On July 10, Chairman of the People's Committee of Da Nang City Luong Nguyen Minh Triet directly inspected the site of the old Northern beltway of Quang Nam province and Quang Da bridge, an important traffic project connecting the region but currently "congested" due to slow site handover and lack of materials.
The Northern Belt Road Project of Quang Nam Province connects to Quang Da Bridge (the bridge has been technically opened to traffic). However, the belt road has not been completed yet, making it impossible for vehicles to pass through Quang Da Bridge as there is no access road to the bridge in Dien Ban Bac Ward.


According to local reports, the Northern Belt Road project in Quang Nam province has only handed over about 10.3 hectares out of 18.43 hectares of land to the contractor (reaching a rate of about 55.89%). The remaining area has problems with land origin and resettlement areas for site clearance have not been completed.
Regarding materials, the project needs about 500,000m3 of earth and sand, but has not yet found a quarry that can supply enough. In addition, Joint Stock Company 873, a construction unit, has not ensured the required volume despite repeated requests from the government.
According to the Chairman of the Da Nang People's Committee, Luong Nguyen Minh Triet: The urgency of the Quang Da bridge project lies not only in its role as a regional connection but also in the requirement to effectively use the allocated central capital. "The central capital that has been allocated but cannot be disbursed will greatly affect the progress and the city's ability to balance resources. If it is now withdrawn, the city will have to spend the capital to do it. It must be handled urgently, not allowing the central capital to be blocked," Mr. Triet emphasized and requested Dien Ban Bac ward to take the lead in compensation and site clearance. This work is not only assigned to the Land Fund Development Center but also requires the mobilization of the entire local political system. In particular, it is necessary to prioritize the handover of site at the locations of bridges, culverts, and bridge abutments so that contractors have conditions to construct and improve the disbursement rate.


“If we continue to be sluggish like this, the Central Government will not resolve the issue. There is no basis for them to extend the deadline,” Mr. Triet shared and requested to immediately implement resettlement projects, because without resettlement, there can be no roads. It is necessary to focus on handling legal documents on land, land division, and public land according to old regulations; cases beyond authority must be reported promptly to the City People's Committee.
“Currently, the authority of the Ward People's Committee Chairman has increased 6 times compared to before. It is necessary to proactively check and process information through the virtual assistant system, not be passive, and not avoid responsibility. “At least two resettlement projects must start in October. The Department of Construction must provide maximum support in terms of procedures and processes to ensure progress.”, Mr. Triet directed.
The Chairman of Da Nang City proposed to combine the planning of this resettlement area with the future national railway project, in order to avoid repeating legal procedures and save the budget. Regarding the construction progress, the Chairman of Da Nang City assigned the Construction Investment Project Management Board to review the entire contract. If the construction contractor violates the progress or is weak in capacity, a replacement process must be implemented. At the same time, a plan must be prepared to appoint a capable contractor to avoid project interruption.
To avoid duplication of procedures and waste, the leader of Da Nang City also proposed combining the planning of resettlement areas with the future national railway project. Regarding the construction progress, he requested the Construction Investment Project Management Board to review the contract, strictly handle contractors with weak capacity, violating the progress, and prepare alternative plans to avoid project interruption.
The city chairman requested the contractor to immediately construct the first 2km of the route where there is already a clean surface, creating a temporary connection with Highway 12, so that people still have a temporary road.
The Chairman of the City People's Committee requested the Project Management Board and the City Department of Finance to adjust the capital and advise on the time for the Department of Finance to disburse. The relevant departments related to natural resources and environment reviewed and considered the investor's proposal, reviewed the mines exploiting soil, sand and stone, and resolved the shortage of construction materials for the project.
