Accordingly, the Chairman of the Da Nang City People's Committee requested all departments, agencies, localities, and functional forces throughout the city to proactively monitor the storm's developments and proactively implement disaster prevention and control measures according to their assigned functions and duties. Particular attention should be paid to high-risk areas such as tourist destinations, aquaculture areas, coastal structures, hilly and mountainous regions, and mining areas.
The City Military Command directed the Border Guard Command to promptly inform ships operating at sea, especially in the Hoang Sa and Gulf of Tonkin areas, about the storm's location and direction, so they can proactively take precautions or seek safe shelter ashore. At the same time, relevant units must ensure uninterrupted communication, count ships, and regularly report to the Da Nang City Disaster Prevention, Search and Rescue and Civil Defense Command. Based on the developments of Typhoon No. 3, they should proactively decide on prohibiting fishing vessels, transport ships, and tourist boats from sailing.
The Da Nang City Police Department has been tasked with coordinating with relevant units to ensure security and order in areas where boats are anchored, such as Tho Quang harbor and Man Quang bay, and to deploy a permanent fire prevention and firefighting force to prevent incidents during stormy weather. The Da Nang Maritime Port Authority has been requested to review the anchoring activities of transport and cargo ships to ensure safety in Da Nang bay.
The directive also requested the Department of Culture, Sports and Tourism, the People's Committees of wards and communes, and special zones to regularly update weather information to help people understand the situation and proactively respond. Local authorities need to pay special attention to the safety of water reservoirs, inspect equipment, maintain standby forces, and ensure the safety of people in the downstream areas of the dams.
According to observations at Tho Quang harbor, hundreds of fishing boats from Da Nang city and other central provinces have urgently returned to safe anchorage. Many fishermen are taking advantage of the time to reinforce their mooring ropes, ready to cope when the storm hits.
