In implementing the Politburo's policy on organizing the state administrative apparatus according to the two-tiered local government model, the Veterans Associations at all levels in Lam Dong province have proactively implemented organizational restructuring plans to ensure stable and effective operation.

The Provincial Veterans Association has fully disseminated the directives and guidelines from the Central Committee to its cadres and members, creating a high level of consensus in awareness and action. According to the Chairman of the Provincial Veterans Association, Vu Cong Tien, the Association is coordinating the development of a plan to merge the Veterans Associations of the three provinces of Lam Dong, Dak Nong, and Binh Thuan , ensuring compliance with regulations and practical requirements. Following the guidance of the Central Committee of the Vietnam Veterans Association, the organizational structure of the provincial and city-level Veterans Associations will be unified into specialized departments including Organization - Inspection; Propaganda - Movement; and Planning - General Affairs. Personnel will be carefully selected, meeting the required standards and capabilities to effectively carry out the Association's tasks.

The Provincial Veterans Association also directed local Veterans Associations in the province to proactively develop plans to stabilize the organization and operation of the Association after the merger, in accordance with the directives and policies of the Party and the State. All levels of the Association should prepare well for personnel matters and hand over work in a reasonable and scientific manner. “The stabilization of the Veterans Association organization at the commune level after the merger needs to be implemented quickly and synchronously. Association officials must clearly define their responsibilities and proactively begin their work immediately. Given the requirements of operating under the new model, the emulation movement also needs to be reformed; emulation targets must be reviewed, supplemented appropriately, and allocated to the grassroots level for effective implementation,” the Chairman of the Provincial Veterans Association emphasized.

In Lam Ha district, preparations have been underway proactively since early on. Mr. Nguyen Ngoc Phi, Chairman of the District Veterans Association, said: “We have guided communes and towns to prepare complete dossiers and summarize the results of the tasks performed during the 2022-2027 term, in order to facilitate the handover to the new administrative unit. If a congress is held, the new commune Veterans Association will have all the necessary information to conduct its first grassroots congress in accordance with regulations.” The Lam Ha District Veterans Association also outlined its operational direction and implemented the resolution for 2025; emphasizing the importance of propaganda and raising awareness among cadres and members about the policy of streamlining the organizational structure. Similarly, in Duc Trong district, preparations have also been carried out seriously. Mr. Mai Van An, Chairman of the District Veterans Association, shared: “Following the directives and guidance from higher levels, the grassroots Veterans Associations in the district have always demonstrated a proactive and ready spirit. The Executive Committee of the Association has also held meetings to implement key tasks in the coming period, ensuring that the Association's activities are maintained continuously and without interruption.”

One of the key requirements in the process of reorganizing and consolidating the Veterans Association at all levels is prioritizing the selection and placement of cadres with sufficient capacity, qualities, experience, and prestige. The Central Committee of the Vietnam Veterans Association clearly directs that priority should be given to selecting, appointing, and utilizing retired military officers as chairmen and vice-chairmen of the Veterans Association at all levels, ensuring they meet the prescribed standards and criteria. These must be cadres with strong political convictions, good moral character, experience, capacity, and prestige, recommended by the Party Committee and trusted by the Veterans Association. Furthermore, attention to the implementation of policies and regulations for the cadres of the Veterans Association at all levels during the reorganization process must also be strictly ensured and in accordance with regulations...

It is expected that from July 1, 2025, the new administrative units will officially operate under a two-tiered local government model. This is an important step in the process of reforming the state apparatus, aiming for a streamlined, effective, and efficient structure. For the Veterans Association, proactively and flexibly adapting during this transition period is crucial to continuing to promote the position and role of veterans in the new situation; especially in the task of building and protecting the Party, the government, the socialist system, and protecting the legitimate rights and interests of veterans.
