Ensuring sufficient material supply to closely monitor the progress of key transportation projects.

On the morning of February 13th, Deputy Prime Minister Tran Hong Ha and his delegation conducted a surprise inspection at the intersection of the Bien Hoa-Vung Tau expressway and the access road to Long Thanh airport. Immediately afterwards, they held a working session with the People's Committee of Dong Nai province, the investor, contractors, and leaders of relevant ministries and agencies regarding the supply of construction materials for the Long Thanh International Airport project and several key transportation projects in the province.

Currently, all key projects in the region, as well as in Dong Nai province, are in their peak progress phase to meet the completion target by the end of 2025. This has led to a sudden surge in demand for construction stone, significantly impacting the overall production plans of quarries as they must supply multiple projects simultaneously. In particular, the Long Thanh Airport project requires approximately 4.9 million m³ of stone in 2025, the Bien Hoa-Vung Tau Expressway project approximately 1.2 million m³, and the Ho Chi Minh City Ring Road 3 project approximately 2.3 million m³, while the current supply capacity of the quarries cannot meet the demand.

Furthermore, supply is also limited due to factors such as transportation waiting times, capacity upgrades, and the actual operating capacity of the machinery and equipment at each mine in the area.

Regarding the need for embankment fill, components 1 and 2 of the Bien Hoa-Vung Tau Expressway Project still lack approximately 4 million cubic meters of fill material. Locations that have received local approval are currently awaiting completion of the necessary permits for excavation.

Furthermore, in the coming period, the volume of materials transported to supply projects in Dong Nai province will be approximately 21 million cubic meters of soil and various types of rock (equivalent to nearly 5,000 vehicles per day and night), putting immense pressure on the regional transportation system. The main transportation routes utilize dedicated roads (of small scale), National Highway 51 (which has a very high traffic volume and is frequently congested, especially during peak hours), and local roads with limited load capacity. This issue is also one of the reasons limiting the ability to supply materials to projects.

Contractors have petitioned Dong Nai province to allow increased capacity, more production lines, and more shifts in quarry operations; to allow the resumption of operations at temporarily suspended or halted quarries; to shorten the processing time for mineral exploitation permits or permit extensions; to provide maximum support for other related procedures, such as land, investment, and planning; and to establish priority time slots for material transportation to regulate and ensure reasonable traffic flow.

According to Vo Tan Duc, Chairman of the People's Committee of Dong Nai province, the province will continue to work with investors and contractors to accurately determine the specific construction material needs of Long Thanh International Airport and components 1 and 2 of the Bien Hoa-Vung Tau expressway. Based on this, they will develop plans for allocating resources for the exploitation and supply of materials to each quarry, as well as implementing traffic diversion and regulation to facilitate the transportation of construction materials.

Concluding the working session, Deputy Prime Minister Tran Hong Ha stated that, with the goal of achieving over 8% growth in 2025, Party and State leaders will continue to visit localities to listen, understand, and propose solutions to overcome difficulties and find further impetus for development in 2025 and the following years. Accelerating the progress of key transportation projects in Dong Nai province will contribute to meeting the development requirements of the locality and the entire country.

Over the past period, investors, contractors, and local authorities have demonstrated a strong sense of responsibility by resolutely fulfilling their commitments regarding progress and completion plans.

Sharing the difficulties regarding construction materials when accelerating project progress, the Deputy Prime Minister requested that investors and contractors accurately determine the demand for construction materials according to the progress on a monthly and quarterly basis, rather than based on the reserves of mines. These figures are legally binding and are linked to the responsibility of each investor, contractor, and the Ministry of Transport.

The Deputy Prime Minister requested the People's Committee of Dong Nai province to urgently establish an inter-agency task force, with the participation of representatives from several relevant ministries and agencies, to minimize procedures for increasing capacity and extending licenses for earth and stone mines; and to coordinate with investors and contractors to agree on a plan for exploiting and transporting construction materials to the project site. Investors and contractors should proactively work with mining and transportation companies to ensure the supply of construction materials keeps pace with the project's progress.

Emphasizing the urgency of the Long Thanh International Airport Project and the Ho Chi Minh City Ring Road 3 Project, the Deputy Prime Minister agreed in principle to allow the application of mechanisms and policies in accordance with the spirit of the National Assembly Resolution on special mechanisms and policies in licensing the exploitation of mineral resources for common construction materials, ensuring that no losses or waste occur; and assigned the Ministry of Transport and the Ministry of Natural Resources and Environment to review the legal regulations to finalize and report to the competent authorities.

During the meeting, the Deputy Prime Minister also heard a report on the process of handing over several projects under the Long Thanh International Airport Project to Dong Nai province for implementation, such as: the off-airport fuel supply pipeline system, the airport city, the aviation industrial park, and the medical quarantine center…

The Deputy Prime Minister requested Dong Nai province to urgently carry out the necessary procedures to update and supplement the dossier for adjusting the investment policy for Long Thanh International Airport, as well as related plans.
