồm không gian xanh tự nhiên (thảm thực vật ven sông, hồ) và không gian xanh nhân tạo (công viên, vườn hoa, mặt nước...) phải được gắn kết với nhau thành một hệ thống liên hoàn; kết hợp với quy hoạch trồng cây phòng hộ ngoài đồng ruộng, cây chống xói mòn để tạo thành một hệ thống cây xanh trong huyện.

+ Hàng năm, UBND huyện xây dựng và ban hành Kế hoạch trồng cây và Lễ phát động "Tết trồng cây đời đời nhớ ơn Bác Hồ" vào mùa Xuân. Đồng thời hưởng ứng chương trình trồng 01 tỷ cây xanh giai đoạn 2021-2025 của tỉnh, Riêng năm 2023 toàn huyện Yên Khánh phấn đấu trồng được 15.000 cây xanh các loại, nhằm bảo vệ môi trường sinh thái, cải thiện cảnh quan và ứng phó với biến đổi khí hậu, góp phần phát triển kinh tế - xã hội; nâng cao chất lượng cuộc sống của nhân dân.

+ Ưu tiên trồng cây xanh ở các địa điểm công cộng như: Trụ sở xã, trường học, trạm y tế xã, trung tâm văn hóa thể thao, các chợ, cửa hàng dịch vụ...

Diện tích đất cây xanh sử dụng công cộng tại điểm dân cư nông thôn trên địa bàn huyện đạt 4,09 m2/người.

- Đối với hệ thống ao, hồ sinh thái: Trên địa bàn huyện Yên Khánh có hệ thống sông, ngòi ao hồ dày đặc, căn cứ diện tích, quy hoạch và vai trò điều hòa môi trường không khí, UBND huyện đã rà soát lập danh sách 21 ao, hồ thuộc đối tượng không được san lấp trình UBND tỉnh phê duyệt tại Quyết định số 1078/QĐ-UBND ngày 28/11/2022 về việc phê duyệt Đề cương và dự toán nhiệm vụ "Lập danh mục hồ, ao, đầm không được san lấp trên địa bàn tỉnh Ninh Bình".

Hệ thống ao, hồ sinh thái trong khu dân cư tại các xã có diện tích khoảng 1.149 ha đảm bảo các yêu cầu chủ yếu sau: Phù hợp với quy hoạch được phê duyệt; mặt bằng thoáng, điều tiết khí hậu, tạo cảnh quan đẹp; có khả năng phát triển chăn nuôi, thủy sản, tạo nguồn lợi kinh tế; được nạo vét, tu bổ ao, hồ thường xuyên nhằm tạo không gian, cảnh quan sinh thái và điều hòa môi trường; có rào chắn, biển cảnh báo tại các khu vực có nguy cơ mất an toàn với người dân.

+ Có 227 km kênh mương thoát nước tại các khu dân cư được nạo vét thường xuyên thông qua các đợt tổng vệ sinh môi trường định kỳ hàng tháng, các hoạt động thủy lợi nội đồng. Các đoạn sông, kênh, mương trên địa bàn các xã không có mùi, không ứ đọng rác thải; không có tên trong danh sách khu, điểm ô nhiễm môi trường do UBND tỉnh phê duyệt.

- Đối với cảnh quan trên các tuyến đường giao thông:

+ Các tuyến đường huyện với chiểu dài 15 km và được lắp đặt hệ thống chiếu sáng và trồng cây xanh (cây bóng mát các loại) đạt tỷ lệ 100%. Tại các tuyến đường qua khu trung tâm, điểm dân cư đều được trồng hoa, thảm cỏ, tiểu cảnh và vệ sinh định kỳ; có hệ thống thùng rác.

+ Các tuyến đường liên xã, trục xã có tổng chiều dài 112 km, được bố trí trồng cây bóng mát dọc các tuyến đường, chủ yếu trồng các cây bản địa phù hợp với đặc điểm khí hậu địa phương là 95km đạt tỷ lệ 84,8%; được lắp đặt hệ thống chiếu sáng là 98,2 km đạt tỷ lệ 87,6%.

+ Các tuyến đường trục thôn, liên thôn (87,6 km) và đường ngõ, xóm (372 km) tất cả được cứng hóa 100%, có hệ thống rãnh thoát nước, cống rãnh đảm bảo đi lại thuận tiện, tiêu thoát nước và vệ sinh môi trường.

Các tuyến đường trong xã, thôn thông thoáng, không bị lấn chiếm lòng lề đường và không có tình trạng xả rác bừa bãi không đúng vị trí tập kết theo quy định.

- Các thôn, xóm tại các xã trên địa bàn huyện đã xây dựng hương ước về giữ gìn vệ sinh chung trong thôn và các hộ gia đình.

- Có 36.674/43.159 hộ gia đình (85%) thực hiện cải tạo vườn, chỉnh trang hàng rào bằng cây xanh hoặc các loại hàng rào khác nhưng có phủ cây xanh. Hàng rào bằng cây được cắt tỉa gọn gàng, không gây cản trở giao thông.

- Duy trì thường xuyên hoạt động tổng vệ sinh môi trường mỗi tháng 2 lần tại các xã, thị trấn, thôn, xóm, phố.

+ Đối với khu vực công cộng: Các khu vực công cộng (chợ, đường giao thông, công viên, khu vui chơi, giải trí, bến thuyền,...) không có hiện tượng xả nước thải, CTR không đúng quy định, gây mất mỹ quan và ô nhiễm môi trường; không để vật nuôi gây mất vệ sinh nơi công cộng.

+ Đối với khuôn viên trụ sở UBND xã, trạm y tế, trường học và nhà văn hóa thôn, xóm được chỉnh trang, vệ sinh sạch sẽ, trồng cây xanh, cây hoa phù hợp cảnh quan và có nước sinh hoạt, nhà vệ sinh an toàn.

+ Ban hành, niêm yết công khai và tổ chức thực hiện quy định, quy chế về giữ gìn vệ sinh, BVMT nơi công cộng.

+ Tăng cường cải tạo ao, hồ, khu vực công cộng... thành các khu vui chơi giải trí, khu vực tập thể dục, khu sinh hoạt cộng đồng, khu vực học bơi cho trẻ em.

+ Các khu dân cư tập trung đều có hệ thống cống rãnh thoát nước đảm bảo không có tồn đọng nước thải sinh hoạt trong các khu dân cư; địa phương quan tâm lắp đặt hệ thống chiếu sáng và từng bước lắp đặt camera an ninh đảm bảo an toàn cho khu dân cư.

(vi) Tỷ lệ cơ sở sản xuất, kinh doanh thực phẩm do huyện quản lý tuân thủ các quy định về đảm bảo an toàn thực phẩm đạt 100%:

UBND huyện đã quan tâm đến công tác quy hoạch vùng sản xuất thực phẩm an toàn, chỉ đạo phát triển, thu hút đầu tư xây dựng các mô hình vùng sản xuất nguyên liệu tập trung cho chế biến thực phẩm, đến nay trên địa bàn huyện đã phát triển và duy trì nhiều mô hình sản xuất thực phẩm theo hướng an toàn thực phẩm tại các xã, thị trấn; Thực hiện hiệu quả cơ cấu lại ngành nông nghiệp, lồng ghép có hiệu quả các giải pháp, chính sách phát triển sản xuất nông nghiệp theo hướng hàng hóa, ứng dụng tiến bộ khoa học kỹ thuật, công nghệ cao trong sản xuất, chế biến, tiêu thụ sản phẩm. Xây dựng và phát triển bảo hộ thương hiệu cho các mặt hàng nông sản chủ lực, đặc trưng của huyện như gạo hữu cơ, bánh đa, miến, nấm, rau an toàn và các mặt hàng nông sản khác. UBND huyện thống kê, lập danh sách, cấp Giấy chứng nhận an toàn thực phẩm và tổ chức ký cam kết bảo đảm an toàn thực phẩm đối với các cơ sở sản xuất, kinh doanh trên địa bàn là 212 cơ sở, trong đó lĩnh vực y tế 67 cơ sở; Kinh tế hạ tầng là 127 cơ sở và Nông nghiệp và PTNT là 18 cơ sở (18 cơ sở do Sở Nông nghiệp và PTNT cấp) đảm bảo tỷ lệ các cơ sở sản xuất, kinh doanh thực phẩm do huyện quản lý tuân thủ các quy định về an toàn thực phẩm đạt 100%. Trong năm qua trên địa bàn huyện không xảy ra sự cố về an toàn thực phẩm.

(vii) Tỷ lệ cán bộ làm công tác quản lý chất lượng an toàn thực phẩm nông lâm thủy sản do huyện quản lý hàng năm được bồi dưỡng chuyên môn, nghiệp vụ:

100% cán bộ làm công tác quản lý chất lượng an toàn thực phẩm nông lâm thủy sản do huyện quản lý hàng năm được bồi dưỡng kiến thức, kỹ năng về chuyên môn, nghiệp vụ.

(viii) Có mô hình xã, thôn thông minh:

Trên địa bàn huyện có 02 xã: Khánh Cư, Khánh Nhạc được thực hiện thí điểm chuyển đổi số từ năm 2021, gồm các nội dung:

* Chính quyền xã thông minh:

UBND xã Khánh Cư, Khánh Nhạc đã triển khai ứng dụng công nghệ số vào công tác quản lý nhằm nâng cao hiệu quả làm việc của chính quyền, tăng tính minh bạch trong các hoạt động của xã đảm bảo phục vụ người dân.

100% cán bộ, công chức xã được tập huấn, hướng dẫn sử dụng thành thạo việc chuyển, nhận văn bản trên hệ thống i-Office, hòm thư công vụ; 100% cán bộ, công chức đã được cấp chữ ký số và thường xuyên sử dụng trong giải quyết công việc trên hệ thống i-Office và dịch vụ công.

100% cán bộ, công chức thuộc bộ phận một cửa của xã đã được cấp tài khoản. Đến nay, việc giải quyết thủ tục hành chính trên Hệ thống thông tin Một cửa điện tử của xã Khánh Nhạc, Khánh Cư đã được thực hiện thường xuyên, sử dụng ký số hồ sơ trên phần mềm. UBND xã đã triển khai thanh toán không tiền mặt bằng các hình thức chuyển khoản qua tài khoản thẻ, quét mã QR-Code tại bộ phận một cửa của xã, công dân đến giải quyết thủ tục hành chính nhanh gọn, tiện lợi tránh được phiền hà, mang lại sự hài lòng cho nhân dân.

* Giao tiếp với người dân: UBND xã sử dụng nhiều kênh giao tiếp với người dân, thay đổi cách thức chính quyền giao tiếp, tương tác với người dân thông qua các công cụ công nghệ số. Tập trung đẩy mạnh hoạt động của Trang thông tin điện tử xã, phản ánh tin, bài về các hoạt động của Đảng, Chính quyền; đoàn thể; công tác cải cách thủ tục hành chính; xây dựng nông thôn mới. Đến nay, trang thông tin điện tử của 02 xã đã có khoảng 452 tin bài; gần 100.000 lượt truy cập; có nhóm Zalo kết nối chính quyền và người dân mỗi trang với gần 500 thành viên tham gia thường xuyên cập nhật kịp thời chủ trương, chính sách của Đảng, Nhà nước, các nhiệm vụ của địa phương cũng như tiếp nhận phản ánh các vấn đề người dân quan tâm như an ninh nông thôn; an sinh xã hội; môi trường; chất lượng nước sinh hoạt … UBND xã thiết lập kênh giao tiếp giữa chính quyền xã với người dân thông qua tin nhắn SMS.

- Xã Khánh Nhạc, Khánh Cư đã được hỗ trợ triển khai thực hiện dự án xây dựng đài truyền thanh thông minh trên địa bàn toàn xã với 36 cụm loa. Hệ thống truyền thanh Công nghệ thông tin Viễn thông bước đầu mang lại hiệu quả cao trong công tác thông tin tuyên truyền đến được với hầu hết mọi tầng lớp nhân dân.

* Thương mại điện tử:

Góp phần xây dựng xã đạt chuẩn nông thôn mới nâng cao, UBND xã Khánh Cư, Khánh Nhạc xây dựng sản phẩm đặc trưng, sản phẩm OCOP của xã để tiến hành xây dựng thương hiệu, triển khai dịch vụ truy xuất nguồn gốc sản phẩm, làm các thủ tục pháp lý khác theo quy định đưa sản phẩm lên sàn thương mại điện tử; đồng thời nghiên cứu giải pháp kết nối với các sàn thương mại điện tử lớn trong và ngoài nước để hỗ trợ người dân, doanh nghiệp bán sản phẩm.

Hiện nay, trên địa bàn xã Khánh Cư có 2 sản phẩm OCOP là Nấm mộc nhĩ của doanh nghiệp tư nhân Hương Nam và Dưa Kim Hoàng Hậu của Công ty cổ phần công nghệ Xanh; xã Khánh Nhạc có sản phẩm đồ thủ công mỹ nghệ từ cói. Các sản phẩm đã được quảng bá rộng rãi trên các mạng xã hội như Facebook, Zalo, Trang thông tin điện tử của xã và trang web của doanh nghiệp, giúp doanh nghiệp đưa sản phẩm đến gần hơn với khách hàng, giúp khách hàng tiếp cận và mua bán sản phẩm dễ dàng.

* Dịch vụ xã hội:

Các nhà trường triển khai chuyển nhận văn bản liên thông các cấp trên hệ thống i-Office, thực hiện việc quản lý trên phần mềm quản lý cán bộ, phần mềm quản lý tài sản, phần mềm kế toán. Học sinh được theo dõi, quản lý trên phần mềm y tế, học bạ điện tử, phần mềm thư viện; sử dụng sổ liên lạc điện tử để tiện giao tiếp với phụ huynh học sinh; thực hiện thanh toán không dùng tiền mặt trên ứng dụng Sisap,…

Trạm y tế xã sử dụng các ứng dụng CNTT cung cấp giải pháp y tế thông minh tổng thể trong lĩnh vực y tế như: Quản lý y tế cơ sở, Cơ sở dữ liệu tập trung, Quản lý hồ sơ sức khỏe cá nhân, Quản lý tiêm chủng, Quản lý kê đơn thuốc, Quản lý nhân sự, Quản lý tài chính kế toán, Quản lý tài sản, Quản lý văn bản điều hành, Cổng thông tin điện tử, Hóa đơn điện tử, Chữ ký số, Tổng đài hỗ trợ,... giúp tiết kiệm thời gian đăng ký khám của nhân dân, thời gian kê đơn thuốc của cán bộ trạm, thời gian thu phí, duyệt bảo hiểm, thời gian xuất thuốc,…

* Quảng bá thương hiệu: Ứng dụng công nghệ để hỗ trợ, quảng bá, xây dựng thương hiệu và hình ảnh về mô hình xã thông minh, thương hiệu cho các sản phẩm nông sản, dịch vụ du lịch của địa phương trên môi trường mạng.

* Hệ thống mạng LAN ở xã đã được nâng cấp đảm bảo tốc độ dường truyền; số lượng máy tính đảm bảo tương ứng với tỷ lệ cán bộ công chức; chất lượng máy đảm bảo đáp ứng với tình hình xử lý công nghệ số hiện nay.

c) Đánh giá: Huyện đạt chuẩn tiêu chí số 8 Chất lượng môi trường sống theo Bộ tiêu chí huyện nông thôn mới nâng cao giai đoạn 2021-2025

6.9. Tiêu chí 09 về An ninh trật tự - hành chính công

a) Yêu cầu tiêu chí

- An ninh, trật tự trên địa bàn huyện được giữ vững ổn định và nâng cao

b) Kết quả rà soát

(i) An ninh, trật tự trên địa bàn huyện được giữ vững ổn định và nâng cao

Trong những năm qua, Huyện ủy Yên Khánh đều có Chỉ thị, UBND huyện có kế hoạch, Đảng ủy Công an huyện có Nghị quyết về công tác bảo đảm an ninh, trật tự, chỉ đạo tổ chức thực hiện có hiệu quả công tác bảo đảm an ninh, trật tự và BCĐ Phòng chống tội phạm, tệ nạn xã hội và xây dựng phong trào toàn dân bảo vệ ANTQ huyện có chương trình công tác xây dựng phong trào toàn dân bảo vệ an ninh Tổ quốc. Tình hình an ninh, trật tự trên địa bàn cơ bản ổn định, không để xảy ra tình trạng bị động, bất ngờ, không làm phát sinh điểm nóng, phức tạp về an ninh, trật tự. Từ năm 2021 đến nay, trên địa bàn huyện không có khiếu kiện đồng người kéo dài, trái pháp luật, số vụ phạm tội về trật tự xã hội năm 2022 xảy ra 62 vụ (giảm 4 vụ =6,1% so với 2021); số vụ tai nạn giao thông năm 2022 xảy ra 31 vụ (giảm 10 và = 24,4% so với 2021), số vụ cháy nổ năm 2022: 0 vụ (giảm 1 vụ so với năm 2021), 100% xã trên địa bàn huyện đạt chỉ tiêu 19.2 thuộc tiêu chí số 19 về Quốc phòng và An ninh trong Bộ tiêu chí quốc gia về xã nông thôn mới giai đoạn 2021-2025. Trong đó có 12/18 xã (66,7%) đạt chỉ tiêu 19.2 thuộc tiêu chi số 19 về Quốc phòng và An ninh trong Bộ tiêu chí quốc gia về xã nông thôn mới nâng cao giai đoạn 2021-2025. Năm 2022, Công an huyện đạt danh hiệu "Đơn vị tiên tiến".

(ii) Có dịch vụ công trực tuyến đạt mức độ 4:

Huyện đã triển khai 292 dịch vụ công trực tuyến thuộc thẩm quyền giải quyết của UBND huyện, 113 dịch vụ công trực tuyến thuộc thẩm quyền giải quyết của UBND cấp xã, trong đó: cấp huyện có 168 dịch vụ công trực tuyến toàn trình (mức độ 4), cấp xã có 53 dịch vụ công trực tuyến toàn trình, qua đó cho phép việc tiếp nhận và giải quyết TTHC được thực hiện hoàn toàn trên môi trường điện tử. Từ 01/2023 đến tháng 6/2023 tại UBND huyện và 19/19 xã, thị trấn đã tổ chức tiếp nhận và giải quyết 20.983 hồ sơ trong đó tiếp nhận, giải quyết và trả kết quả hoàn toàn trên môi trường điện tử là 12.103 hồ sơ đạt tỷ lệ 57,68%.

c) Đánh giá: Huyện đạt chuẩn tiêu chí số 9 An ninh trật tự - hành chính công theo Bộ tiêu chí huyện nông thôn mới nâng cao giai đoạn 2021-2025

7. Về tình hình nợ đọng xây dựng cơ bản trong thực hiện xây dựng huyện nông thôn mới nâng cao

* Đối với cấp huyện:

- Tổng mức đầu tư các công trình, dự án: 1.048.372 triệu đồng.

- Lũy kế khối lượng nghiệm thu từ khi khởi công đến ngày 30/6/2023: 338.195 triệu đồng.

- Lũy kế số vốn đã bố trí đến năm 2023: 615.693 triệu đồng.

- Nợ xây dựng cơ bản đến ngày 30/6/2023: 0 đồng.

* Đối với cấp xã:

- Tổng mức đầu tư các công trình, dự án: 524.072 triệu đồng.

- Lũy kế khối lượng nghiệm thu từ khi khởi công đến ngày 30/6/2023:255.705 triệu đồng.

- Lũy kế số vốn đã bố trí đến năm 2023: 337.919 triệu đồng.

- Nợ xây dựng cơ bản đến ngày 30/6/2023: 0 đồng.

Như vậy, đến thời điểm báo cáo, các công trình thuộc ngân sách cấp huyện, ngân sách cấp xã không có nợ đọng xây dựng cơ bản thuộc Chương trình mục tiêu quốc gia xây dựng nông thôn mới. Các công trình hiện nay đang triển khai thực hiện để hoàn thiện các tiêu chí huyện nông thôn mới nâng cao đều đã được bố trí đủ vốn theo tiến độ kế hoạch thi công của dự án nên đến hết năm 2023 cũng không làm phát sinh nợ xây dựng cơ bản. Sở Tài chính Ninh Bình đã có Văn bản số 2325/STC-DN ngày 17/8/2023 xác nhận đến 30/6/2023 huyện Yên Khánh không có nợ xây dựng cơ bản thuộc Chương trình MTQG xây dựng nông thôn mới.

8. Về kế hoạch nâng cao chất lượng các tiêu chí nông thôn mới nâng cao

Các nội dung, kế hoạch nâng cao chất lượng các tiêu chí huyện nông thôn mới nâng cao trong thời gian tới của huyện Yên Khánh đề ra hoàn toàn phù hợp với chủ trương, định hướng của tỉnh Ninh Bình.

Tỉnh Ninh Bình đã xác định mục tiêu đến năm 2025 có từ 2-3 huyện đạt chuẩn nông thôn mới nâng cao và nông thôn mới kiểu mẫu, UBND tỉnh Ninh Bình sẽ tập trung chỉ đạo các địa phương hoàn thành mục tiêu kế hoạch giai đoạn 2021-2025 và định hướng đến năm 2030, trong đó định hướng xây dựng huyện Yên Khánh thành huyện đạt chuẩn nông thôn mới kiểu mẫu của tỉnh.

II. CONCLUSION

1. About the profile

Hồ sơ đề nghị xét, công nhận của huyện Yên Khánh đạt chuẩn nông thôn mới nâng cao đã được UBND huyện Yên Khánh hoàn thành đầy đủ, đúng trình tự, đủ thủ tục, số lượng theo quy định. Hồ sơ đã được Văn phòng Điều phối nông thôn mới tỉnh tiếp nhận, các sở, ngành đã thẩm tra, có đánh giá đảm bảo các quy định tại Quyết định số 18/2022/QĐ-TTg ngày 02/8/2022 của Thủ tướng Chính phủ ban hành quy định điều kiện, trình tự, thủ tục, hồ sơ xét, công nhận, công bố và thu hồi quyết định công nhận địa phương đạt chuẩn nông thôn mới, đạt chuẩn nông thôn mới nâng cao, đạt chuẩn nông thôn mới kiểu mẫu và hoàn thành nhiệm vụ xây dựng nông thôn mới giai đoạn 2021 - 2025 và Quyết định số 1343/QĐ-BNN-VP ngày 04/4/2023 của Bộ Nông nghiệp và Phát triển nông thôn về việc công bố thủ tục hành chính nội bộ giữa các cơ quan hành chính nhà nước thuộc phạm vi, chức năng quản lý của Bộ Nông nghiệp và Phát triển nông thôn;

2. Về số xã, thị trấn đạt chuẩn theo quy định

Huyện Yên Khánh đã đáp ứng đầy đủ quy định số xã, thị trấn đạt chuẩn theo quy định tại Quyết định số 320/QĐ-TTg ngày 08/3/2022 của Thủ tướng Chính phủ ban hành Bộ tiêu chí quốc gia về huyện nông thôn mới; quy định thị xã, thành phố trực thuộc cấp tỉnh hoàn thành nhiệm vụ xây dựng nông thôn mới và Bộ tiêu chí quốc gia về huyện nông thôn mới nâng cao giai đoạn 2021- 2025, cụ thể: 18/18 (100%) số xã đạt chuẩn nông thôn mới, 10/18 (55,56%) số xã đạt chuẩn nông thôn mới nâng cao, 2/18 xã đạt chuẩn nông thôn mới kiểu mẫu, 01 thị trấn (100%) đạt chuẩn đô thị văn minh, 150 thôn, xóm đạt chuẩn nông thôn mới kiểu mẫu.

3. Về kết quả thực hiện xây dựng nông thôn mới nâng cao ở các xã

Huyện Yên Khánh đã 18/18 xã (tỷ lệ 100%) đạt chuẩn nông thôn mới trong đó có 12/18 xã (chiếm 66,7%) đạt chuẩn nông thôn mới nâng cao theo quy định tại Quyết định số 318/QĐ-TTg ngày 08/3/2022 của Thủ tướng Chính phủ Ban hành Bộ tiêu chí quốc gia về xã nông thôn mới và Bộ tiêu chí quốc gia về xã nông thôn mới nâng cao giai đoạn 2021- 2025 và quy định tại Quyết định số 563/QĐ-UBND ngày 22/6/2022 và Quyết định số 735/QĐ-UBND ngày 18/8/2022 của UBND tỉnh Ninh Bình.

4. Về kết quả thực hiện và mức độ đạt chuẩn các tiêu chí huyện nông thôn mới nâng cao

Huyện Yên Khánh đã đạt chuẩn 9/9 tiêu chí huyện nông thôn mới nâng cao theo Quyết định số 320/QĐ-TTg ngày 08/3/2022 của Thủ tướng Chính phủ ban hành Bộ tiêu chí quốc gia về huyện nông thôn mới; quy định thị xã, thành phố trực thuộc cấp tỉnh hoàn thành nhiệm vụ xây dựng nông thôn mới và Bộ tiêu chí quốc gia về huyện nông thôn mới nâng cao giai đoạn 2021- 2025 và quy định cụ thể tại Quyết định số 741/QĐ-UBND ngày 22/8/2022 của UBND tỉnh Ninh Bình.

5. Về tình hình nợ đọng xây dựng cơ bản trong thực hiện xây dựng huyện nông thôn mới nâng cao

Huyện Yên Khánh không có nợ đọng xây dựng cơ bản trong xây dựng nông thôn mới.

III. RECOMMENDATIONS

Đối chiếu với quy định tại Khoản 2 Điều 4 Quyết định số 18/2022/QĐ-TTg ngày 02/8/2022 của Thủ tướng Chính phủ ban hành quy định điều kiện, trình tự, thủ tục, hồ sơ xét công nhận, công bố và thu hồi quyết định công nhận địa phương đạt chuẩn nông thôn mới, đạt chuẩn nông thôn mới nâng cao, đạt chuẩn nông thôn mới kiểu mẫu; hoàn thành nhiệm vụ xây dựng nông thôn mới giai đoạn 2021-2025, huyện Yên Khánh tỉnh Ninh Bình đã đảm bảo điều kiện công nhận huyện đạt chuẩn nông thôn mới nâng cao.

Ủy ban nhân dân tỉnh Ninh Bình kính đề nghị Bộ Nông nghiệp và Phát triển nông thôn và các bộ, ngành Trung ương tổ chức thẩm định, trình Thủ tướng Chính phủ xem xét, quyết định công nhận huyện Yên Khánh tỉnh Ninh Bình, đạt chuẩn nông thôn mới nâng cao năm 2023./.
