In implementing the Action Program of the Da Nang City Party Committee to carry out Resolution No. 80-NQ/TW of the Politburo on the development of Vietnamese culture, the Da Nang City People's Committee has just issued Plan No. 194/KH-UBND on building "Cultural Clans" in the area for the period 2026 - 2030.
The plan aims to build a "Cultural Clan" to protect and promote the family's traditions, educate descendants to enhance their awareness of their roots, live with compassion and respect for family values and the sustainability and longevity of the Vietnamese lineage; to build a cultured and civilized urban lifestyle; and to preserve the traditional cultural space of the countryside.
Through this, human behavior is guided towards the values of truth, goodness, and beauty through family and kinship relationships, and this influence spreads throughout the community and society.

At the same time, we will continue to develop the "Cultural Tribe" building movement extensively, from the plains and urban areas to the mountainous regions and ethnic minority areas, in a practical and effective manner; linking it with promoting community solidarity, combating social evils, preventing moral and lifestyle degradation, and contributing to building smart cities and modern, culturally rich rural areas. This will create positive changes in building the culture and people of Da Nang to meet the city's development requirements in the new phase.
The plan also aims to affirm and promote the role and responsibility of the Family Council in implementing the construction of "Cultural Clans," building a learning society, a learning lineage, promoting education and talent, contributing to improving the quality of the "National Unity for Building New Rural Areas and Civilized Urban Areas" campaign, the "National Unity for Building a Cultural Life" movement associated with the "5 No's," "3 Yes's," and "4 Safe's" programs, maintaining security, social order and safety, and patriotic emulation movements launched by ministries, central agencies, and organizations, as well as the city.

Da Nang aims to have at least 70% of clans in the city establish clan regulations (clan covenants) by 2030.
In the plains and urban areas, at least 65% of clans register to build "Cultural Clans"; at least 55% of clans are recognized as "Cultural Clans".
In mountainous areas and ethnic minority regions, there are at least 3 clans/communes/wards/special zones registered to build "Cultural Clans" (excluding special communes, clans without genealogies, or clans without distinct lineages from previous generations); and at least 2 clans/communes/wards/special zones recognized with the title "Cultural Clan" (excluding the special communes mentioned above).

Building Da Nang into a heritage and creative city.
To achieve this goal, Da Nang will implement the following key contents and tasks:
The organization will research, revise, supplement, and finalize the criteria, standards, documents, procedures, and processes for recognizing "Cultural Clans"; and develop model clan convention frameworks to be implemented throughout the city.
Organize or integrate conferences and seminars to evaluate, affirm, and replicate the model of building "Cultural Clans" throughout the city, especially in mountainous areas and regions inhabited by ethnic minorities.
Promoting the building of "Cultural Clans," effectively utilizing the grassroots information network, and widely disseminating information to clan councils throughout the city about the purpose and significance of the "Cultural Clan" building movement...
Training, inspection, and evaluation of implementation results. Annually, organize or integrate conferences to evaluate the results of the Plan's implementation; focus on guiding and inspecting the process of reviewing and recognizing "Cultural Clans," promptly commending and replicating effective models and practices, while simultaneously correcting and overcoming limitations and shortcomings...
