This morning (September 18th), the 10th Conference of the 13th Central Committee of the Communist Party of Vietnam was solemnly inaugurated at the Party Central Headquarters. General Secretary and President To Lam presided over and delivered the opening speech at the Conference.

The opening of the Central Committee meeting included a minute of silence to commemorate the victims who tragically lost their lives due to Typhoon No. 3 and the recent floods. In his opening remarks, General Secretary and President To Lam stated that the meeting was taking place at a very special time: Comrade General Secretary Nguyen Phu Trong, an exceptionally outstanding leader, a leading ideologist and theoretical figure of the Party, passed away at a time when the entire Party, people, and army were determined to comprehensively implement the Resolution of the 13th Party Congress; most recently, Typhoon No. 3 caused extremely heavy losses of life and property in most northern provinces and cities; and currently, the entire Party, army, and people are focusing their utmost efforts on overcoming the consequences of the typhoon... General Secretary and President To Lam stated that the Conference will discuss and provide feedback on 10 topics belonging to two groups of strategic issues and a number of specific matters. In that spirit, the General Secretary and President requested the Central Committee to dedicate time to research in order to provide truly accurate opinions that reflect the realities of their respective ministries, sectors, and localities. They should focus on contributing to specific issues and those of a general nature, especially practical issues not yet addressed in the draft documents, but which require a comprehensive assessment of important contents regarding guiding principles, strategic breakthroughs, and highly feasible policies. Regarding the tasks that need to be done immediately in the coming period, General Secretary and President To Lam emphasized that successfully implementing the Resolution of the 13th National Congress of the Party is the highest goal of the entire Party, people, and army in 2025; This serves as the foundation for successfully achieving the 100-year strategic goals under the Party's leadership and looking forward to the 100th anniversary of the nation's founding. General Secretary and President To Lam emphasized that this goal must be achieved with the highest determination, the greatest effort, decisive action, and the most effective solutions, ensuring that the set targets are met and even surpassed. This is the Party's responsibility to the people, to the glorious history of the nation, and to international friends; it is proof of the Party's leadership capacity, governing ability, and fighting strength. Therefore, all resources and measures must be concentrated to complete it. The projected socio-economic development plan for 2025 has set out the main goals, targets, tasks, and solutions; it analyzes the feasibility of achieving the socio-economic targets for the 5-year period 2021-2025 based on the implementation of the socio-economic development plan in 2024. The Politburo has discussed it very carefully, comprehensively assessed it, considered all aspects, and decided to report it to the Central Committee for discussion and feedback. Regarding preparations for the 14th National Congress of the Party, General Secretary and President To Lam suggested that the Central Committee focus its discussions on clarifying the following: Does the Political Report presented to the Conference meet the standards of a central report in terms of viewpoints, guidelines, and policies? Has it summarized the values ​​of the past, present, and future? Has it served as a "lighting torch" guiding the entire Party, people, and army to achieve the strategic goals set by the 13th National Congress?; Do the strategic reports on socio-economic development; Party building and implementation of the Party Charter; and the theoretical and practical issues drawn from the 40-year review of reforms fully encompass the basis for the general arguments in the Political Report? Are the reports consistent with each other and with the Party's viewpoints and policies on national development for the period 2026-2030 and the vision to 2045? Regarding some specific issues, General Secretary and President To Lam urged delegates to discuss the following: Concerning strategic breakthroughs in the next term, should the focus be on institutional and development breakthroughs, strong reforms in personnel management, and comprehensive and significant breakthroughs in the construction and development of socio-economic infrastructure? Regarding strategic directions and solutions, should the focus be on perfecting production relations with four key priorities: Firstly, streamlining the organizational structure of the Party, State, National Assembly, and socio-political organizations to ensure effective and efficient operation; reforming the Party's leadership and governance methods to advance our nation. Secondly, according to the General Secretary and President, promoting decentralization and delegation of power with the motto "local authorities decide, local authorities act, local authorities are responsible," while the Central Committee, Government, and National Assembly strengthen institutional reform, maintain a constructive role, and enhance inspection and supervision; Simultaneously, thoroughly reform administrative procedures; thirdly, awaken the motivation and spirit of dedication to the country, unlock all social resources and resources within the people; fourthly, promote digital transformation and green transformation, taking science and technology and innovation as the main driving force for development, with mechanisms to focus on technology, especially source technology and core technology… while development must be focused and targeted, not scattered. Actively and proactively take advantage of external resources, combining national strength with the strength of the times.” In his opening speech at the conference, General Secretary and President To Lam also particularly noted that the personnel work for the 14th National Congress is a crucial task, the "key" of "keys," with decisive significance for the successful implementation of the Party's policies and guidelines to lead the country into a new era. Therefore, General Secretary and President To Lam requested and expressed his confidence that the Central Committee would uphold its responsibility to the Party, the people, the glorious history of the Party, and the traditions of our ancestors to do this work well with impartiality, integrity, scientific rigor, objectivity, caution, and thoroughness, prioritizing the common good, the national interest, and the well-being and happiness of the people.
