
Propaganda using utility applications
At midday at sea, taking a break from casting his nets, Mr. Pham Van Xiu, a fisherman from Long Hai commune (Ho Chi Minh City), took the opportunity to check his phone for updates on the election of National Assembly representatives for the 16th term and People's Council representatives at all levels for the 2026-2031 term. He said that on the commune's fanpage and the hamlet's Zalo group, the local government posted the biographies and action programs of the candidates, the rights and obligations of voters, as well as instructions for voters to participate in the election. People were also guided to find polling locations using online maps, scan QR codes to view propaganda information, or perform some procedures to verify personal information through the VNeID application.
"Thanks to that, even while at sea, I was still able to stay updated on the news. When I returned to shore to vote, I also knew more about the candidates and the election process," Mr. Xíu shared.
Not only fishermen, but many other voter groups such as factory workers and shift workers are also accessing election information in a similar way. Instead of waiting for community meetings or checking bulletin boards in their neighborhoods, workers can look up election-related information directly on their phones. Furthermore, in neighborhood 11 (Binh Thanh ward) – an area with many small boarding houses – Ms. Dao Thi Lan Phuong, the head of neighborhood 11, organized direct outreach sessions and guided residents on how to register for polling stations via the VNeID application.
For visually impaired voters, Binh Thanh ward uses specialized audiobooks and Braille printed materials for its outreach programs. Nguyen Van Thuong (from Dong Thap province, temporarily residing in Binh Thanh ward) said that providing Braille materials and online audio broadcasts helps visually impaired people like him understand their rights and responsibilities as voters, learn about the biographies and action programs of the candidates, and choose the most deserving person.
At the Security and Order Monitoring and Operations Center of the Dien Hong Ward People's Committee, large screens display images of the 28 polling stations in the ward. Live images from the polling stations are continuously transmitted, allowing authorities to promptly grasp the actual situation, proactively handle any arising issues, and ensure security and order throughout the election process.
Meanwhile, the Party Committee of Tan Son Hoa ward, in coordination with Mobifone Ho Chi Minh City, implemented a text messaging campaign to encourage voters to participate in the election. The system will send messages directly to voters' phone numbers to invite them to vote. Through this, information about the election day is disseminated quickly, widely, and directly to each voter.
Find information using digital maps.
Many localities in Ho Chi Minh City have increased the application of digital technology to improve the effectiveness of election propaganda. Thu Duc Ward has used artificial intelligence (AI) to create a virtual MC to introduce election-related regulations. These regulations are presented in a visually engaging and lively video format, making them more accessible to voters, especially young people. In addition, Thu Duc Ward has integrated a digital map of its polling area onto an online map platform. This allows voters to view the shortest route to their polling station and directly access the profiles of candidates in their constituency.

The Trung My Tay ward also implemented a digital map application for polling stations early on. Residents only need to scan the QR code or access the link provided by the local authorities on the ward's information pages to accurately identify their polling area. The digital map system integrates a navigation function to all 41 polling areas in the ward.
According to Mr. Ho Minh Hoang, Chairman of the People's Committee of Trung My Tay Ward, the digital map helps people save time searching for polling places, especially in densely populated areas or those with complex street systems.
Meanwhile, in An Lac ward, a dedicated election information website has been established to provide comprehensive information related to the election. With just a few clicks, voters can find all the necessary information – from the list of candidates, polling locations, checking personal voter information to the voting process.
Comrade Vo Van Minh, Chairman of the Ho Chi Minh City People's Council and Chairman of the Ho Chi Minh City Election Committee, commented that the application of digital technology in election propaganda and organization is an inevitable trend, helping to improve management efficiency and create favorable conditions for people to participate in exercising their civic rights.
Operating the Cyber Security Operations Center for Election Support
The Ho Chi Minh City Police Department has put into operation the Cybersecurity Operations Center to serve the security and safety of the 16th National Assembly elections and the People's Council elections at all levels for the 2026-2031 term. The Center maintains a 24/7 on-call system throughout the peak period of the election, with the participation of specialized forces in information technology and information security. Monitoring, warning, and incident response plans have been developed comprehensively and are ready to be deployed immediately upon any situation arising.
The Ho Chi Minh City Police also provided population data for each commune-level administrative unit to support the election process; deployed voter management software to optimize the time spent on dividing and reviewing voter lists. Simultaneously, they guided localities in exploiting and using the national population database and the VNeID application to support the election process in compiling voter lists and printing voter cards.
