Voters in Ninh Thuan support the merger of the province and the reorganization of commune-level administrative units.

(Chinhphu.vn) - The People's Committee of Ninh Thuan province has submitted a report on the results of soliciting opinions from household representatives on the draft plan for merging Ninh Thuan and Khanh Hoa provinces; and the draft plan for rearranging commune-level administrative units in Ninh Thuan province.

The majority of voters in Ninh Thuan support the draft plan to merge Ninh Thuan and Khanh Hoa provinces.

The Ninh Thuan Provincial People's Committee announced that it had issued Official Document No. 1705/UBND-VXNV dated April 18, 2025, directing localities to organize the collection of opinions and compile the results of the opinion gathering from household representatives.

Between April 19th and April 21st, 2025, the People's Committees of districts and cities directed the People's Committees of communes, wards, and towns to organize consultations with household representatives on the draft plan for merging Ninh Thuan and Khanh Hoa provinces; and the draft plan for rearranging commune-level administrative units in Ninh Thuan province.

Total number of households subject to consultation: 182,301 households - corresponding to 182,301 household representative voters. Number of household representative voters participating in the consultation: 178,314 voters.

As a result, regarding the draft plan for merging Ninh Thuan and Khanh Hoa provinces , 176,835 voters agreed, accounting for 97% of the total number of voters; 1,421 voters disagreed, accounting for 0.78% of the total number of voters. The number of voters who did not participate in the consultation/whose opinions were invalid was 4,045, accounting for 2.22% of the total number of voters.

Regarding the draft plan for reorganizing commune-level administrative units in Ninh Thuan province , 175,425 voters agreed, accounting for 96.23% of the total number of voters; 2,831 voters disagreed, accounting for 1.55% of the total number of voters. The number of voters who did not participate in the discussion/whose opinions were invalid was 4,045, accounting for 2.22% of the total number of voters.

* According to the draft plan for reorganizing commune-level administrative units in Ninh Thuan province:

1. Establish Phan Rang 1 ward by merging the existing area and population of Kinh Dinh ward, Phu Ha ward, Dai Son ward, and Dao Long ward (Phan Rang-Thap Cham city).

2. Establish Phan Rang 2 ward by merging the existing area and population of My Binh ward, My Dong ward, My Hai ward and a part of Dong Hai ward (excluding Phu Tho village) - Phan Rang-Thap Cham city.

3. Establish Phan Rang 3 ward by merging the existing area and population of Van Hai ward (Phan Rang-Thap Cham city) and Khanh Hai town (Ninh Hai district).

4. Establish Phan Rang 4 ward by merging the existing area and population of Phuoc My ward, Bao An ward and Thanh Hai commune (Phan Rang-Thap Cham city).

5. Establish Phan Rang 5 ward by merging the existing area and population of Do Vinh ward (Phan Rang-Thap Cham city) and Nhon Son commune (Ninh Son district).

6. Establish Ninh Phuoc 1 commune by merging the existing area and population of Phuoc Dan town, Phuoc Thuan commune, and Phuoc Hai commune (Ninh Phuoc district).

7. Establish Ninh Phuoc 2 commune by merging the existing area and population of Phuoc Thai commune and Phuoc Huu commune (Ninh Phuoc district).

8. Establish Ninh Phuoc 3 commune by merging the existing area and population of Phuoc Vinh commune, Phuoc Son commune, and Phuoc Hau commune (Ninh Phuoc district).

9. Establish Thuan Nam 1 commune by merging the existing area and population of Phuoc Nam commune, Phuoc Ninh commune, and Phuoc Minh commune (Thuan Nam district).

10. Establish Thuan Nam 2 commune by merging the existing area and population of Phuoc Diem and Ca Na communes (Thuan Nam district).

11. Establish Thuan Nam 3 commune by merging the existing area and population of Phuoc Ha and Nhi Ha communes (Thuan Nam district).

12. Establish Thuan Nam 4 commune by merging the existing area and population of Phu Tho village (Dong Hai ward, Phan Rang-Thap Cham city), An Hai commune (Ninh Phuoc district) and Phuoc Dinh commune (Thuan Nam district).

13. Establish Ninh Hai 1 commune by merging the existing area and population of Phuong Hai commune, Tri Hai commune (Ninh Hai district) and Bac Son commune (Thuan Bac district).

14. Establish Ninh Hai 2 commune by merging the existing area and population of Xuan Hai commune, Tan Hai commune, and Ho Hai commune (Ninh Hai district).

15. Establish Ninh Hai 3 commune by merging the existing area and population of Vinh Hai commune, Nhon Hai commune, and Thanh Hai commune (Ninh Hai district).

16. Establish Thuan Bac 1 commune by merging the existing area and population of Bac Phong commune, Phuoc Khang commune, and Loi Hai commune (Thuan Bac district).

17. Establish Thuan Bac 2 commune by merging the existing area and population of Phuoc Chien commune and Cong Hai commune (Thuan Bac district).

18. Establish Ninh Son 1 commune by merging the existing area and population of Tan Son town and Quang Son commune (Ninh Son district).

19. Establish Ninh Son 2 commune by merging the existing area and population of Lam Son and Luong Son communes (Ninh Son district).

20. Establish Ninh Son 3 commune by merging the existing area and population of Ma Noi and Hoa Son communes (Ninh Son district).

21. Establish Ninh Son 4 commune based on the merger of the existing area and population of My Son commune (Ninh Son district) and Phuoc Trung commune (Bac Ai district).

22. Establish Bac Ai 1 commune based on the merger of the existing area and population of Phuoc Dai and Phuoc Thanh communes (Bac Ai district).

23. Establish Bac Ai 2 commune by merging the existing area and population of Phuoc Tien commune, Phuoc Thang commune, and Phuoc Chinh commune (Bac Ai district).

24. Establish Bac Ai 3 commune by merging the existing area and population of Phuoc Hoa commune, Phuoc Tan commune, and Phuoc Binh commune (Bac Ai district).

Before the reorganization, Ninh Thuan province had 62 commune-level administrative units (including: 47 communes, 12 wards and 3 towns).

After the reorganization, Ninh Thuan province now has 24 commune-level administrative units (including 19 communes and 5 wards); a reduction of 38 out of 62 units (28 communes, 7 wards, and 3 towns), achieving a rate of 61.3% - ensuring the requirements set forth in Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Conference of the Central Committee of the 13th Party Congress and Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly.
