In the context of science , technology, innovation, and digital transformation becoming new drivers of development, popularizing digital skills among the population is considered a crucial foundation for building a digital society from the grassroots level.
In Lap Thach commune, the "Digital Literacy Movement" is implemented in a way that is accessible and suitable to the rhythm of rural life. Instructors are young commune officials and members of the community digital technology team. The learning content focuses on practical tasks such as activating level 2 electronic identification, integrating personal documents into the VNeID application, logging into the binhdanhocvuso.gov.vn platform, and identifying online scams.
Notably, the classes are not organized in a rigid, centralized format, but are divided into smaller groups based on residential areas, neighborhood associations, and even provide direct instruction at people's homes. During the day, classes are held at the village cultural center, while in the evenings, community digital technology teams go door-to-door to support residents. Some instruction sessions last until 10 PM to accommodate the daily schedules of individual families.
The commune has established 45 community digital technology teams in 45 villages and residential areas to support the popularization of digital skills among the people. Before deployment at the grassroots level, all commune officials and civil servants are required to complete digital platform training courses to understand and directly guide the people.

After three months of implementation, digital technology is no longer a foreign concept in Lap Thach. People are gradually using smartphones to search for information, handle administrative procedures, and study on digital platforms.
According to local statistics, over 80% of the population has received training and guidance in digital skills; over 50% of people of working age have registered for learning on the binhdanhocvuso.gov.vn platform; and the rate of administrative applications processed online has reached over 98%.
The reality in Lap Thach shows that when science and technology are brought to the people through intuitive, easy-to-understand methods that are linked to their daily needs, digital transformation can begin with things that are very familiar in every rural area.
