In the context of digital transformation becoming an essential requirement for development, the movement not only helps people access technology but also creates a foundation for building a digital society, digital citizens, and a digital nation in the new era.
In an era where everything from learning, working, payments, healthcare, to handling administrative procedures is shifting to the digital environment, technological skills are no longer an advantage for a select group but have become an essential competency for every citizen.
Therefore, the "Digital Literacy Movement" was launched as a nationwide "technological literacy campaign," aiming to popularize digital knowledge among the entire population, enabling everyone to access, use, and master technology in their daily lives.
The movement is being implemented in the spirit of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation. This is considered a strategic direction to create a strong shift in national digital capacity, in which the people are identified as the center and subjects of digital transformation.
The unique aspect of the "Popular Education Movement" is its inclusive, comprehensive, and far-reaching approach. It targets not only officials or technology specialists, but all segments of the population – students, workers, farmers, laborers, the elderly, and more – with the spirit of "leaving no one behind."
Many practical models have been implemented at the grassroots level, such as community digital technology teams, digital skills classes in residential areas, guidance on using VNeID, online public services, cashless payments, and online safety skills. The motto "going to every street, to every house, guiding every person" is helping technology become more accessible and familiar to the people.
In addition, the "Digital People's Education" platform at binhdanhocvuso.gov.vn has been launched to support digital skills training nationwide. The system integrates widely available online courses on digital transformation, artificial intelligence (AI), data, digital skills, and information security, enabling people to learn anytime, anywhere.

Beyond simply popularizing basic skills, the movement also aims to foster a spirit of lifelong learning in the digital environment. Digital transformation is not a short-term process, but a continuous change driven by technological advancements. As technology evolves daily, learning and updating digital knowledge must become a constant need for every individual.
Besides digital skills training, many fundamental tasks have also been set out, such as perfecting the legal framework for digital transformation, building digital infrastructure, developing "accurate, complete, clean, and vibrant" digital data, ensuring information security and safety, and developing high-quality human resources. These are considered core conditions for effective and sustainable national digital transformation.
Experience shows that digital transformation will be difficult to succeed if citizens remain uninvolved. When each citizen becomes a "digital citizen," knowing how to use technology and actively participating in the digital environment, the process of building a digital government, digital economy, and digital society will be accelerated and more sustainable.
From the "Popular Education Movement" of the past to the "Digital Popular Education Movement" of today, the greatest commonality remains the aspiration to raise the intellectual level of the people for national development. But while in the past it was about knowing how to read and write, in the new era it also means knowing how to use technology, mastering data, and adapting to the digital future.
