Plan for implementing the Law on the Capital City

On May 26th, the Prime Minister issued Decision No. 943/QD-TTg promulgating the Plan for the implementation of the Law on the Capital City (the Plan).

The purpose of this Plan is to specifically define the work content, deadlines, completion progress, and responsibilities of relevant agencies and organizations in organizing the implementation of the Capital City Law; to define the responsibilities and coordination mechanisms between ministries, ministerial-level agencies, the Hanoi city government, and other localities, agencies, and organizations in the process of implementing the Capital City Law; to raise awareness and responsibility of all levels, sectors, and the people in implementing the Capital City Law and other legal documents detailing and providing specific measures to organize and guide the implementation of the Capital City Law, and legal documents issued to exercise the assigned authority in the Capital City Law; and to organize timely and effective dissemination and promotion of the Capital City Law.

To achieve the above objectives, the Plan has set out specific tasks for relevant ministries, sectors, and localities to implement:

From May 2026, the organization will disseminate and publicize the Law on the Capital City and its implementing documents, including:

Publish and update the full text of the Law on the Capital City and its implementing documents on the electronic portals/websites of ministries, agencies, and provinces and cities in the Capital Region, and on the National Database of Laws, so that officials, civil servants, employees, and the public can easily access, utilize, and use them.

Implement appropriate forms of legal dissemination; compile, publish, and widely distribute dissemination materials to update information on the National Law Portal, the Ministry of Justice 's electronic portal, the Hanoi People's Committee's electronic portal, the Vietnam Law Newspaper, and other press, radio, and television agencies in Hanoi.

Organize the dissemination and promotion of the objectives and basic contents of the Law on the Capital City through specific forms; coordinate with press agencies to organize special features, programs, news articles, and reports to publicize the Law on the Capital City and its implementing documents.

The Ministry of Justice, in coordination with other ministries, ministerial-level agencies, the People's Committee of Hanoi City, and other provinces and cities, will organize the dissemination of the Law on the Capital City; and will guide and direct news agencies, newspapers, magazines, and dissemination units of ministries, sectors, and localities to widely disseminate the Law on the Capital City.

The People's Committee of Hanoi City is responsible for disseminating and publicizing the implementing documents of the Law on the Capital City; requesting the Voice of Vietnam Radio , Vietnam Television, Vietnam News Agency, and other news agencies and press organizations of Hanoi City and relevant provinces and cities to coordinate in disseminating and publicizing the Law on the Capital City and its implementing documents; and creating special pages and sections to introduce the objectives, guiding principles, and main contents of the Law on the Capital City.

From May 2026, the Hanoi People's Committee will preside over the organization of conferences, seminars, and training courses on the Law on the Capital City and its implementing documents. Hanoi's press and media agencies will coordinate in disseminating information and promoting these conferences, training courses, and the basic content of the Law on the Capital City; creating special sections, news articles, and features to disseminate legal knowledge and enhance the effectiveness of the Law's implementation.

The People's Committee of Hanoi City shall preside over and coordinate with the Ministry of Justice and other ministries and ministerial-level agencies to guide and resolve difficulties and obstacles in the process of implementing the Law. Based on their functions and duties, ministries and ministerial-level agencies shall participate in the drafting and commenting on implementing documents of the Law on the Capital City, or provide professional and technical guidance to the Hanoi government and relevant localities regarding specific mechanisms and policies in the Law on the Capital City.

The People's Council, the People's Committee, and the Chairman of the People's Committee of Hanoi City preside over the drafting of implementing documents for the Law on the Capital City within their assigned authority, aiming to fully and promptly concretize the mechanisms and policies of the Law, ensuring quality and progress according to the roadmap.

The Ministry of Justice will review legal documents related to the Law on the Capital City under its state management authority; compile the review results from ministries, ministerial-level agencies, and People's Committees of provinces and cities, and report to the Prime Minister before June 30, 2026.

Ministries, ministerial-level agencies, and People's Committees of provinces and cities shall review legal documents related to the Law on the Capital City within their assigned areas and jurisdictions to propose amendments, additions, or promulgation according to their authority; complete the review and send the results to the Ministry of Justice before June 15, 2026.

The People's Committee of Hanoi City presides over and coordinates with the Ministry of Justice, ministries, ministerial-level agencies, and relevant localities to assess the implementation of the Law on the Capital City; and coordinates with provinces/cities, the Ministry of Justice, and relevant ministries and ministerial-level agencies to organize meetings to evaluate the implementation of the Law regarding regional linkage and development projects; and projects linking and developing the Capital region.

For legal documents on construction and issuance under Articles 8 and 9 of the Capital City Law No. 02/2026/QH16, the People's Council and People's Committee shall report to the Standing Committee of the National Assembly, the Government, the Prime Minister, and ministries and ministerial-level agencies within 7 days from the date of issuance; organize an evaluation of the effectiveness of the legal documents issued as stipulated in Article 8 of the Capital City Law after one year of implementation and periodically report annually to the Standing Committee of the National Assembly, the Government, the Prime Minister, and the People's Council of the city on the implementation of the Capital City Law.

The Ministry of Justice, in coordination with other ministries and ministerial-level agencies, is responsible for monitoring the implementation of the Capital City Law, and organizing inspections of the implementation of the Capital City Law and its implementing documents.
