The conversion framework provides the score ranges of individual tests such as ability assessment tests, thinking assessment tests (APT, HSA, TSA...) and the score ranges of appropriate high school graduation exam subject combinations according to the percentile method (a quantity used to estimate the proportion of data in a data set falling in a region higher or lower than a given value) based on the analysis of the test results of candidates with both individual test scores and corresponding graduation exam subject combination scores in 2025.

The score ranges are ranked according to the top 0.5%, 1%, 3%, 5%, 10%,... as follows:

The responsibility of training institutions organizing entrance exams and independent exams is to determine the graduation exam subject combinations suitable for the characteristics of the individual exams organized by the institution and to recommend other training institutions that can use them, clarifying which combination is most suitable.

At the same time, announce the percentile of the results of the 2025 separate exam (X0, X1... in Table 1) before May 31; no later than June 30 for exams with results announced after May 31.

Coordinate with the Ministry of Education and Training to analyze the high school graduation exam results of candidates who have their own exam results, on that basis, announce the score ranges of the appropriate subject combinations (A0, A1..., B0, B1... in Table 1), no later than 3 days after announcing the high school graduation exam results in 2025.

Based on these figures, the admission scores and entry thresholds of each specific industry and group of industries will be converted linearly within each score range.

For example, the admission score according to the A00 combination (T_A00) in the range A2 - A3 will be converted to the admission score according to the HSA exam score (T_HSA) according to the formula: T_HSA = HSA3 + (T_A00 - A3) × (HSA2 - HSA3) / (A2 - A3)

Conversion framework between combinations using high school graduation exam scores

The Ministry of Education and Training said that the general admission support system maintains the form of entering the difference in scores between the original admission combination and other admission combinations for a major of training institutions as in previous years. Determining the difference in admission scores between popular combinations will be based on the comparison of the score distribution announced by the Ministry of Education and Training after the results of the 2025 high school graduation exam are available according to each admission score range.

Framework for converting admission scores from high school academic results (report card scores)

According to the Ministry of Education and Training, high school transcript scores do not reflect assessment results on a unified national assessment scale, so building a common conversion framework is meaningless.

However, the Ministry of Education and Training will publish statistics on the correlation between high school graduation exam scores and average high school subject scores, on that basis schools will determine the conversion rules equivalent to admission scores and entrance thresholds.

Based on the principles and guiding conversion framework, training institutions will develop conversion tables and conversion formulas for each program, industry, group of industries or training field. Specifically, select the tests and subject combinations that are suitable for the admission methods of the program, industry, group of industries or training field. For each specific test used, a separate table must be created. According to the recommendation of the Ministry of Education and Training, each conversion table should only use the most suitable subject combination (convert other combinations based on the difference in scores).

It is possible to divide the score ranges into more detailed ranges, or adjust the score ranges in the conversion framework in Table 1 to suit the requirements of each training program, industry, and group of industries.

Develop conversion tables and formulas for admission scores based on exams not organized by domestic training institutions (e.g. SAT, ACT,...) using appropriate methods, recommending the use of the percentile method.

The Ministry also pointed out specific bases for training facilities to implement, including:

Analyze statistical data (admission data from previous years, academic results of students admitted from different admission methods and combinations, exam score distribution...);

Consider the nature, difficulty, scale, score distribution and characteristics of candidate groups of each admission method, exam score results, admission combinations when building the conversion table and conversion formula.

2025 is the first year that the Ministry of Education and Training requires equivalent conversion of input thresholds and admission scores of admission methods and combinations according to the Ministry's general instructions.

According to the Ministry of Education and Training, this regulation is due to the fact that in previous years, schools divided their quotas according to each method, leading to many standard scores.
