Expedite the review of legal documents.
According to the Government Newspaper, on May 27, Deputy Prime Minister Le Tien Chau chaired a meeting on the overall review of the system of legal documents.
At the meeting, Minister of Justice Hoang Thanh Tung reported that, as of May 26th, most central and local agencies are actively implementing the task of comprehensively reviewing the system of legal documents, including organizing training and deploying the comprehensive review of the system of legal documents at their respective agencies and localities.

Simultaneously, establish focal points and teams at subordinate units to regularly exchange professional knowledge and guidance on the implementation of the comprehensive review of the system of legal documents; issue timely implementing documents to carry out the directives of the Steering Committee; review and compile a list of legal documents within the scope of the comprehensive review of the ministry/agency.
Units under various agencies and localities are also conducting a comprehensive review of legal documents according to the guided criteria. Some units under these agencies and localities have drafted the results and are in the process of entering the data into the reporting system to send to their respective agencies.
After the delegates contributed their opinions, Deputy Prime Minister Le Tien Chau highly appreciated the involvement of ministries, sectors, and localities and acknowledged the initial results achieved by the comprehensive review.
At the same time, the Deputy Prime Minister reminded and criticized some ministries, sectors, and localities that have not been actively involved and have not properly recognized the position, significance, and importance of the comprehensive review task in accordance with the Politburo's directives.
The Deputy Prime Minister requested that ministries, agencies, and localities prioritize resources and closely monitor the progress of the comprehensive review of the system of legal documents. In particular, attention should be paid to diversifying methods of soliciting opinions, focusing on gathering feedback from citizens, businesses, affected parties, and officials on the review results, ensuring completion within the deadlines set by the Steering Committee for the comprehensive review and the directives of the Government and the Prime Minister.
At the same time, emphasis should be placed on communicating and widely disseminating information about the purpose, requirements, role, significance, current situation, and results of the comprehensive review, as well as solutions for improving the system of legal documents.
Emphasis on the quality of appraisal experts.
In addition, Deputy Prime Minister Le Tien Chau emphasized the importance of independent assessment and evaluation by the Ministry of Justice. He requested the Ministry to develop criteria for evaluating the results of the review in a public and transparent manner. He stressed the need to focus on the quality of the assessment experts, prioritizing practical experts, the legal staff of the Vietnam Chamber of Commerce and Industry (VCCI), large enterprises and corporations (which are directly affected by the document), and experts from several ministries and sectors.

The Supreme People's Court, the Supreme People's Procuratorate, the Central Committee of the Vietnam Fatherland Front, and the Vietnam Chamber of Commerce and Industry (VCCI) need to urgently compile recommendations on policies and practical problems, and send them to ministries, sectors, and localities for research and review.
The Ministry of Finance, in coordination with the Ministry of Justice, will continue to address difficulties and obstacles faced by ministries, sectors, and localities in the process of preparing budget estimates for the comprehensive review of the system of legal documents. After receiving guidance on funding, they will promptly allocate additional budget estimates to ensure implementation.
The Ministry of Science and Technology continues to provide guidance and promptly address any difficulties or obstacles arising during the use of artificial intelligence solutions to support the review of legal documents.
The Deputy Prime Minister emphasized that artificial intelligence is only a supporting tool, not a replacement for humans; ministries and agencies are responsible for the quality and progress of the review and pay special attention to ensuring information security and data confidentiality, with verification by legal experts.
The Deputy Prime Minister also directed the Ministry of Justice to continue to promote its role as the Standing Agency of the Steering Committee, proactively coordinate with the National Assembly's Law and Justice Committee in carrying out the Steering Committee's tasks, urge ministries, sectors, and localities to organize a comprehensive review, and promptly report to the Head and Deputy Head of the Steering Committee on issues beyond their authority.
