Accordingly, the Vietnam Expressway Investment and Development Corporation (VEC) is responsible for coordinating with VETC Automatic Toll Collection Company Limited (VETC) and Vietnam Digital Transport Corporation (VDTC) to organize toll collection for the Ho Chi Minh City - Long Thanh - Dau Giay expressway.
Specifically, for vehicles without input information, an OTC (Over the Counter - manually processed transaction at the counter) transaction will be created. For vehicles with input information but without output information after 3 hours (or depending on the actual situation), the fee will be calculated and collected based on the output at the interchange with the Bien Hoa - Vung Tau expressway.

The Vietnam Road Administration has requested that relevant units implement toll collection on the Ho Chi Minh City - Long Thanh - Dau Giay expressway according to the above plan starting from May 24th. Specifically, VEC will implement a plan to organize guidance and arrange separate toll lanes for vehicles entering from the Bien Hoa - Vung Tau expressway to ensure safety and smooth traffic flow.
At the same time, VEC proactively arranged and increased the number of personnel on duty at the toll lanes to promptly guide and support the handling of vehicles encountering problems during the toll collection process; coordinated the inspection, review, and handling of unusual transactions, ensuring that toll collection is carried out continuously and minimizing traffic congestion.
VETC and VDTC will closely coordinate and develop solutions to create OTC transactions, conduct post-audits, reconciliation, and fee collection in accordance with the fee collection plan. In cases where relevant units have fully implemented inspection, review, post-audit, reconciliation, and information verification measures as prescribed, but lack sufficient data to accurately determine the vehicle's journey; or if the vehicle owner or customer does not cooperate during the verification and collection process, the fee collection service provider is responsible for continuing to monitor and coordinate with relevant authorities to collect the fees as prescribed.
Previously, on May 18th, component project 1 of the Bien Hoa - Vung Tau expressway section through Dong Nai City allowed vehicles to enter at the Vo Nguyen Giap interchange for temporary operation along the entire nearly 54km route. However, according to the temporary operation plan, the Bung Mon interchange (Long Thanh ward) was closed to avoid conflicts with high-speed traffic, resulting in drivers losing more time to access the Bien Hoa - Vung Tau expressway.
The People's Committee of Dong Nai City has proposed putting into temporary operation the interchange between the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, T2 route, and the Bien Hoa - Vung Tau Expressway to facilitate connection with the Bien Hoa - Vung Tau Expressway.
