Efforts to practice thrift and combat waste have yielded many positive results.

(Chinhphu.vn) - On April 24, continuing the program of the 44th Session, under the chairmanship of Vice Chairman of the National Assembly Nguyen Duc Hai, the Standing Committee of the National Assembly considered the Government's report on the work of practicing thrift and combating waste in 2024.

Presenting the report at the session, Minister of Finance Nguyen Van Thang stated that in 2024, the Government and the Prime Minister established the Government's Steering Committee for the Prevention and Control of Waste; issued Decision No. 1764/QD-TTg dated December 31, 2023, on the Government's overall program on practicing thrift and combating waste in 2024, and numerous directives and official dispatches.

This aims to synchronize the goals, tasks, and solutions for practicing thrift and combating waste in all fields, contributing to the effective mobilization, allocation, and use of resources to create a source for salary reform, ensuring macroeconomic stability, controlling inflation, and ensuring the overall balance of the economy; creating more substantive changes in the awareness and actions of officials, civil servants, employees, and the people regarding the practice of thrift and combating waste.

Despite facing numerous difficulties and challenges, the Government, ministries, sectors, and localities have decisively and effectively implemented the provisions of the Law on Practicing Thrift and Combating Waste, the Resolutions of the National Assembly and the Government, and the tasks and solutions set out in the Government's overall program on practicing thrift and combating waste in 2024. The work of practicing thrift and combating waste has seen many positive changes and achieved significant results in various fields, contributing to the successful achievement of socio-economic development goals and targets (meeting and exceeding all 15/15 key socio-economic development targets).

Presenting the verification report, Deputy Chairman of the Standing Committee on Economy and Finance Le Quang Manh stated that the work of practicing thrift and combating waste in 2024 continued to show many positive changes. However, alongside the achievements, there are still shortcomings, limitations, and waste... Therefore, the Standing Committee on Economy and Finance proposed to continue tightening financial discipline, effectively implementing fiscal policy, and strictly controlling budget deficits; to have effective solutions to overcome shortcomings and limitations in the implementation of National Target Programs and public investment; and to decisively organize the implementation and accelerate the progress of projects, ensuring quality and progress as required by the resolutions of the National Assembly.

Speaking at the session, Deputy Speaker of the National Assembly Nguyen Khac Dinh stated that it is necessary to review all slow-moving projects and address shortcomings in mechanisms and policies so that projects can be implemented in practice, which is also a way to unlock resources and combat waste.

In addition, a review of underutilized public assets, especially at the local level, is necessary. During the restructuring of the entire political system, financial and asset management must ensure there is no loss, waste, or corruption. Financial and asset resources need to be used efficiently.

In his concluding remarks, Vice Chairman of the National Assembly Nguyen Duc Hai stated that the work of practicing thrift and combating waste in 2024 has seen many changes and achieved important and positive results in various fields; the shortcomings and limitations of previous years have gradually been overcome; and the sense of responsibility regarding practicing thrift and combating waste has been raised to a new level.

However, the Government's report, the verification report, and the Standing Committee's opinions indicate that there are still shortcomings and limitations. The Standing Committee requests the Government to further clarify the causes related to the contents of the National Assembly's thematic supervision resolution on practicing thrift and combating waste in 2023. The National Assembly Standing Committee basically agrees with the tasks and solutions for 2024 that the Government has outlined in its report and that the Economic and Financial Committee has further emphasized in its verification report.

The Vice Chairman of the National Assembly requested the Government to study and incorporate the opinions of the verification agencies and the Standing Committee of the National Assembly to supplement and finalize the report to be submitted to the National Assembly and the verification agencies, and the Economic and Financial Committee for official verification before presenting it to the National Assembly at the 9th Session of the 15th National Assembly.
