Delivering a keynote address at the ceremony, General Secretary and President To Lam stated: "Today, in the heroic atmosphere of the historic month of May, at Long Hung Square, Dong Nai City, we solemnly hold the ceremony to announce the establishment of Dong Nai City as a centrally-administered city and to receive the First-Class Labor Order. This is an event of special significance, marking a major turning point in Dong Nai's development journey, opening up a new space for development to rise together with the country."
On behalf of the Party and State leaders, General Secretary and President To Lam warmly congratulated the Party Committee, government, armed forces, business community, and people of Dong Nai City on this very proud milestone. This is a well-deserved recognition of the persistent efforts, important contributions, and increasingly significant role of this historically rich land in the cause of national construction and defense.

Today, Dong Nai possesses many rare strategic advantages in terms of economy, infrastructure, natural resources, history, and unique culture. These advantages have made the city a multi-functional growth gateway, a dynamic urban center, and a national hub for industry, aviation, and innovation. In this spirit, General Secretary and President To Lam urged the Party Committee, government, businesses, and people of Dong Nai City to work together to effectively implement the major development directions.
Firstly, we must build a new vision for Dong Nai within the vision of a centrally-governed city. Dong Nai City must set itself higher standards of development, striving to become a dynamic urban center with high competitiveness and a significant influence on the Southeast region and the entire country; aiming to have Dong Nai appear in rankings of livable and entrepreneurial cities in Asia and the world, just as Hanoi and Ho Chi Minh City have pioneered.
Secondly, we must transform existing advantages into new development values. These include strategic multimodal transportation infrastructure and a strong industrial base, a logistics network, a gateway location to inter-regional areas, a wide-open border space, and lands rich in human potential, peace, and creativity. These advantages need to be connected into a new development whole across the fields of industry, services, urbanization, ecology, culture, economy, border defense, national defense, and security; complementing each other to create a dynamic, smart, integrated Dong Nai with its own unique identity in the Southeast region.

Thirdly, we must build a city for its people. Every citizen should benefit from development. A developed city is not just about a large economy, high income, many high-rise buildings, or modern infrastructure; first and foremost, it must have a high quality of life for its people. Therefore, Dong Nai needs to better address employment, housing, schools, hospitals, cultural regulation, public spaces, and the living environment. The ultimate goal of development is for every family to have a more prosperous and happier life. Gradually, we must nurture the identity and qualities of the people of Dong Nai in this new era.
“The road ahead for Dong Nai City is wide open, but it requires greater effort and higher determination. The Politburo believes that with the resilience of a land rich in tradition, the creativity of a dynamic economic center, the spirit of unity, discipline, compassion, and aspiration for progress, the Party Committee, government, military, and people of Dong Nai City will build a rapidly developing, sustainable, and civilized city, worthy of being a centrally-governed city and an important growth pole of the Southeast region and the whole country,” - General Secretary and President To Lam emphasized.
Reporting at the ceremony, Mr. Vu Hong Van, Member of the Central Committee of the Party, Secretary of the City Party Committee, and Head of the National Assembly Delegation of Dong Nai City, stated: The Dong Nai City Party Committee will strive to implement the directives of General Secretary and President To Lam to build Dong Nai into a model of dynamic and modern development, becoming an important growth pole; competing with the whole country to successfully achieve the goal of becoming a developed country with modern industry and high middle income by 2030; becoming a developed country with high income by 2045; and together with the country, steadily advancing into a new era - the era of national progress.
